RESOLUTION NO. 76- 74
A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF SANTA ANA, CALIFORNIA, EXPRESSING
PREFERENCE FOR ALTERNATIVE SIX OF THE FLOOD
CONTROL PLAN DEVELOPED FOR THE SANTA ANA
RIVER BY THE U.S. ARMY CORPS OF ENGINEERS
WHEREAS, the Santa Ana River and the flood threat
it poses to the residents of the County of Orange have long
been of concern to the elected bodies within the County of
Orange; and
WHEREAS, Congress was petitioned in 1962 by the
Board of Supervisors by the Counties of Orange, Riverside
and San Bernardino to determine the true status of the flood
threat to those Counties from the Santa Ana River; and
WHEREAS, the Army Corps of Engineers was authorized
by Resolution of the Committee on Public Works, House of
Representatives, adopted 8th of May, 1964, to determine the
depth of the problem and recommend a solution; and
WHEREAS, by Resolution No. F74-69, dated August 13,
1974, the Orange County Board of Supervisors expressed pre-
ference for a flood control plan developed for the Santa Ana
River by the Army Corps of Engineers and identified at that
time as "Plan F"; and
WHEREAS, the Army Corps of Engineers has completed
a draft review report dated August 1975 entitled "Review
Report on the Santa Ana River Main Stem and Santiago Creek";
and
WHEREAS, "Plan F" has been changed somewhat and
redesignated as "Alternative Six"; and
WHEREAS, the Corps of Engineers recommends in said
report the approval of a flood protection plan known as
"Alternative Six" which includes: Construction of a new dam
and reservoir at Mentone in San Bernardino County; modification
of Prado Dam, including rebuilding the emergency spillway and
outlet works, raising the dam 30 feet and providing a control-
led discharge of 30 thousand cubic feet per second contem-
poraneous with peak discharges with downtown tributaries;
improvement of Santa Ana River Channel through urban Orange
County for standard project flood protection; and improvement
of lower portion of Santiago Creek for standard project flood
protection; and
WHEREAS, the "All-River Plan", known also as Alternative
Six, recommended by the District Engineer of the Army Corps
of Engineers does meet and is the only alternative acceptable
to all parties; and
WHEREAS, any attempt to implement any other of the
alternatives studied can and will result only in additional
costs and delays; and

WHEREAS, more than one million people in the County
of Orange are faced with the possibility of flood costs ex-
ceeding three billion dollars and unknown number of lives
lost.
NOW, THEREFORE, BE IT RESOLVED, by the City Council
of the City of Santa Ana that among the alternatives included
by the Army Corps of Engineers in the August 1975 Review Report,
Alternative Six is the preference of this City Council by
reason of its:
Providing a level of protection commensurate with the
present and projected level of Orange County economic
development.

Limiting the discharge from Prado Dam to 30 thousand
cubic feet per second contemporaneous with peak
discharges from the downstream watershed tributary
to the Santa Ana River during the occurrence of a
standard project flood, said discharge minimizing the
relocation of homes in Orange, Riverside and San
Bernardino Counties.
BE IT FURTHER RESOLVED, that the Board of Engineers
of Rivers and Harbors, the Army Corps of Engineers, the Office
of Management and Budget and the Congress of the United States
are urged to strongly endorse and expedite the authorization
of the "All-River Plan" known as Alternative Six, recommended
by the Army Corps of Engineers and to take all necessary steps
toward the rapid construction of the protective measures
designed therein.
PASSED AND ADOPTED by the City Council of the City
of Santa Ana at its regular meeting held on the 19th day of
July , 1976.
