HomeMy WebLinkAbout77-016RESOLUTION NO. 77-16 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANTA ANA AMENDING RESOLUTION NO. 58-281 TO ESTABLISH A NEW ASSIGNMENT PAY DIFFERENTIAL, ADD A NEW TYPIST CLERK CLASS, AND PROVIDE FOR CERTAIN OTHER REVISION TO THE TYPIST CLERK SERIES OF CLASSES. WHEREAS, on November 3, 1958, the City Council passed and adopted Resolution No. 58-281, revising and re-establishing the Basic Compensation Plan for all officers and employees of the City of Santa Aha; and WHEREAS, Section 1004, Article X of the City Charter of the City of Santa Ana requires the City Manager to prepare, install and maintain a position classification and pay plan subject to civil service rules and regulations and the approval of the City Council; and WHEREAS, the City Council has from time to time amended said Resolution; and WHEREAS, a recently concluded in-depth analysis and evaluation of the Police Department Records Section staffing pattern reveals a need to revise the structure of its clerical series and to provide for certain lead supervisory positions in order to maintain the high level of service required to support line units operating under the City's Con,unity Oriented Team Policing Program; and WHEREAS, it is now desired to make several changes in the City's Classification and Compensation Plan, all related to and affecting the Typist Clerk series of classes. NOW, THEREFORE, BE IT RESOLVED: That Section 3 of Resolution No. 58-281, as amended, is hereby further amended by: 1. Adding the following notations to the list of footnotes at the end of Section 3: <f) Effective February 16, 1977, personnel in the class of Typist Clerk II in the Police Department Records Section who are assigned to and performing in a "lead supervisory" capacity over a primary functional unit of clerical employees will be paid an additional forty dollars ($40.00) per month. (z) designates "Terminal Classification". A class so designated will be deleted from the classification plan when vacated by the last remaining incumbent. No appointments may be made to the class once it has been designated as "terminal" by Council action. 2. Changing the class title of Typist Clerk II to Typist Clerk III and adding the parenthetical designation (T) next to the title. 3. Changing the class title of Typist Clerk I to Typist Clerk II. 4. Adding the new class of Typist Clerk I and assigning to it the following "two-year" compensation schedule: Salary Range No. Effective Date 1-1-77 4-1-77 1-1-78 4-1-78 230 232 239 248 BE IT FURTHER RESOLVED: That this amendment shall take effect on February l, 1977. MALON~ APPROVED,~AS TO FORF~/ CITY ATTORNEY CITY OF SANTA ANA TYPIST CLERK I DEFINITION Under immediate supervision, performs general typing and a variety of routine and repetitive general clerical work of limited complexity; and performs other related work as required. EXAMPLES OF DUTIES Types and proofreads correspondence, reports, records, forms, tabulations, and a variety of other material, including statistical and financial data, from plain copy, rough drafts, marginal notes or detailed instructions; sorts and files mate- rial alphabetically, numerically, chronologically, and by other predetermined cate- gories; searches files for specified information; secures, prepares and copies data and other information involving the use of some independent judgment; prepares and maintains mailing and other lists; makes simple postings to various departmental, fiscal, or other records according to standardized procedures; performs simple arithmetical computations in preparing and/or checking extensions on forms, reports or statistical tabulations; serves as a desk clerk or receptionist, furnishing routine factual information in person or by telephone, referring callers to appro- priate person or office, and processing applications, forms or other business matters of a standardized, routine nature; may receive money, issue receipts and maintain simple cash records; may perform duties of a higher level clerical classi- fication in a training or relief capacity; and performs other related duties as required. DISTINGUISHING FEATURES OF THE CLASS This is an entry-level typist clerk class. The use of typing skills is essential to the satisfactory performance of the work of all positions of the class. Employees of this class perform a variety of routine, repetitive clerical work which follows well established methods and procedures and which can be learned through training and experience on the ]ob. Detailed instructions are received at the beginning of work and on subsequent assignments to new and varied types of duties; however as employees achieve proficiency in performing their assignments, they are expected to work with some independence of action on the repetitive aspects of the work. Work is normally reviewed or verified upon completion. RECOMMENDED MINIMUM qUALIFICATIONS Graduation from high school including or supplemented by course work in typing or any combination of training and experience which provides the following abilities, skills and knowledge: ABILITY TO: type at a corrected rate of no less than 40 words per minute from clear copy; follow oral and written instructions; learn assigned clerical tasks quickly, adhere to prescribed routines, and develop skill in,he ope ration of adding, calculating and duplicating machines; write legibly and use correct grammer and spelling; make simple arithmetical computations with speed and accuracy; maintain effective working relationships with the public and other employees. KNOWLEDGE OF: business English, spelling and arithmetic; co,anon office practices and procedures. SKILL in the operation and care of a ~ypewriter. 36 CITY OF SANTA ANA TYPIST CLERK II DEFINITION Under general supervision, performs skilled typing and a wide variety of moderately difficult and complex general clerical work or a more limited variety of difficult and responsible clerical work of a specialized nature; and performs other related work as required. ~MPLES OF DUTIES ] n rough drafts, general instructions, machine transcriptions, or information assembled from , lous sources, types and proofreads correspondence, reports, records, documents and a variety o, other materials frequently involving a high incidence of statistical data and technical terminology and/or requiring independent judgement in determining proper format; may compare routine correspondence; assists public at a counter or by telephone, by furnishing information, explaining and interpreting established policies and procedures or regulations, receiving and resolving or referring complaints, and conducting general transactions such as processing applications, issuing licenses and permits, providing copies of public records, etc.; estab- lishes and maintains filing and indexing systems; prepares and maintains moderately complex operating, fiscal, budgetary, personnel and/or payroll records; sorts, checks, tabulates, and abstracts or summarizes statistical and other data; may prepare payrolls, check and verify bills and receive and account for money; maintains stock levels of stationary supplies and prepares requisitions and purchase orders; operates office equipment such as adding, calcu- lating and duplicating machines and data entry/video display terminals; may be assigned to review work of other clerical employees and assist in training new workers; may perform duties of higher level clerical classifications in a training or relief capacity. DISTINGUISHING FEATURES OF THE CLASS This is a broad, experienced-level Typist Clerk class. The use of typing skills is essential to the satisfactory performance of the work of all positions in this class, although degree of usage and difficulty may differ among positions. Incumbents work without close supervision and within framework of established policies and procedures, are expected to perform varied clerical work of moderate difficulty snd complexity with only occasions1 instruction or assistance. Adequate performance at this level requires a good knowledge of specific laws, regulations, policies and procedures pertaining to area of assignment and the use of initiative and independent Judgement in selecting proper work methods, conducting transactions with public and solving routine problems based on knowledge gained through experience. Work is reviewed through internal controls and observation of results obtained. RECOMI~NDED MINIMUM QUALIFICATIONS Education and experience equivalent to graduation from high school and one year of typing and varied office clerical work or any equivalent combination of training and experience which provides the following abilities, knowledge and skills: AF~.ITY TO: type at a corrected rate of no less than 50 words per minute from clear copy; rapidly and accurately from machine transcriptions; understand and carry out moderately lex oral and written instructions; perform assignments without close supervision; learn, rpret and explain specific regulations, policies and procedures; maintain moderately cc. lex records and prepare reports from such records; use correct gra~r and spelling; make accurate and rapid computations and comparisons; effectively meet the public in situations requiring tact and poise; work harmoniously with other employees. KNOWLEDGE OF modern office practices, procedures, equipment end clerical techniques. SKILL IN the operation and care of modern typewriters and other office equipment. 36
