A P. ESOLUTION OF THE CITY COUNCIL OF THE CITY OF
SAI~TAANAAMENDING SECTION 3 OF RESOLUTION NO.
58-281 TO ADD THE CLASS TITLE ~ SET THE SALARY
OF COMMUNITY SERVICES SPECIALIST
WHEREAS, on November 3, 1958, the City Council passed and adopted Resolution
No. 58-281, revising and re-establishing the Basic Compensation Plan for employees
of the City of Santa Aha; and
WHEREAS, the City Council has from time to time amended this Resolution; and
WHEREAS, Section 1004, Article X of the City Charter of the City of Santa Aha
requires the City Manager to prepare, install and maintain a position classification
and pay plan subject to civil service rules and regulations and the approval of the
City Council; and
WHEREAS, it is now desired to add a new class to the list of class titles
contained in said Resolution No. 58-281, as amended, and to allocate salary and
wage schedules thereto; and
NOW, THEP. EFORE, BE IT RESOLVED: That Section 3 of Resolution No. 58-281, as
amended, is hereby further amended by adding, in proper alphabetical sequence, the
class title of Community Services Specialist at Salary Range No. 300.
BE IT FURTHER RESOLVED: That this amendment shall take effect on January
16, 1976.

regular meeting held on the 19th day of January ., 1976.

Under sdm~nistrative supervision of law enforcement officials end technical~
guidance of professional legal and mental health consultant advisor/trainers,
provides para-professional legal and mental health counselling in civil dispute
and hu~n crisis situations as a member of e police department?based emergency
response team.
On en assigned shift, responds to cells for service and provides advice and assisCanci
to persons involved in landlord/tenant, proprietor/customer, domestic, and neighbor
· disputes of e civil rather than criminal nature; provides advice and/or assistance in
civil or human crisis situations involving nonviolent mentally disturbed persons,
including initiating or expediting appropriate immediate action in emergency situ-
· etions; refers indigent persons to community agencies offering emergency or temp-
orary relief services and long-term self-help programs; assists community orga~izere
end groups in identifying, evaluating and correcting or ameliorating communSty
conditions which contribute to conflict in intergroup relations,' Juvenile dei{n-
quency, and other unlawful behavior; may act es interpreter in contacts with'non-
Hnglish speaking residents; end performs other related duties as required.
DISTINGUISHING FEATURES OF THE CLASS
Employees in this chss are non-sworn members of a special Police Department
emergency response team engaged in providing para-professional legal and mental
health advice and assistance in civil disturbance or human crisis situati~ne.
Work requires emotional maturity, above average degree of tact and responsiveness~
and the use of considerable independent judgement and initiative. Ability to
speak Spanish may be required for some assignements~

Completi~n of (1) an Associate of Arts degree in human services or a behavioral
science or (2) a formalized para-legal training curriculum at a recognized School
of Lay, college or universitySand some direct practical.experience in mental health
.social work or para-legal work or any combination equivalent combination of educa-
tion~ training end experience which provides tim follOWing knOWledge and abilities:
· Good working knOWledge of: the theories, practices ~nd techniques of mental health
social ~ork or legal research and investigation; the role of para-professionals in
provides§ mental.health end/or legal aide services to community residents; and
community programs, resources and groups which deal with individual or group
problems in such areas as domestic relations, consumer affairs, fair housing, equal
· opportunity employment, delfnquency,.~lchoholism, ~rug abuse,, etc. Ability to:
'work effectively with law enforcement officials, professional advisors, and co~
workers in carrying out ~he work of the emergency response teami effectively counsel
persons involved in civil, disputes or human crisis %itua~ions; speak before groups
end lead group discussionsl and prepare clear and concise narratives on case or
inciden( contacts.
