HomeMy WebLinkAbout76-046RESOLUTION NO. 76-46 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANTA ANA AMENDING SECTION 3 OF RESOLUTION NO. 58-281 TO ESTABLISH T~E CLASSES OF RISK MANAGERAIqD PERSOIqNEL ASSISTANT WHEREAS, on November 3~ 1958, the City Council passed and adopted Resolution No. 58-281, revising and re-establishing the Basic Compensation Plan for employees of the City of Santa Ama; and WHEREAS, the City Council has from time to time amended this Resolution; and WHEREAS Section 1004, Article X of the City Charter of the City of Santa Aha requires the City Manager to prepare, install and maintain a position classification and pay plan subject to civil service rules and regulations and the approval of the City Council; and WHEREAS, the City of Santa Aha now wishes to establish a consolidated Risk Management Program in order to control and implement the City's risk management and insurance programs and activities; and WHEREAS, it is now desired to add two new classes to the list of class titles contained in said Resolution No. 58-281, as amended, and to allocate salary and wage schedules thereto; and NOW, THEREFORE, BE IT RESOLVED: That Resolution No. 58-281~ as amended, is hereby further amended by adding to Section 3 thereof, in proper alphabetical sequence, the following class titles and salary range numbers as next herein set out: CLASS TITLE SALARY RANGE NO. MALONE CITY OF SAlVfA ANA RISK MANAGER DEFINITION Under direction, administers and coordinates a com~eh'e~s~.~fSk .~a~age~_~ ~gp ....... .EXAI~LES OF DUTIES Plans, organizes and directs the activities of a risk management and loss control program; directs a staff providing risk analysis, risk treatment, loss prevention and control a~d claim settlement services; coordinates claim activities that have potential for litigation; coordinates loss control training and directs safety activities for all levels to avoid or reduce accident exposure; evaluates proposed legislation affecting :he City's risk exposure and monitors developments in'the insurance market to keep ;ity management aware of probable budget impact; develops and provides periodic per- formance reports on risk management activities and loss data on City departments; .dentifies City risk exposures and advises management of potential source of accidental .oss; coordinates in-house management and contract services to determine appropriate risk coverage and loss control techniques to minimize risk costs to the City; receives and reviews contracts~ leases and purchase documents to eliminate or reduce risk exposure to the City through hold harmless clauses~ insurance coverage and other forms of pro- tection from accidental loss; formalizes specifications for the purchase of insurance 'a~d other risk related services; develops and continuously updates a City risk manage- ment policy and procedures manual; maintains liaison with other public agencies~ insurance companies and risk service firms to insure efficient and cost effective operations; performs other related duties as required. .D.I..STINGUISHING FEATURES OF THE CLASS ~his is professional and administrative work in the direction of City-wide self insurance programs. The incumbent serves as staff advisor to various related committees and boards. ..I~...COMMENDED MINI~O3M QUALIFICATIONS Graduation from an adcredited four-year college or university with major course work ~n public administration, financial management, business administration or a related field and considerable progressively responsible management experience including admen- . istrative responsibility for the development of industrial safety and/or risk management programs or any equivalent combination of training and experience which provides the following knowledge, skills and abilities: ' · Extensive know'ledge of: risk management and loss control principles and t , ~hniques, insurance policies, workers' compensation laws and claim settlement procedures. Know- ledge of accounting principles, financial management statistical and financial analysis, specification preparation program, evaluation and City government operation. ALility to: plan, organize and supervise the work of related professional technical clerical staff; conduct risk management analysis, evaluate statistical data aha effectively present facts, conclusions and recommendations; establish and maintain -.effective working'relations with other City employees and business contacts. . Ability to: analyze and evaluate data; prepare comprehensive reports and proposals; analyze procedures and develop recommendations; organize and conduct special studies; express ideas concisely and effectively orally and in writing; establish and maintain effective working relatio~s with other City employees and business contacts.
