carried, the following Ordinance entitled:

This being the date set for hearing and no protests having been received, the amend-

This being the date set for hearing protests declaring Seventh Street between Main
Street and Sycamore Street to be a One-Way street; no protests were received. The

Councilm-n Gould, seconded by Markel and carried, the following Resolution entitled:

This being the date set for hearing on the closin~ of a portion of Poinsettia
Street, between 17th Street and the Santa Ana Freeway; no protests were received.
On motion of Councilman W, ll, seconded by Markel and carried, action was postponed .
until the next regular meeting.
This being the date set for hearing protests delimiting of additional area as a part
of the site for a Civic Center, to include the easterly one-half of the block
bounded by Van Ness Avenue, Sixth, Parton and Eighth Streets, and to include all of
the block bounded by Van Ness Avenue, Sixth, Ross and Ei~hth Streets; no protests
were received. The Council having unanimously waived the reading of the Resolution,
on motion of Councilman Gould, seconded by Hall and carried, the following Resolution
entitled:
"Resolution No. 57-117 delimiting a site in the City of Santa Aha
for a Civic Center and adopting same as a section of the Master
Plan for the location of public buildings"
was considered and passed by the following vote:

On recommendation of the Manager and on motion of Councilman Markel, seconded by
Hubbard and carried, the bid of Jacobson-Young, Inc., in the sum of $9,997.00 was
accepted and the one ch~eck ordered returned.
It was moved by Councilman Gould, seconded by Markel and carried, that an expenditure
of $791.76 be authorized covering the additional cost of the erection of the Bandshell
in Memorial Park, which is in excess of the amount appropriated for the purpose.
A tabulation of bids was presented by the Manager for street improvements on the
north side of Fairview Avenue and east half of Center Street contiguous to Monta
Vista Park, also parking area in Monta Vista Park, as follows:

Mayor Heialy presented a merit certificate and a cash award to J~mmie Lee Smith,
1628 Spurgeon Street, who was the outstanding driver of the month in the Santa Asa
Safe Driving Campaign.
Councilm~u Gould presented an Ordinance amending Sections B211, 3211.1, 3211.2 and
3211.3 of the Santa Ana Municipal Code regulating al ~-night parking and repealing
other sections. It was moved by Councilmen Gould and seconded by Hubbard, that the

Ordinance be passed to second reading. The Manager read the report of the Police
Record Bureau setting out the statistical report of the crimes involving autos
parked in private areas and public streets since the adoption of the present OrdinanCe
prohibiting all-night parking of cars on the public streets. Councilman Gould read
the proposed Ordinance regulating all-night parking, as amended, and moved that the
Ordinance entitled:
"Ordinance amending Sections 3211, 3211.1, 3211.2 and 3211.3 of
the Santa Aha Municipal Code regulating ali-night parking and
repealing other Sections"
be considered and placed on file for second reading. Councilman Hubbard seconded
the motion. Councilman Markel gave his reasons why he favored the present Ordinance
prohibiting ,]1 -night parking of cars on the public streets.

On motion of Councilman Markel, seconded by Hubbard and carried, the recommendation
of the Planning Commission was approved and the variance of Emma Childers granted to
permit the use of lot at 1506 North Sycamore Street, for a parking area in connection
with adjacent medical building.
On motion of Counci]m~n Gould, seconded by Hubbard and carried, the recommendation
of the Planning Commission was approved and the revised variance of Henry S. and
Jo Inez Hellwegg granted to permit the construction of a one-story, five-unit, one-
bedroom a~artment building, on property at ll30 Orange Avenue, with setbacks as
shown on the plot plan, subject to the conditions of the Commission and the Depart-
ment of Public Works.
Communication was read from the Planning Commission reco,,,ending approval of variance
of Burt and Esther M. Huff to permit the use of property located at the northwest
corner of Grand Avenue and Stafford Street, for construction of a building for a
restaurant, drug store and office for general contractors; subject to conditions of
the Commission and the Department of Public Works. Mr. Huff protested the condition
of the Department of Public Works that there be no access to Grand Avenue. On
motion of Co%l~ctlman Gould, seconded by Hubbard and carried, the recommendation of
the Planning Comm! ~sion was approved and the variance of Burr and Esther M. Huff
granted, subject to conditions that the building be reversed or redesigned so that
the portion of the building 60' from east to west be placed adjacent to the northerly
lot line, that the building be limited to a single-story structure, not to exceed :
5400 square feet; the front area be blacktopped and space provided for at least 35
cars, a 5' wall constructed along the west boundary line up to the front setback
line of Stafford Street, and the additional area of 28' on the south end of the
building be blacktopped fo~ parking, and subject to condition of Department of
Public Works.
Cnmmunication was read from the Planning Commission recnmmending denial of variance
application of G.J.Nardu~ to permit the use of property located at the northwest
corner of Valencia Street and the Freeway Ramp-up, on the parcel north of the existing
alley, to construct a two-story dwelling with eight units, one and two bedrooms each,
with parking for each unit; also, construct a two-stery dwelling, with six units,
one and two bedrooms each, with parking for each unit, on parcel south of the exist-
ing alley. Communication was also read from Mr. Nardulli requesting that the appli.
cation be referred to the Planning Commission in order that a new plot plan may be

Communication was read from the Planning Co~nission recommending denial of variance
application of Ira W. and Helen M. Shives to permit the construction of a duplex on
property at 2148 South Broadway. The applicant spoke in favor of the variance.
On motion of Councilman Hubbard, seconded by Markel and carried, the recommendation
of the Plauning Commission was approved and the variance denied.
Communication was read from G. J. Nardulli requesting postponement of the petition
t;o vacate an alley off of North Valencia Street, north of 17th Street,until June
17th, and on motion of Councilman Markel, seconded by Hall and carried, the communi,
cation was received and filed. It ~as moved by Councilman M~rkel, seconded by :
Hubbard and carried, that action on the matter be postponed until June 17th.
Co~unication was read from the P18nning Commission recommending approval of draft
of proposed amendment to the Municipal Code, Article IX, Plauning and Zoning, by the~
addition thereto, of a new district to be know~ as the "General Agricultural Distrie~'',
and on motion of Councilm-n Markel, seconded by Hubbard and carried, action on the ~
matter was postponed antil the next regular meeting for further study.
It was moved by Counci!~nu Gould, seconded by Markel and carried, that the policy
of the former Council be reaffirmed to grant zoning to newly annexed areas in those
areas to the west and east of the City which will be similar to the zoning in effec~
on such property prior to annexation. ~
Communication was read from the Planning Commission in regard to re-survey of the
area on both sides of South Sycamore Street, between Co~m~ercial Street and Anahurst
Place, for a possible rezoning to P-PK District and approving the recommendation of
the Planning Director that the present zoning of this area, i.e., R-2- two-family
residential - remain as it is, in order to protect the character of the neighborhood
and that each case be considered on its individual merits. On motion of Couneilmau~
Markel, seconded By FAll and carried, the recommendations were approved.
On motion of Councilman Hall, seconded by Hubbard and carried, the communication
frc~ the Planning Commission recommending approval of proposal to annex property
consisting of 71.6 acres, lying along the easterly side of Harbor Boulevard, on bothl
sides of Talbert Avenue, to be known as "Segerstrom Annex No. 3", was received and
filed.
Communi~ation was read from the Planning Department recommending the adoption of
the name "Arnett Drive" to be applied to a frontage road located east of the Santa
Ana Freeway, from the west side of North Main Street and extending in a northwest-
erly direction parallel, more or less, to the Freeway, to Flower Street. On recom-!

On motion of Councilman R~ll, seconded by Hubbard and carried, Tentative Map of

Boulevard and on the south by Delhi Road, and consisting of thirty-eight lets, was
approved, subject to the conditions as set forth by the Department of Public Works
and the exclusion of the dedication of Harbor Boulevard 60' easterly frc~ the
center line.
It was moved by Councilman Hubbard, seconded by Markel and carried, t~at escrow
instructions be approved and signed, without cash consideration, for various
properties to be used for street purposes, from the followin~ persons:

was introduced, considered and placed on file for second reading.
On motion of Counc~lm~u Markel, seconded by Hubbard and carried, proper officials
were authorized to execute lease with American National Red Cross for the rental of
Rooms 102 through ll2, both inclusive, and Rocks llS, ]_16, ll7 and ll8, in the
Community Center Building, for a period of thirty months, beginning on the 1st day of
MaY, 1957 and ending on the 31st day of October, 1959, at a rental of $392.50 per
month.
On motion of Councilman Markel, seconded by Hubbard and carried, proper officials
were authorized to execute lease for County Superintendent of Schools office at
the Community Center for the rental of Rooms 142, 143, 144, 145, 146, 147, 201, 202,
216, 217, 2_18, 219, 220, 225, 226, 227, P~q8, 229, 230, 240, 242, 243, 244, 245, and
the PX Building, beginning on the 1st day of May, 1957 and ending on the 31st day of
October, 1959, at a rental of $1025.00 per month.

Company, stating their intention to develop the north side of Seventeenth Street fro~
Bristol Street westerly to College Avenue and requesting information as to the City's
desires on the width of Seventeenth Street and its policy on improvements. It was

former City Council be reaffirmed on acquiring property where necessary for the
widening of major streets and where subdivision of abutting property is not involved

of territory to the City of Garden Grove "Annexation No. 19", of property located
south of Westminster and west of Garden Grove Annex No. 11, the boundaries of which
are reasonably certain and definite, although it does overlap a portion of the area
in the proposed "South of Smeltzer Annexation" to the City of Santa Ana.
It was moved by Councilman Hubbard, seconded by Hall and carried, that the Cities of
Tustin and Garden Grove be notified that their proposed ~nnexations known as the
"Northwest Annexation" and "Annexation No. 19", respectively, overlap a portion of
the areas proposed to be annexed and legally filed upon by the City of Santa Ana,
and the Clerk be directed to notify the Cities of Santa Ana's objection.
Petitions were presented signed by 24 owners of property requesting that proceedings
be initiated for an assessment district for the construction of pavement, curb and :
gutter, grading appurtenances and appurtenant work where necessary, in the area
described as the north half of Myrtle Street between D~isy Avenue and Artesia Street
all of Pine Street between Daisy Avenue and Artesia Street, and the east half of
Daisy Avenue between First and Myrtle Streets. On motion of Councilman Hall,
seconded by Hubbard and carried, the petitions were referred to the Clerk to contrac~
for the checking of the percentage of the area represented by the petitions.

Councilman Markel orally stated his opinion reference the proposed industrial
development on the southwest corner of Bristol Street and Delhi Road and read an
article in the March issue of Western Cities on zoning. It was moved by Councilman
Markel that the ~mmediate development of the area in question be suspended until such
time as a Master Plan is determined upon by the City of Santa Ana. It was moved by

instruct the Planning Department to take such steps as are necessary to effect an
