RESOLUTION NO. 75-85
A RESOLUTION OF THE CITY COUNCIL OF
THE CITY OF SANTA ANA AUTHORIZING
THE CHIEF OF POLICE TO RECEIVE PRO-
POSALS AND TO HIRE A CONSULTANT AS
A TECHNICAL ADVISOR TO THE FEDERALLY
FUNDED ORANGE COUNTY CONSOLIDATED
RECORDS SYSTEM
WHEREAS, the City of Santa Ana has undertaken a
certain project designated as tke Orange County Consoli-
dated Records System, that is funded in part from funds
made available through the Omnibus Crime Control and
Safe Streets Act 1968, PL 90-355, as amended, PL 91-644,
and administered by the California Council on Criminal
Justice (hereinafter referred to as CCCJ);, and
WHEREAS, the City of Santa Ana has been delegated
the federal grant funds to coordinate and sponsor a
regional law enforcement storage and retrieval project
called the Orange County Consolidated Records System;and
WHEREAS, the Chief of Police of Santa Ana as Pro-
ject Director of the Orange County Consolidated Records
System, and the advisory committee to the Orange County
Consolidated Records System, which is comprised of rep-
resentatives from all participating law enforcement
user agencies in Orange County, desires to solicite pro-
posals from technical advisors and to select one as a
consultant to assist in the design, development and
implementation of a consolidated, automated document
storage and retrieval system for all participating
municipal law enforcement agencies in Orange County;and
WHEREAS, the Santa Ana City Council pursuant and in
compliance with Resolution 74-54 dated the 15th day of
April, 1974, authorized the Chief of Police to enter into
and execute all documents pertinent to the Orange County
Consolidated Records System.
NOW, THEREFORE, BE IT RESOLVED that the Chief of
Police, as Project Director of the Orange County Con-
solidated Records System, is authorized to solicite
R.F.P.'s (request for proposals) and select a qualified
consultant to act as an independent technical advisor
to the Consolidated Records System, and is further
authorized to execute on its behalf a contract for such
services including any extentions or amendments thereof.
BE IT FURTHER RESOLVED that a total of $4,050 has
been allotted for the professional services from a con-
sultant and will provide such services as required and so
determined by the Project Director such as to evaluate
quarterly progress reports of the project and to further
develop a police record system operational performance
requirements and design specifications in accordance
with the information needs and capabilities of the vari-
ous user agencies in Orange County;

BE IT FURTHER RESOLVED, that in addition to payment
for services rendered from an independent consultant,
$900 has been allotted to reimburse the consultant for
travel expenses incurred as a result of services performed
relating to this project, and be it further known that
allowable travel and subsistance shall be consistent
with regulations obtained from CCJ and from the office
of Criminal Justice Planning Fiscal Affairs Manual Sec-
tion 2201.
PASSED AND ADOPTED by the City Council of the City
of Santa Ana at its adjourned regular meeting held on the
14th day of July , 1~75.
