Meeting called to order by the Mayor.
Present: Councilmen Royal E. Hubbard, Stanley C. Gould, Jr.,
A.A.Hall, J. Ogden Markel, Dale H. Heinly

Each member of the City Council having received copies of the Minutes
of August 5, 1957, reading of the Minutes was dispensed with and approved
on motion of Councilman Hubbard, seconded by Gould and carried.
Continued Hearing
Proposed Civil Service
Rules and Regulations
This being the d~te set for the continued hearing on the adoption of the proposed
Civil Service Rules and Regulations, Attorney Robert Webb, representing the City
Employees, stated the Personnel Board adopted the Rules presented by the Employees
but omitted the one sentence in Section 2275 which provided for a standard guide.
In fairness to the City and to the employees, this sentence should be included
"such approval shall be given l~less such Department Head or the City Manager
have reasonable cause to believe that outside employment will be in conflict with
the duties of the employee". Mayor Heiuly closed the hearing. It was moved by
Councilman Hall, seconded by Markel and carried, that a new Section to be numbered
Section 2266.1 - Leave, Death in Family, shall~ be included in the Civil Service
Rules and Regulations and shall read as follows: "An employee shall be entitled
to three days leave without loss of pay to arrange and/or attend a funeral for a
member of the employee's immediate family. "Immediate F~nily" as used in this
Section is limited to any relative by blood or marriage who is a member of the
employee's household, and any parent, spouse, child, brother or sister of the
employee, regardless of residence". ~yor Heinly asked the Co~mcil to discuss
and debate the question in section 2275 - Outside Employment. It was moved by
Councilman Gould and seconded by Hubbard, for the purpose of discussion, that
Section 2275 be amended by the addition at the end of sentence as follows:. "sUch

A report was read from the I.ianager and Attorney reference request of Rev. Fero~uson
A. Wilson for permission to conduct open air religious services, using a public
address system on an automobile at various places, parks, shopping centers and alon
streets, several evenings each week and on Saturdays and Sundays between 6:00
9:30 P.M.
On motion of Councilman Markel, seconded by Hubbard and carried~ per-
mission was granted subject to the applicant submitting a written statement to the
~{anager, for his approval, as to definite hours and places when and where the appli
cant wishes to preach.

Communication was read from the Planning Commission recommending denial of variance
application of Merville L. Pence to permit use of existing dwelling on propert~~ at

from Attorney Otto A. Jacobs calling attention to Sections 21264 and 21337 of the
Government Code of California, providing for an allowance to the survivors of re-

On motion of Councilman Hubbard, seconded by Gould and carried, the conm~u%ication
from the Boundary Commission was received and filed advisir~ of preposed annexation
of territory to the City of Fountain Valley "Mile Square Annexation", and that the
boundaries of the proposed annexation are reasonably definite and certain.

Supervisors removing certain territory from the Tustin Lighting District, were

from the Santa Ana Board of Realtors was received and filed advising they will pro-
cess any and all city-owned properties for sale through the Multiple L~stin~ Service
when qualified listing for said sale is given on their approved Multiple Listing
Forms through an active member of the Board, and the sale of properties will carry
the customary 5% commission schedule payable to the Listing Office and/or any co-
operating broker office.

Ana-Tustin Conmmnity Chest was granted for permission to place Red-Feather flags on
the light standards throughout the shopping ~rea, during the campaigm, September

mendation of the City Monager, dated August 12, 1957, setting forth salary step
increases for one employee effective July l, 1957 and for five employees effective

from the State of California Regional Water Pollution Control Board No. 8 was
that
received and filed advising~/the 85th Congress has appropriated $50,000,000 for
additional grants to municipalities and intermunicipal agencies for construction or
remodeling of~ treatment works for the fiscal year 1~57-58 and California's
allotment is $2,053,000.00.

The Manager requested that the 1957-58 Budget be amended by transferring from the
General Fund Il-311-111 to 51-311-612, funds in the sum of $900.00 for rotary files
for the Department of Building Safety and Housing. On motion of Councilman
Hubbard, seconded by Markel and carried, the transfer of ~unds was approved.
