HomeMy WebLinkAbout77-013RESOLUTION NO. 77-13 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANTA ANA AMENDING RESOLUTION NO. 58-281 TO ADD THE CLASS TITLE OF FIRE PREVENTION AIDE WHEREAS, on November 3, 1958, the City Council passed and adopted Resolution No. 58-281, revising and re-establishing the Basic Compensation Plan for all officers and employees of the City of Santa Aha; and WHEREAS, Section 1004, Article X of the City Charter of the City of Santa Ama requires the City Manager to prepare, install and maintain a position classification and pay plan subject to civil service rules and regulations and the approval of the City Council; and WHEREAS, the City Council has from time to time amended said Resolution; and WHEREAS, on December 20, 1976, the City Council in allocating certain anti- recession funds received under Title II of thm Public Works Employment Act of 1976, authorized the addition of three temporary employees to the Fire Department Prevention Bureau staff in order to strengthen its program of public education; and WHEREAS, the three employees will be used in a special six-month fire safety education project to conduct group presentations and household visits to provide general fire safety instruction, promote installation of fire-warning devices, and advise on family planning for escape routes during fires; and WHEREAS, in order to implement this project, it is now desired to add a new title to the list of class titles listed in the City's Classification and Pay Plan and to allocate salary and wage schedules thereto. NOW, THEREFORE, BE IT RESOLVED: That Section 3 of Resolution No. 58-281, as amended, is hereby further amended by adding, in proper alphabetical sequence, the following class title together with the salary range numbers on the effective dates as next herein set out: SALARY RANGE NUMBER BY EFFECTIVE DATE: CLASS TITLE 1-1-77 1-1-78 4-1-78 Fire Prevention Aide 255 260 265 BE IT FURTHER RESOLVED: That this amendment shall take effect on February i, 1977. ADOPTED, this 25th day of January , 1977, by the following vote: AYES: COUNCILMEN: Yamamoto, Brsndt, Ortiz, Evans, Ward NOES: COUNCILMEN: None ABSENT: COUNCILMEN: Bricken, Garthe ATTEST: CLERK OF THE COUNCIL APPROVED AS TO FORM: CITY ATTORNEY CITY OF SANTA ANA FIRE PREVENTION AIDE DEFINITION IJnder immediate supervision, performs a limited variety of routine, non-hazardous fire prevention work primarily in the areas of public information and education. EXAMPLES OF DUTIES Learns to perform and participates in fire safety surveys and inspections of residen- tial and commerical properties; locates and identifies existing or potential fire safety problems and recommends appropriate .fire prevention/safety measures and devices, including correcting hazardous conditions, planning fire escape routes and promoting installation of fire detection devices; participates in fire safety education programs, including conducting public presentations for groups of owners and tenants of resi- dantial and commercial properties and other groups or individuals having a concern or interest in fire prevention/safety information; prepares routine correspondence and reports and assists in the preparation and distribution of pamphlets, brochures and othe~ public information material; collects, compiles and tabulates information and data; a~ knowledge ~nd abilities are gained through experience, increasingly indepen-. dent action is expected and required in th~ performance of fire prevention assignments, including learning to perform more difficult, technical inspection work involved in the enforcement pf municipal and state fire prevention laws; performs other related duties as required. DISTINGUISHIN~OFEATL~ES OF THE CLASS. This is. limited technical fire prevention work involving primarily the performance.of ~outine fire safety inspections and conducting public presentations of an informational/ educational nature requiring good verbal communications skills. Some positions in this class may require bilingual capability in Spanish and English. ,,RECOMMENDED MINIMUM QUALIFICATIONS Education and experience equivalent to graduatioh from high school and some experience involving public s~eaking, sales or instructional presentations, or similar public contact work offering significant preparation for the performance of the duties of this position, including the following knowledge and abilities: Knowledge of ~pe~ch preparation and public speaking techniques; ability to: acquire rapidly a working knowledge of fire. prevention codes, procedures and devices as they apply to fesidential and general commercial properties; speak clearly and convey infor- mation effectively; understand following written and oral instructions; exercise tact and persuasion in working with individuals or groups; and prepare routine correspon- dence and reports and keep simple records.
