HomeMy WebLinkAbout76-037 HRS:po Application on file in CA 140.20 3-15-76 RESOLUTION 76- 37 A RESOLUTION OF TtIE CITY COUNCIL OF THE CITY OF SANTA ANA APPROVING TtIE SECOND YEAR HOUSING AND COI~UI~ITY DEVELOP~ENT PROGRAM FOR THE CITY OF SANTA ANA, A~D AUTHORIZING AND DIRECTING THE CITY MANAGER TO TAKE ALL NECESSARY STEPS TO FILE SAID APPLICATION, AND DIRECTING AND DESIGNA- TING THE CITY I{ANAGER AS THE AUTHORIZED REPRESENTATIVE OF THE CITY OF SANTA ANA TO ACT IN CONNECTION WITH TttE AFORESAID APPLI- CATION AND TO PROVIDE SUCH ADDITIONAL INFOR- MATION AS MAY BE REQUIRED BY TIIE UNITED STATES DEPART~ENT OF HOUSING AND URBAN DEVELOPMENT WHEREAS, the City of Santa Ana received approval of its First Year Community Development Program from the United States Department of Housing and Urban Development (hereinafter referred to as HUD) an amount of Six Hundred Eighty Nine Thousand Dollars ($689,000.00) under Title I of the Housing and Community Develop- ment Act of 1974, for the program year beginning June 12, 1975 and ending June 11, 1976; and WHEREAS, the City of Santa Ana ttuman Relations Commission and the Corumunity Development Management Staff have since October 7, 1975, held a series of five public meetings throughout the community of the City of Santa Ana in order to provide citizens with adequate information concerning the amount of funds avail- able for proposed community development and housing activities in the second year Cormuunity Development Program, and an adequate opportunity to participate in the development of the second year application~ and WHEREAS, the City of Santa Ana Human Relations Commission on January 6, 13, and 20, 1976, held public meetings that provided citizens an opportunity to articulate needs, express preferences about proposed program activities, and assist in the selection of priorities and participate in the evaluation of the second year application in accordance with HUD's regulations, 24 CFR 570.900(d) (2); and WHEREAS, on January 26, 1976, the Recreation and Park Board and on February 3, 1976, the City of Santa Aha Community Redevelopment Commission held meetings to provide citizens with additional opportunity to participate in the development of the Second Year Community Development Application; and WHEREAS, on January 21, 1976, the Planning Commission of the City of Santa Ana held the first of two mandatory public hearings on the proposed Second Year Community Development Appli- cation and obtained the views of citizens on the community development and housing needs for the City of Santa Ana; and WHEREAS, the City Council of the City of Santa Ana on February 2, 1976, after notice, held the second of two mandatory public hearings on the proposed Second Year Community Development Application and approved said Application and directed the Community Development Staff to send the Community Development Program Application for the Second Year to Southern California Association of Governments (hereinafter referred to as SCAG) for the requisite A-95 review; and ~IEREAS, the City of Santa Aha has received no major comments on the Second Year Community Development Application from citizens or private or public agencies during SCAG's A-95 review period, and now wishes to approve the Housing and Community RESOLUTION 76-37 PAGE TWO Development Plan for the City of Santa Ana for the second fiscal year and to authorize and direct the City Manager to take all necessary steps to file the formal Second Year Application with HUD. NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Santa Aha: 1. That Council hereby approves and adopts the Community Development Program for the second program year commencing on July 1, 1976, and ending June 30, 1977, a copy of which is on file in the office of the Clerk of the Council. 2. The City Manager is hereby authorized and directed to take all necessary steps to file the Second Year Community Development Program, and an Application for Federal Assistance in conformance with said Plan under Title I of the Housing and Community Development Act of 1974. 3. The City Manager of the City of Santa Ana is hereby directed and designated as the authorized representative of the City of Santa Aha to act in connection with aforesaid appli- cation and to provide such additional information as may be required by the Department of Housing and Urban Development.
