HomeMy WebLinkAbout76-120RESOLUTION NO. 76-120 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANTA ANA AMENDING SECTION 3 OF RESOLUTION NUMBER 58-281, AS AMENDED, ADDING THE NEW CLASS OF MANPOWER ASSISTANT WHEREAS, on November 3, 1958, the City Council passed and adopted Resolution No. 58-281, revising and re-establishing the Basic Compensation Plan for all officers and employees of the City of Santa Ana; and WHEREAS, Section 1004, Article X of the City Charter of the City of Santa Ana requires the City Manager to prepare, install and maintain a position classification and pay plan subject to civil service rules and regulations and the approval of the City Council; and WHEI{EAS, the City Council has from time to time amended said classification and pay plan; and WHEREAS, it is now desired to add a new class not currently included in the City's Classification and Pay Plan and to assign an appropriate salary range to said new class; and NOW, THEREFORE, BE IT RESOLVED: That Resolution No. 58-281, as amended, is hereby further amended by adding to Section 3 thereof, in proper alphabetical sequence, the following class title at the salary range number indicated: CLASS TITLE SALARY RANGE NUF~ER Manpower Assistant 299 BE IT FURTHER RESOLVED: That this amendment shall take effect on September 1, 1976. ADOPTED, this 4th day of October , 1976, by the following vote: AYES: COUNCILB{EN: Ward, Garthe, 0rtiz, NOES: COUNCILMEN: Bricken, Evans ABSENT: COUNCILMEN: None CLERK OF THE COUNCIL Yamamoto, Brandt APPROVED AS TO FORM: CITY ATTORNEY CITY OF SANT.% ANA MANPOWER ASSISTANT DEFINITION Under general supervision, performs increasingly responsible job counseling, placement and recruitment work in the area of Manpower Planning.. EXAMPLES. OF DUTIES Interviews and counsels individuals in evaluating job-related personal characteristics, physical capacities, education and work experience; familiarizes clients with job infor- mation; determines ~ligibility of applicants for participation in Manpower programs; ledules employment interviews; meets with individuals and groups to promote interest t participation in employment programs; contacts local college placement centers con- ming various employment opportunities; identifies recruitment areas and resources seek out disadvantaged and unemployed individuals; develops and conducts recruitment programs; provides assistance and information to individuals to help overcome such employment problems as transportation and child care; prepares reports and interview smmnaries and maintains files; performs related duties, as required. ~ISTINGUISHING FEATURES OF THE CLASS .An employee in this class is responsible for directing recruiting efforts towards socially and economically disadvantaged persons. This employee must be able to establish a rapport with and understand the problems of people of varying age levels, economic strata and cultural histories. ~ECOMMENDED MINIMUM QUALIFICATIONS Completion of 30 units'at an accredited college or university including or supplemented 'by ~ourse work in psychology, human services, social science or other related subjects and one year ~f experience in personnel administration programs related to recruitment and selection or experience as a representative of a come, unity service-oriented activity which provides an awareness of poverty and dependency characteristic of socially and economically disadvantaged n~ighborhoods or any equivalent combination of training, education and experience which provides the following knowledge and abilities: General knowledge of Equal Opportunity and Affirmative Action problems; ability to con- duct vocational and educational counseling in order to gain information concerning personal 'interests and aptitudes; and ability to plan and schedule recruitment and screening programs. ~
