Each member of the City Council having received copies of the Minutes of
May 6, 1957, reading of the Minutes was dispensed with and approved on
motion of Councilman Gould, seconded by Hall and carried.
Hearing This being the date set for hearing protests on annexation to the City of certain

Ordinance

on motion of Councilman Hubbard, seconded by Markel and carried, the following
Ordinance entitled:

Ordinance entitled:

was introduced, considered and placed on file for second reading.
This being the date set for hearing protests on annexation to the City of certain
inhabited territory desi~ated "South of ~eltzer Annexation", the Clerk stated that
petitions and letters containing approximately 236 signatures protesting the annex-
ation were received. On motion of Councilman Hubbard, seconded by Gould and car-
ried, the petitions and letters were received, filed and referred to the Clerk to
check the authenticity of the signatures according to the statute and to the Attorney
to be checked as to theilegality of the protests. J.W. Harper, 16~O1 South Diamond
Street, R-4, Santa Ana, owner of Lot 12, Block E, Tract 737, protested the proposed

annexation; Paul Dunn, 12972 East Occidental Street, stated he was in favor of the
annexation procedure. On motion of Councilman Hall, seconded by Gould and carried,
the hearing was continued until June 17, 1957.
This being the date set for hearing protests on annexation to the City of certain
inhabited territory designated "North of Smeltzer Annexation", the Clerk stated
that petitions and letters containing approximately 800 signatures protesting the
annexation were received.
On motion of Councilman Gould, seconded by Markel and
carried, the petitions and letters were received, filed and referred to the Clerk
to check the authenticity of the signatures according to the statute and to the
Attorney to be checked as to the legality of the protests. Henry Kirker, lllll
East 16th Street, Garden Grove, stated he represented people living on the south
side of 17th and Verano and east of there, and protested the proposed annexation
and stated they would prefer to be annexed to Garden Grove. J.T. Fortner, 1214
South Broadway, said he owned property located on Jackson Street and requested
information as to what would be gained by annexing to Santa Ana. On motion of
Councilman Gould, seconded by Hall and carried, the hearing was continued until
June 17, 1957.
This being the date set for hearing protests on the application of the Southern
Paci£ic Company for a permit to maintain and operate a sp~r or side tracks across
Third and Fourth Streets, west of Breeden Street; no protests were received. The ~
Council having unanimously waived the reading of the Resolution, on motion of '
Councilman Markel, seconded by Hubbard and carried, the following Resolution entitle~:
"Resolution No. 57-~ granting a permit to maintain and operate
a spur or side track across Third and Fourth Streets, west of
Breeden Street"
was considered and passed by the following vote:

This being the date set for hearing protests on the abatement of weeds, J.W. Julien,
928 Cypress Avenue, requested an extension of time on the cleaning of weeds on his
property located on the southeast corner of Wilshire and Shelton Streets, on account
of the rains. Ralph Dale, 12332 Enramada Road, Santa Ana, objected to the weed
bill he received last year and requested a refund; he was advised to contact the
City Attorney in regard to the matter. The Council having unanimously waived the
reading of the Resolution, it was moved by Councilman Hubbard, seconded by Gould and!
carried, that the Resolution entitled:
"Resolution No. 57-128 ordering the Street Superintendent to
abate the public nuisance heretofore declared by the City
Council of the City of Santa Ana, to-wit: Weeds which bear
seeds of a wingy or downy nature and attain such a large growth
as to become a fire menace when dry and which are noxious and
dangerous, growing upon certain streets, sidewalks and private
property in the City of Santa Aha, by having the weeds referred
to removed"
be amended by inserting in line four the words "after June 20, 1957" and following
the words "public nuisance". The Resolution was considered and passed by the fol-
lowing vote:

This being the date set for the opening of bids for the sale of the Fire Station
Building, 1322 North Sycamore Street, the Clerk stated no bids had been received.
The Manager recommended that the Council retain the minimum price of $25,000.00, as

suggested re-advertising in about a month. On motion of CounciL
Markel, seconded by Hubbard and carried, the Clerk was authorized to re-advertise
in approximately thirty days, for the sale of the Fire Station Building.
On motion of Councilman Hubbard, seconded by Gould and carried, the recommendation
of the Planning Commission was approved and the variance of Mrs. Jean C. Sears
granted to permit the use of property just w~st of 2119 West Eighth Street, for
construction of a two-bedroom stucco dwelling (866 square feet) on each 45-foot halfl
of the 90' x 125' parcel, without conditions.

On motion of Councilman Gould, seconded by Markel and carried, the recommendation
of the Planning Commission was approved and the variance of E. Reese ~llison and
Helen E. Peddicord granted to permit the use of property at 1729 Grand Avenue, for
construction of concrete block building, approximately 33' x 51', to be leased for
use as an animal hospital, subject to conditions as imposed by the Co,.,~ ssion and
the Department of Public Works.
C~-w,unication was read from the Planning Commission recommendin~ denial of variance
application of G.J.Nardulli to permit construction of one three-unit apar~ent on
each parcel of property situated at the northwest corner of Valencia Street and the
Freeway Ramp-up, as the new plot plan did not alter the situation as the subject
property is not in a multi-family residential area. Mr. Nardulli presented draw-
in~s and explained the new plot plan. On motion of Councilman Hall, seconded by
Gou~d and carried~ the recommendation of the Planning Commission was approved and
the variance denied.
Communication was read from the Planning Commission recommending an extension of
time for six months to Federated Construction Company, et al, on temporary sign
located at the southeast corner of Bristol and M~a~tle Streets, to advertise the sal~
of houses and lots in the Tract one and one-half blocks to the west. On reccmmend~
ation of the Con~nission and on motion of Councilman Markel, seconded by Hubbard and.
carried, the extension of time was approved.
Co~nunication was read from the Planning Co~ission recommending approval of the
newly-created fire zones, as designated on map to be known as the Fire Zone Map, and
on motion of Councilm~u Gould, seconded by Hubbard and carried, the matter was
referred to the Council for study and report.
Communication was read fram the Planning Con~ission recommending approval of draft
of proposed amendment to the Municipal Code, Article IX, Planning and Zoning, by
the addition thereto, of a new district to be known as the "General Agricultural
District". On motion of Councilman Hubbard, seconded by Gould and carried, the
recommendation was approved and referred back to the Commission for further action.
Communication was read from the Planning Commission recommending that the section
of Frontage Road north of Fourth Street, adjacent to the Freeway, which is approx-
fmately 600' long, be named "Mabury Street", and on motion of Councilman Markel,
seconded by Hubbard and carried, the recoa~nendation was approved. The Council
having unanimously waived the reading of the Resolution, on motion of Councilman
Markel, seconded by Hubbard and carried, the following Resolution entitled:
"Resolution No. 57-129 designating the name 'Mabury Street' for a
certain section of unnamed roadway north of Fourth Street"
was considered and passed by the following vote:

Markel, seconded by Hubbard and carried, the recommendation was approved. The

On motion of CounciLman Markel, seconded by Hubbard and carried, Tentative Map of
Tracts No. 3244 and 3245, filed by the Orange County Development Ccmpany, of property
located on the east side of Pacific Avenue between Wilshire and Fairview Avenue,
consisting of fifty-one lots, was approved, subject to the conditions set forth in
the report of the Department of Public Works.
On motion of Councilman Markel, seconded by Hubbard and carried, Tentative Map of
Tract No. 2929, filed by Carl Homes, Inc., Center Homes, Inc., Fairhill Homes, Inc.,
Phillip Homes, Inc., Young Homes, Inc. and Andrews Homes, Inc., of property consist-
ing of ninety-six lots located on the east side of Greenville Street extending from
Glenwood Street south to one lot depth south of St. Gertrude Place, being approx-
imately 21.326 acres, was approved.
On motion of Councilman Markel, seconded by Hubbard and carried, Map of Tract No.
2929, filed by Carl Homes, Inc., Center Homes, Inc., Fairhill Homes, Inc., Phillip
Homes, Inc., Young Homes, Inc. and Andrews Homes, Inc.,, for the dedication of
property consisting of ninety-six lots located on the east side of Greenville Street
extending from Glenwood Street south to one lot depth south of St. Gertrude Place,
being approximately 21.326 acres, and bond in the amount of $93,000.00 were approved
license payment fee in the sum of $4,800.00 accepted and agreement covering improve-:i
ments was ordered signed.
On motion of Councilman Hubbard, seconded by Gould amd carried, Record of Survey
Map submitted by International Hod Carriers, Building and Common Laborers Union of
Am~.rica, on a parcel 172' wide on the south side of Chestnut Street and 536' deep,
west line being 828' east of the center line of McClay Street, and bond in the amoun'
of $1,478.00 were approved and agreement was ordered signed.
It was moved by Councilman Hubbard, seconded by Gould and carried, that escrow
instructions be approved and signed, for various properties to be used for street
purposes, from the following persons:
Ouida Penn Pagenkopp, Willard G. Pagenkopp, Edmund A. Pagenkopp and Verna A.
Pagenkopp - northwest corner of Main and Walnut Streets, without cash consideration
to the owners, and payment of $1900.00 to Union Oil Company for property damnge.

and Daisy Streets, in the sum of $6,750.00;

The Manager read the report of the Traffic Engineer reference application of D. W.
Boyles, dba Airport Coach Service, and on motion of Councilman Hubbard, seconded by
Gould and carried, the Clerk was instructed to notify the Public Utilities CommissiOn
that if, in the future, "No Parking" is permitted on Main Street, that a loading
zone will be established on the north side of West Sixth Street, for the Airport
Coach Service and Mr. Boyles to be so informed.
On recommendation of the curb usage committee and on motion of Councilman Hubbard,
seconded by Hall and carried, the request of Jack Wagaman was granted for a 35'
driveway on Bristol Street, approximately in the middle of the property which begin~
at a point 180' south of Edinger and extends to the south 225' on the east side of
Bristol Street, for the A.&.W. Building driveway.
On recommendation of the curb usage committee and on motion of Counc~lm~u Hubbard,
seconded by Markel and carried, the request of the Register Publishing Company was
granted for two 35' driveways on Grand Avenue near Sixth Street.

authorized to execute Cost Service Contract with the California State Personnel
Board, for examining services during the fiscal y~ar ending June 30, 1958.
On motion of Councilman Hubbard, seconded by Markel and carried, the communication
from the State of California, I~partment of Public Works, advising ~hat the total
per capita allocation of $3.08 represents an increase of 1.65~ over the $3.03 per
capita allocation for the previous fiscal year, for the gas tax apportionments for
expenditure on City Streets, and that the 1956-57 fiscal year total allocation was
$198,077.27, was received and filed.
On motion of Councilm~n Markel, seconded by Gould and carried, the communication
from the City of Orange was received and filed advising of proposed annexation No.
90 of territory located on the extreme north of the City Limits of the City of
Orange.
On motion of Councilman Markel, seconded by Hubbard and carried, the written recom-
~ndation of the City Manager, dated May 3, 1957, setting forth salary step increases
for ten employees, effective May l, 1957, was received, filed and approved.
On motion of Councilman Hall, seconded by Hubbard and carried, the communication
from Chester Wafford protesting the proposed plan to ease the enforcement of traffic
regulations in the City, w~s received and filed.
On motion of Councilman Hubbard, seconded by Gould and carried, the protest of
Raisin Markets, Inc., was received and filed reference the proposed reclassification

On motion of Councilman Markel, seconded by Hubbard and carried, the plans and
specifications w~re approved and the Department of Public Works authorized to
advertise for bids for the construction of street pavement between existing valley
gutter, and reconstruction of 105' of curb and gutter on the west side of Halladay
Street between the center line of Dyer Road and approximately 1016' north; bids to

On motion of Councilman Hubbard, seconded by Hall and carried, the communication
frem the Board of Supervisors, with copy of Ordinance No. 956 establishing prima
facie speed limit of 40 miles per hour on a certain portion of South Bristol Street
from 650' south of Edinger to ll20' south of Edinger Street, lyin~ in the unincorpo-
rated territory of the County, were received and filed.
On motion of Councilman Gould, seconded by Hubbard and carried, the communication
from the Boundary Commission was received and filed advisiag of proposed annexation
of territory to the City of Garden Grove, Aunexations Nos. 22 and 23, between
Garden Grove Annexation No. 19 and 17 in the upper portion of No. ll, southwest of
Westminster Avenue and Wright Street and the Clerk was directed to notify
the City of Garden Grove that the City of Santa Ana objects to any annexation which
infringes upon the annexations now on file and being acted upon By the City.
On motion, of Councilman Gould, seconded by Hubbard and carried, the communication
from the Boundary Commission was received and filed advising of proposed annexation
of territory to the City of Garden Grove, Annexation No. 24, being on the southwest
corner of Trask and Berryd~]e Avenues, and the Clerk was directed to notify the
City of Garden Grove that the City of Santa Ana objects to any annexation which
infringes upon the annexations now on file and being acted upon by the City.
On motion of Councilman Gould, seconded by Hubbard and carried, the report of Diehl,
Evans and Company submitting a condition of funds statement for the six months
ended December 31, 1956, was received and filed.
On motion of Councilman Hubbard, seconded by Markel and carried, the application of
the Atchison, Topeka and Santa Fe Railway Company, before the Public Utilities
Commission, for authority to reduce its passenger train service between Los Angeles,
San Diego and certain intermediate points by discontinuing Trains No. 2/71 and No.
2/72, was received and filed.

It was moved by Councilman Gould, seconded by Hubbard and carried, that action be
continued until the next regular meeting on the report of the curb usage committee
reference change in effective hours for parking time limits in Central Traffic
District, in connection with request of the Retail Division of the Chamber of
Commerce.
The Manager presented the report of the Traffic Engineer reference the request of
Mrs. Francis Farris for a stop control at the northeast corner of lOO1 North Parton
Street stating that the picket fence ~t said corner of the intersection is the
major factor in contributing to poor visibility and recommending no action be taken
but the property owner be notified how to remedy the condition with a fence' less
than 3' O" above the grade of the roadway. On motion of Councilman Markel,
seconded by Gould and carried, the recommendation of the committee was approved,
request filed and the Clerk directed to send a copy of the report to Mrs. Farris.
On motion of Councilman Hubbard, seconded by Hall and carried, the request of
Santa Aha Unit No. 131, American Legion Auxiliary was denied for the use of two
parking spaces at the First Western Bank, Fourth and Main Streets, for Poppy Day,
May 24th, on the basis of the policy as adopted by the former Council.
On recc~mendation of the Manager it was moved by Councilman Hubbard, seconded by
Markel and carried, that the Council go on record opposing Assembly Bill 2440,
reference the Legislature establishing minimum qualifications for all local employees
and minimum wages, maximum hours, pensions, vacations and other fringe benefits and
working conditions and a letter of protest be directed to the Senator and Assemblyman
representing this area requesting their opposition to the Bill.
On reccmmendation of the Manager it was moved by Councilman Hubbard, seconded by
Gould and carried, that the Council go on record opposing Assembly Bill 3049,
reference Grand Jury examination of books, records and accounts of City Officers,
and a letter of protest be directed to the Senator and Assemblyman representing this
area requestin~ their opposition to the Bill.

On recommendation of the Manager, it was moved by Councilman Gould, seconded by
Hubbard and carried, that the terms of the present members of the Bowers Memorial
Museum Board shall expire on July i of the respective years for which they have been
appointed, and, that such terms sb~ll be considered for four year terms, in com-
pliance with the Charter provisions.

Market Basket reference the proposed rezoning, from residential to manufacturing,
