HomeMy WebLinkAbout1957-11-12362 A Special Meeting was held on the call of the Mayor, at 4:30 P.M., November 12, 1957, after service of written notice thereof was delivered personally to Royal Eo Hubbard, Stanley C. Gould Jr., A.A. Hall and J. Ogden Markel, and to the Tustin News, a newspaper, by United States mail posted November 8, 1957, who had demanded notice of Special Meetings. Heinly Councilmen None No Parking or Stopping North Main Street, First to Ninth Streets Council Chamber Santa Ana City Hall November 12, 1957. 4:30 P.M. The Mayor announced the purpose of the meeting was to consider the continuation, recision, change or modification of a prohibition of parking, stopping, or standing on North Main Street from First to Ninth Streets. Communication~romAmalia A. Eastman, Arden Farms Co., S. Thompson McNeal and one ano~,mous, were presented and on motion of Councilman Gould, seconded by Markel and carried, the communications were received and filed. Mr. Thornton, City Manager, presented data accumulated f~ the past two or three years. The latest traffic count on Main Street at Fourth showed that approximately 850 cars per hour travel the street and if parking were removed between First and Ninth Street it would increase the flow of traffic. He said the peak traffic on wee days increases from about 10 A.M. until 6 P.M. and on Fridays and Saturdays about 900 cars per hour travel the street from 8:30 A.M. to 8 P.M. He stated that it is physically and economically prohibitive to widen the street in the area. He would consider having the present Resolution modified b~ allowing commercial vehicles to load or unload on the street before 10 A.M. On motion of Councilman Hall, seconded by Gould and carried, the communication of James M. Anderson, objecting to parking being prohibited in front of Walston & Co., 713 N. Main Street, was received and filed. Mr. Blackburn, Manager of Montgomery Ward Co., acted as spokesman for the comittee, objected to no parkLug and no stopping on Main Street from First to Ninth Streets, f~r the following reasons: It would mean the removal of meters, customers would be unable to park, customer's freight would he difficult to handle, unloading of freight almost an impossibility, Doctor's patients unable to walk any distance would suffer greatly, parents of children attending the theatre would be unable to stop, persons staying at the hotel would have to stop on the side street to unload their luggage, stores and tenants in the buildings would all suffer hardships. He suggested that parking be prohibited during the peak hours or as an alternate establish ons-way streets; that proper signs be installed at the entrances of the City designating the downtown and beach areas; designate truck routes; synchronize traffic signals and enforce double parking regulations to alleviate traffic. James M. Anderson could see no reason to ban traffic between the hours of 7 A.M. and 9 A.M. from Seventh to Ninth Streets and hoped Main Street would be widened from Sixth Street on. Chas. D. Swarmer, representing the uwners of the Santiago Building, felt the tenants of the building would suffer from the parking ban and merchants could not subsist if the plan is adopted. He suggested trying out restricted parking. Mr. Brucker, 409 N. Main Street, stated that the parking meter money should be used by the City to provide parking lots. Also, pointed to the fact that downtown mer- chants in Los Angeles had moved to other locations because of restricted parking. Mr. Walter Ridgway inquired about commercial vehicles making deliveries on the street 363 M~. Irwin, 620 N. Main Street, questioned the accuracy of the data on traffic count. Richard Beem of Roberts Studio, said that right and left turns from Main Street should be prohibited because it delays traffic. Ed Hoffman, operating a paint store at 202 N. Main Street suggested trying alternate before making definite decisions and commented on the loss of business if plan is adopted. Harold Brisner, Manager of 1Vest Coast Theatre, said the 24 hour parking ban would ruin their business. Howard G. Hill, 620 N. Main Street,wan~ed the names of the cities that had no park- lng restrictions in the downto~i areas. He was informed that Beverly.Hills, San Bernardino~ Long Beach and others had the restriction. Pauline Hanson, 209 N. Main Street, speaking for the con~nittee, requested the aban. donment of the Resolution adopted and a survey be made on the peak traffic period. Her personal preference was to have parking prohibited from 4 P.M. to 6 P.M. S. Thompson McNeal challenged the accuracy of the traffic count and objected to the parking and stopping ban. Mrs. Burgess, owner of an Orthopedic Shoe S~ore, 508} N. Main Street, spoke of the handicap for the people they serve if no parking is permitted. She presented a let- ter of Dr. Louis Donatelle, opposing the removal of parking on the street and on man motion of Council/Hall~ seconded by Narkel and carried, the letter was filed. Frank Evans, Manager of Leed's Shoe Stere, favored the elimination of parking and stated that his store had made a traffic count which agreed with the City's count. Mrs. Harmon, operator of Mcm's Cafe, 614 N. Main Street, was opposed to parking being prohibited for 24 hours of the day. The Mayor closed the discussion. Each member of the Council then gave his opinion on the matter. man Council/Gould opposed the prohibition of parking and stopping on Main Street. He said he had seen traffic backed up below Third Street and above Fifth Street and believed that no right turns should be permitted on Fourth Street which congests traffic. He favors municipally owned parking lots for the convenience of shoppers; sychronization of traffic signals and thirty minute parking on meters. said Councilma~ Hubbard spoke in favor of the parking ban and/wh~tle the action is drastic it is necessary to take care of the downtown congestion. He considered modificatior of the regulation to prohibit parking from l0 A.M. to 9 P.M. Councilman Markel also spoke in favor of the issue and stated that the Telephone C~pany~ J. C. Penney Co., and W. T. Grant Co. had made no provision for loading, unloading or parking facilities. Modification of the Resolution to permit parking from 7 A.M. to l0 A.M. would meet his approval. Councilm~n Hall opposed the regulation but felt the merchants must be ConSiderate the problem and is of the same opinion as before; prohibit parking d~ring peak hours between 4 P.M. and 6 P.M. and was not in favor of the 24 hour parking ban. Mayor Heinly expressed his opinion and reminded the merchants about the time paralle parking was .adopted on Fourth Street~ and of the ~ objections voiced that it wou] ruin their businesses. He hoped the widening of N. Main Street can be commenced but said it is impossible to move the buildings or narrow the sidewalks in the area bei~ discussed. The Mayor also stated he would yield to the modification to permit lead- ing in the early morning hours, but was against the City owning parking lots for the convenience of the merchants, who do not provide parking for their customers. It ~as moved by Councilman Gould, seconded by Hall, that the previous Resolution be 364 rescinded, prohibiting parking or stopping on N. Main Street from First to Ninth Streets. Reso. Heinly Nons It was moved ~y Councilman Gould, that the previous Resolution be amended to provide f~r no parking on Main Street between the hours of 10 A.M. and 4 P.M., with the exception of commercial vehicles not to exceed 15 minutes. Motion lost. . It was moved by Councilman Hubbard, secor~ed by Markel, that Resolution No. 57-277 be amended only, in the following: 1. Establish a yellow loading zone on the east side of Main Street between Fourth a~A Fifth Streets as follows: The south 60' of the north 200', 2. Establish one hour parking limit on both sides of Main Street between First and Ninth Streets, both to operate between 7 A.M. and 10 A.M. No stopping between 10A.M. and 9 P.M. between First Street and Ninth Street except on the east side between Fifth Street and Sixth Street. The Council having unanimously waived the reading of the Resolution, on motion of Councilman Hubbard, seconded by Narkel and carried, the following Resolution entitle~: and '~Resolution No. 57-280 prohibiting parking/stopping on portions of Main i Street beginning at First Street through Ninth Street during certain hours, establishing one hour as the maximum parking period and creating a loading zone" was considered and passed by the following vote: Ayes, Councilmen Royal E.
