(SKAGGS DRUG) WHEREAS, the City Council of the City of Santa Ana duly set a public hearing, and a public hearing was duly held on September 2, 1975, to review the Planning Commission's approval of Variance application no. 75-23; NOW, THEREFORE, BE IT RESOLVED that, based on the public hearing held by the City Council of the City of Santa Ana, on September 2, 1975, and based on the testimony, oral and documentary, submitted, the City Council of the City of Santa Ana does hereby affirm the action of the Planning Commission approving Variance application no. 75-23 and does hereby grant said Variance application no. 75-23 filed by Safeway Stores, Inc. (Skaggs Drug); BE IT FURTHER RESOLVED, that the City Council hereby adopts as its findings of fact for approval of Variance application no. 75-23 those "Finding of Fact, Variance 75-23" prepared and submitted by the Planning Cor~ission. Main Street AP 14-032-38 VA PURPOSE: To allow a roof sign within 300' in tffe C 2 and R 2 B districts. STAFF RECOMMENDATION: Approval SDM 19-5-9 C 2 & R 2 B Districts of an existing pole sign COMMISSION ACTION & VOTE: Approved 6/23/75 AYES: NOES: ABSENT: Commissioners Gosse, Griset, Ankrum, Acosta, Winters, O'Dell Commissioners None Commissioner Yates REASON FOR ACTION: That the granting of this variance with all attached conditions will not be detrimental to the public welfare or surrounding property and further it will not adversely,affect the General Plan of the City. DETAILS OF PROPOSAL: 1. Description of Proposal: The applicant proposes to construct a roof sign made of individual cabinet letters totalling 232 square feet. The proposed individual letters are to be blue plexiglass background with white plexiglass letters. The signing proposal also considers two identification signs for "pharmacy" and "liquor" both 14.5 square feet placed on facade of building. 2. Area Description: A. Property: An irregular shaped parcel containing approximately 138,330 square feet (3.17 acres) situated on the northeast corner of Main Street and Edinger Avenue. The property is developed with an existing commercial center. VA 75-23 Page 1 Safeway Stores, Inc. B. Surrounding Development: north commercial and single family south commercial and single family east - single family and duplex west - commercial C. Street System: Main Street and Edinger Avenue are both planned arterial streets. Cypress is a local street. D. Comparable Applications or Circumstances: VA 67-107 initially approved the commercial center along with signing for the property. Present application is for a modi- fication of earlier approved variance. E. Surrounding Zoning: See attached SDM F. Present Use: Commercial center with two main buildings: l) a service station; 2) a super market and shops totaling 31,000 square feet of floor area. The existing approved signing on the property consist of: l) one pole sign located on the Main Street frontage totaling 150 square feet with two smaller signs or the poles totaling 8 square feet (pharmacy) and 12 square feet (liquor). {located 200' from proposed sign). roof 2) two small identification signs totaling 14.5 square feet {pharmacy; and 14,S square feet liquor), General Plan Compatibility: The General Plan designates Main Street as a multi-use corridor· General Findings: (a) There are no special circumstances applicable to the subject property which would cause the strict application of the zoning ordinance to deprive the subject property of privileges not otherwise at variance with the intent and purposes of the Santa Ana Municipal Code Zoning Chapter 41; and (b) The granting of the variance is not necessary for the preser- vation and enjoyment for one or more substantial property- rights; and (c) The granting of the variance will be detrimental to the public welfare or injurious to surrounding property.
