A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF SANTA ANA AMENDING SECTION 3 OF RESOLUTION
NO. 58-281 TO ADD THE NEW CLASS TITLE OF
CRIMINAL ACTIVITIES ANALYST
WHEREAS, on November 3, 1958, the City Council passed
and adopted Resolution No. 58-281, revising and re-establishing
the Basic Compensation Plan for all officers and employees of
the City of Santa Ana; and
WHEREAS, Section 1004, Article X of the City Charter
of the City of Santa Ana requires the City Manager to prepare,
install and maintain a position classification and pay plan sub-
ject to civil service rules and regulations and the approval of
the City Council; and
WHEREAS, the City Collncil has from time to time amended
said Resolution; and
WHEREAS, on August 18, 1975, the City Council approved
Resolution No. 75-110 authorizing the Police Department to submit
an Application for Grant to the Office of Criminal Justice Plan-
ning (hereafter referred to as O.C.J.P.) for fourth year funding
of a project designated Orange County Narcotic Index to be funded
in part from funds made available pursuant to the Crime Control
Act of 1973, PL-93-83, administered by the O.C.J.P. for the
California Council on Criminal Justice; and
WHEREAS, said grant-funded program requires the employ-
ment of a full-time Criminal Activities Analyst on the staff, a
classification not currently included in the City's Classification
and Pay Plan; and
WHEREAS, in order to effectively continue said grant-
funded program, it is now desired to add a new class to the list
of class titles contained in Resolution No. 58-281, as amended,
and to allocate salary and wage schedules thereto.
NOW, THEREFORE, BE IT RESOLVED: That Resolution No.
58-281, as amended, is hereby further amended, by adding to Sec-
tion 3 thereof, in proper alphabetical sequence, the following
class title and salary range number as next herein set out:

CRIMINAL ACTIVITIES ANALYST
DEFINITION
Under direction, performs technical, analytical work in the co~pilation, analysis,
interpretation and evaluation of data relating to crime, law enforcement, probation
or the administration of cr{m~nal Justice.
EXAMPLES 9F DUTIES
Compiles, edits, analyzes, interprets and evaluates data from various sources to dis-
close patterns, trends or evidence of criminal activity; determines credibility, per-
tinence and reliability of information; utilizes sophisticated analytical techniques
such as link analysis, association matrix and charting; organizes diverse criminal
~ntelli§ence information from many sources into a logical, meaningful sequence, prepares
comprehensive, concise reports s--~arizing findings and containing conclusions and
recommendations based on conditions and trends indicated bY the data; provides tactical
and strategic information to law enforcement agencies; develops and perfects procedures
for reporting crimes, arrests, court actions and related information; interfaces with
local, county, state, and federal Jurisdictions in rnmtters per~aining to the collection,
classification, analysis, and reporting of data~ participates in meetings and seminars
to inform local and other law enforcement agencies of activities; assists in maintain-
ing security of confided=iai files; may occasionally testify in court; may assist in
preparation of training manuals; performs related duties .as required.
DISTINGUISHING .FEATURES OF, THE 9LASS,
A person in this class must be able to establish a rapport and effective working
relationship with sworn law enforcement officers. This person must analyze voluminous
data, arrive at valid conclusions and condense this information into summarized reports.
RECOM/~ENDED MINIMUM qUALIfiCATIONS
~-Graduatton from an accredited four-year college or universtty~tth major course work
.n police science, criminal justice, crime research or a related field and one year of
~xperience in law enforcement which includes assignments in compiling and interpreting
~tatistical data, participating in research projects and conducting intelligence
,nalysis o__rany equivalent combination of exRerience and education which provides the
following knowledge, skills and ability. Knowledge of: sources of intelligence
information; techniques of data evaluation and analysis. Ability to: draw sound
conclusions from minimal information; recognize patterns and trends of criminal
activity; prepare comprehensive~ concise reports and communicate effectively orally
and in writing.
