A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANTA
ANA REQUESTING THE COUNTY OF ORANGE TO INCLUDE WITHIN
THE ARTERIAL HIGHWAY FINANCING PROGP~AM THE DEVELOPMENT
OF CERTAIN STREETS WITHIN THE CITY OF SANTA ANA
WNEREAS, the City of Santa Ana desires to improve certain streets
within the City; and
WHEREAS, Articles 2 and 3 of Chapter 9, Division 2, of the Streets
and Highways Code of the State of California authorize a county to expend
funds apportioned to it out of the California Highway Users' Tax Fund for
aid to any city for the improvement, construction, or repair of streets
within such city; and
WHEREAS, the Board of Supervisors of the County of Orange intends
to provide the County budget of the Special Road Improvement Fund for
the fiscal year 1976-77 a sum of money for the improvement of streets
within the incorporated cities of the County in accordance with the
Orange County Arterial Highway Financing Program;
NOW, THEREFORE, BE IT RESOLVED: That the City Council of the City
of Santa Ana does hereby request the Board of Supervisors of the County
of Orange to allocate to the City of Santa Ana from County funds the
amount of $873,000 for the improvement of certain streets, as follows:

rights of way, in the manner provided, is in the general interest of the
County.
PASSED AND ADOPTED by the City Council of the City of Santa Ana at its
regular meeting held on the 1Sth day of December ,

SEVENTEENTH STREET
King Street to College Avenue
This is the eleventh consecutive year that we have requested funds for the widen-
ing of Seventeenth Street between the Santa Ana River and Santiago Street. A total
of $1,234,OO0 of AHFP funds have been appropriated to date for right of way acquisition,
plus $200,000 for construction.
In our project request last year we indicated that our funding requirement for right
of way acquisition was complete. However, costs have been considerably higher than
anticipated on several parcels, so we have increased our estimate for the remaining
property to be acquired. Secondly, we are including in this project the necessary
land and construction costs to align the north and south legs of the intersection
of College Avenue at Seventeenth Street. With the expansion of the campus at Santa
Ana College this street will provide major access for the students. In its present
offset alignment left-turning vehicles overlap and tie up the entire intersection.
This project will provide funds for construction and compl'etion of right of way
acquisition for this section of Seventeenth Street. Upon its completion Seventeenth
Street will be widened to its ultimate width between Fairview Street and the east
city limits except for the construction of the Santa Ana Freeway bridge. The re-
'construction of the Santa Aha Freeway - Seventeenth Street interchange, which was
scheduled for 1976-77, has been shelved along with all other state projects and
its status is indefinite at this time.

BRISTOL STREET
Seventeenth Street to Garden Grove Freeway
This project will provide construction funding for widening Bristol Street to
its ultimate width between Seventeenth Street and the Garden Grove Freeway. We
are presently acquiring the right of way for this project under an AHFP allocation
for 1975-76.
With the completion of the Orange Freeway in the near future we expect a significant
increase in the already heavy volume of traffic on Bristol Street.
In connection with this project, we have asked that special consideration be given
to the widening of the Bristol Street bridge over Santiago Creek under the AHFP
Bridge Program.

BRISTOL STREET
First Street to Seventeenth Street
It is our intention to proceed with the widening of Bristol Street as expeditiously
as possible. We currently estimate the cost of right of way for the section between
First Street and Seventeenth Street at approximately $1,350,000. The $500,000 which
we are proposing in this project will get our right of way acquisition program under
way, with the intention that we can hopefully complete the acquisition phase in this
section of Bristol Street in 1977-78. Construction would then follow in 1978-79.

FLOWER STREET
CiviC Center Drive to Seventeenth Street
When we received AHFP allocations totaling $155,000 the past two ,years we assumed
that the $310,000 budget would cover the cost of right of way acquisition for widen-
ing Flower Street between Civic Center Drive and Seventeenth Street.
Recent appraisals have indicated a much higher cost for this right of way for several
reasons. Land values are much higher than anticipated a couple of years ago. Secondly,
a number of the buildings which we had planned'on cutting off and re-facing must be
removed because the cost to bring them up to code is prohibitive. As a result, we
are faced with a sizeable amount of relocation assistance to the tenants. These
factors, combined with a considerable amount of damages due to remaining sub-standard
lot sizes, have resulted in a revised estimate of $920,000 for the right of way for
this project.
We are asking for an additional $305,000 AHFP allocation for this project. Con-
struction funds were allocated in 1975-76.
