A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANTA ANA
AMENDING RESOLUTION NO. 58-281 TO ADD THE NEW CLASS TITLE
OF ASSISTANT HOUSING COORDINATOR
WHEREAS, on November 3, 1958, the City Council passed and adopted Resolution No.
58-281, revising and re-establishing the Basic Compensation Plan for all officers and
employees of the City of Santa Aha; and
WHEREAS, Section 1004, Article X of the City Charter of the City of Santa Aha
requires the City Manager to prepare, install and maintain a position classification
and pay plan subject to civil service rules and regulations and the approval of the
City Council; and
WHEREAS, the City Council has from time to time amended said Resolution; and
WHEREAS, in order to reallocate a currently budgeted position in the City's
federally-funded Housing Authority from the class of Administrative Assistant to a
more appropriate lower level class, it will be necessary to establish a new classifica-
tion;
WHEREAS, it is now desired to add a new class to the list of class titles contained
in said Resolution No. 58-281, as amended, and to allocate salary and wage schedules
thereto.
NOW, THEREFORE, BE IT RESOLVED: That Section 3 of Resolution No. 58-281, as amended,
is hereby further amended by adding, in proper alphabetical sequence, the class title
of Assistant Housing Coordinator at the salary range number specified on the designated
effective dates as next herein set out:

BE IT FURTHER RESOLVED: That this amendment shall take effect on April 1, 1977.

DEFINITION
Under general supervision, assists in planning, supervising and coordinating the
City's Housing Authority activities and provides responsible administrative staff
services as assigned.
EXAMPLES OF DUTIES
Confers with administrative superior regarding development, modification and
implementation of operational policies, procedures and priorities for the City's
housing assistance programs; provides day-to-day supervision of assigned phases
of housing authority operation, including administrative services; supervises
maintenance of financial records and prepares reports; assists in the preparation
of annual budgets and the control of expenditures; supervises and participates in
processing, investigating, documenting and resolving complaints from applicants,
tenants and property owners; supervises and participates in orientation briefings
for applicants, property owners and realty groups regarding housing authority poli-
cies, procedures and regulations; prepares or assists with preparation of periodic
and special operational, financial and other reports for administrative superiors,
housing commission and HUD; may assume responsibility for supervision of housing
authority activites in the absence or at the direction of administrative superior;
performs other related administrative, technical and supervisory duties as required.
DISTINGUISHING FEATURES OF THE CLASS
An employee of this class performs responsible administrative and technical work
requiring initiative and mature Judgment in the application of local, state and
federal administrative policies, procedures and regulations pertaining to the
operation of local housing assistance programs. Work involves substantial amount
of public contact and the review, analyzes and interpretation of rules and regula-
tions pertaining to public housing programs, Work also requires preparation of
comprehensive financial, budgetary and operational reports.
RECOMMENDED MINIMUM qUALIFICATIONS
Graduation from a four-year college or university with major coursework in public
administration, political science, business administration or a related field and
one year of administrative staff experience or any equivalent combination of training
and experience which provides the following knowledge, skills and abilities:
K~OWLEDGE OF: principles and practices of public administration; operation, services
and activites of public housing programs; and municipal government organization and
functions.
ABILITY TO: plan, organize, supervise and coordinate administrative activities;
secure and analyze facts, drew logical conclusions, exercise independent judgment,
and make decisions; understand, explain and interpret policies, procedures and
