RESOLUTION NO. 75-172
A RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF SANTA ANA STATING
ITS PREFERENCE FOR A FLOOD CONTROL
PLAN FOR THE SANTA ANA RIVER
WHEREAS, by Resolution No. F74-69, dated August
13, 1974, the Orange County Board of Supervisors expressed
preference for a flood control plan developed for the Santa
Ana River by the U. S. Army Corps of Engineers and identified
as "Plan F"; and
WHEREAS, the Corps of Engineers has completed a
draft review report dated August 1975 entitled "Review Report
on the Santa Ana River Main Stem and Santiago Creek"; and
WHEREAS, "Plan F" has been changed somewhat and re-
designated as "Alternative 6"; and
WHEREAS, the Corps of Engineers recommends in said
report the approval of a flood protection plan known as
"Alternative 6" which includes: construction of a new dam and
reservoir at Mentone in San Bernardino County; modification
of Prado Dam including rebuilding the emergency spillway and
outlet works, raising the dam 30 feet and providing a controlled
discharge of 30,000 cubic feet per second contemporaneous with
peak discharges from downstream tributaries; improvement of the
Santa Ana River Channel through urban Orange County for standard
project flood protection; and improvement of the lower portions
of Santiago Creek for standard project flood protection.
NOW, THEREFORE, BE IT RESOLVED, that among the alter-
natives included by the Corps of Engineers in the August 1975
review report, Alternative 6 is the preference of this City
Council by reason of its:
Providing a level of protection com~aensurate
with the present and projected level of Orange
County's economic development.

Limiting the discharge from Prado Dam to
30,000 cubic feet per second contemporaneous
with peak discharges from the downstream
watershed tributary to the Santa Ana River
during the occurrence of a standard project
flood, said discharge minimizing the reloca-
tion of homes in Orange, Riverside and San
Bernardino counties.
NOW, THEREFORE, BE IT FURTHER RESOLVED, that this
support is based upon the premise that specific design approaches
of particular segments of the project will be studied and
developed on a cooperative basis with all affected agencies.
BE IT FURTHER RESOLVED, that this resolution be for-
warded to the District Engineer, Los Angeles District, U. S.
Army Corps of Engineers, to all legislators representing Orange
County at the state and federal levels and to the Boards of
Supervisors of Orange, Riverside and San Bernardino Counties.
