HomeMy WebLinkAbout77-088RESOLUTION NO. 77-88 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANTA ANA AMENDING RESOLUTION NO. 58-281 TO CHANGE A CLASS TITLE AND ADD NEW CLASS TITLES FOR CERTAIN NEW POSITIONS AUTHORIZED IN THE 1977-78 ANNUAL BUDGET PERTAINING TO PHASE II OF RECREATION AND PARKS REORGANIZATION PLAN WHEREAS, on November 3, 1958, the City Council passed and adopted Resolution No. 58-281, revising and re-establishing the Basic Compensation Plan for all officers and employees of the City of Santa Ana; and WHEREAS, Section 1004, Article X of the City Charter of the City of Santa Ana requires the City Manager to prepare, install and maintain a position classification and pay plan subject to Civil Service Rules and Regulations and the approval of the City Council; and WHEREAS, the City Council has from time to time amended said Resolution; and WHEREAS, the recently adopted Annual Budget for the Recreation and Parks Department includes several new positions for the implementation of Phase II of the department's Reorganization Plan; and WHEREAS, in order to properly allocate certain of these new positions to the City's Classification and Pay Plan, it is necessary to establish three new classifi- cations and assign salary and wage schedules thereto and change the title of an existing class: NOW, THEREFORE BE IT RESOLVED: That Section 3 of Resolution No. 58-281, as amended, is hereby further amended by: Adding, in proper alphabetical sequence, the following class titles at the salary range numbers on the effective dates as next herein set out: CLASS TITLE SALARY RANGE NU~ERS 8-1-77 1-1-78 4-1-78 Horticultural Supervisor 373 380 389 Parks and Trees Superintendent 420 427 436 Zoo Curator 379 386 395 Designating the new class of Parks and Trees Superintendent as Unrepresented Middle-Management by adding the parenthetical designation "(MM)" next to the title. 3. EY, AHP~.~,S OF DUTIES Plans, lays out, assigns and supervises the work of employees engaged in the propaga- tion of plants and trees from cuttings and seeds and by budding and grafting; super- vises soil preparation, tree boxing and belling, and the shifting, potting, planting and care of stock; sets ~ork standards and checks work in progress and upon completion; enforces safety regulations; supervises the purchase of trees, shrubs, plant materials, fertilizers and insecticides; supervises the care and maintenance of all landscaped medians in the City, including work performed by contractors; advises on and super- vises the construction and maintenance of arboretums; develops, organizes, super- vises and participated in an in-service program for the training of entry-level and experienced grounds maintenance personnel and gardeners in proper horticultural and arborieultural methods and techniques including: turf management; shrub and tree planting, care and pruning; plant, pest and disease identification; application of fertilizers, soil additives, insecticides and pesticides; and propagation and trans- planting; prepares training curriculum and materials; prepares training curriculum and materials; arranges for training facilities; maintains records on training program, submits progress reports, and evaluates completed programs; prepares budget estimates and controls expenditures for activities supervised; and performs other related duties as required. DISTINGUISHING FEATURES OF THE CLASS This is responsible technical and supervisory ~ork involving the application of a high degree of knowledge of and skill in horticulture and arboriculture to the operation of s municipal nursery and the development and operation of a continuous in-service training program for parks/tree maintenance personnel. Work also involves supervision of in-house personnel and contractors engaged in care and maintenance of landscape medians. Reports to Parks and Trees Superintendent. RECO~MENDEDMINIMUMQUALIFICATIONS Education and experience equivalent to graduation from a four-year college or university with specislization in horticulture or closely related field and two years' of horti- cultural experience or any combination of training and experience which provides the following knowledge and abilities: Thorough knowledge of the principles, methods and techniques of horticulture.' A good knowledge of: arboriculture; nursery operations; landscape maintenance practices and problems; oceupstional hazards and safety precautions; proper use of tools, equipment and materials; training methods and techniques; and principles and techniques of super- vision, Ability to; plan, organize and supervise the work of others; develop and administer an in-service training program and conduct training courses in horticultural and arboricultrual methods and techniques; prepare reports and budget estimates; and establish and maintain effective working relationships with supervisors, subordinates and the general public. CITY OF ~ANTA ANA PARKS b-ND TREES SUPERINTENDENT DEFINITION Under administrative direction of the Director of Recreation and Parks, plans and admin- isters the City's park, playground, median island and tree maintenance functions and E~YC.~IPLES OF DUTIES Confers with and assists the Director in the formulation and development of programs, projects, general work schedules, and priorities regarding the development, care and /mprovement of parks, playgrounds and median islands and the planting and care of trees on City property; directs the operation of the City nursery; supervises the maintenance of a ~aster plan for and an up-to-date inventory of street trees; supervises the construc- tion of ne~ parks and playgrounds; establishes and enforces, through subordinate super- visors, operating policies, procedures and performance standards; plans, schedules, assigns and directs the %;ork of the division and assigns manpower, equipment and other resources; develops data for and prepares preliminary drafts of bid specifications and agreements for maintenance service contracts; supervises the monitoring of ~ork performed by contractors; selects, develops, supervises and evaluates principal subordinate and directs the selection, placement, training and evaluation of other personnel; directs a continuous in-service training program including instruction in safe ~ork practices; ensures safety regulations are strictly observed and enforced; prepares budget estimates and administers approved budget; requisitions equipment, material and supplies; prepares reports and maintains records. DISTINGUISHING FEATURES OF THE CLASS This ts responsible supervisory and administrative work in planning and directing the activities of two major divisions of the Recreation and Parks Department. The incumbent must exercise considerable independent judgement in developing end carrying out assigned functions and activities and is accountable for the achievement of major program objec- tives. Work is reviewed through conferences, inspections of parks and tree maintenance operations, evaluation of results achieved and reports from the public. RECOMMENDED MINIMUM qUALIFICATIONS Education and training equivalent to graduation from a four-year college or university ~rlth specialization in horticulture, arbor;culture, forestry, park management, landscape architecture or closely related field; five years' progressively responsible park/tree maintenance experience including two years as a supervisor or in an administrative capac- ity with responsibility for the development of programs and the allocation of resources; or any equivalent combination of training and experience ~/~ieh provides the following knowledge and abilities: Thorough knowledge of: the methods, equipment and materials used in the construction and maintenance of landscaped areas and playgrounds and related facilities; the propa- gation, planting and care of grasses, plants, shrubs and trees. Working knowledge of budget preparation and control, purchasing, contract administration and principles and techniques of supervision. Ability to: plan, organize and supervise the ~ork of per- sonnel engaged in park and tree maintenance and development operations; prepare cost estimates; cora~unieate clearly and coneisely orally and in ~riting; sad establish and maintain effective ~orktng relationships with other management personoel, subordinates and the public. CIT~ OF SANTA A~A ZOO CURATOR DEFINITION Under general directio~supervises the operation and maintenance of the municipal zoo and performs responsible technical and professional work involved in the ecquisltion, breeding, exhibition and care of zoo animals. EXAMPLES OF DUTIES Determines food, shelter, care and environmental needs of · wide variety of zoo speci- mens, including ma~mm~ls, birds and reptiles and plans, organizes, supervises and par- ticipates in the activities ~,enich provide for those needs; determines diets, feeding schedules and environmental requirements, including special food requirements and environmental conditions necessar~ for reproduction; supervises food purchasing, pre- paration and feeding activities; supervises the cleaning and disinfecting of living areas of zoo animals and the maintenance of public walks and viewing areas within the zoo complex; in consultation with veterinarians, develops, supervises end participates in programs to control and condition all zoo specimens for public exhibition and main- tain their physical safety and well-being, including controlling and preventing diseases and injuries; sets up and supervises the maintenance of comprehensive records pertain- ing to the keeping and care of animals; advises on and participates in formulation and development of the Master Plan for zoo improvement and the design and modification of exhibits and facilities; develops and implements zoological education programs for the public; prepares budget estimates and controls expenditures; participates in the public relations and fund-raising activities pertaining to the zoo, including the preparation of reports and articles for publication and giving lectures to schools, civic organizations and other community groupa; and performs other related duties as required. DISTINGUISHING FEATURES OF THE CLASS This is a responsible professional and supervisory position requiring the application of specialized knowledge of a technical and scientific nature to the operation and maintenance of a small but expanding municipal zoo. Faulty Judgement could result in the loss or injury to exhibit specimens with a resultant loss of public confidence and support. Supervises technical, maintenance and clerical employees. Work ia evaluated in terms of results obtained and the promotion of increased public support. RECOHHENDED MINIMUM qUALIFICATIONS Graduation from s recognized four-year college or university with specialization in zoology, biology or closely related field and three years' full-time paid professional zoo experience as an assistant curator, curator, assistant zoo director, zoo director, or zoo veterinarian or any combination of training and experience which provides the following knovledge and abilities: Thorough knowledge of: zoology as required to determine food, shelter, care and environ- mental requirements of zoo specimens; scientific information pertaining to their selection and breeding; various diseases affecting zoo specimens and the appropriate methods and techniques for disease prevention and control; working knowledge of zoo management and supervisory principles and practices. Abtlity to: plan, organize and supervise the work of others; prepare budget estimates; prepare technical reports and articles for publication; speak effectively before groups; and deal tactfully and effectively with other employees, special interest groups and the general public. ! CITY OF SAN~A ANA LEISURE SERVICES I~AGER DEFINITION ~der administrative direct/on, promotes and administers the City's recreation program and the operation of the municipal zoo, stadit~n, regional park and related recreational and cultural facilities. EXAMPLES OF DUTIE~ Formulates, develops and implements an integrated, municipal recreation and leisure services program; participates in the development of plans for the improvement of the municipal zoo, athletic stadium, regional park and related public-use facilities; confers with and advises the Director in establishing program goals and objectives, priorities and general work schedules; directs and coordinates the City recreation program and the operation' and maintenance of assigned public-use facilities; establishes and enforces, through subordinate supervisors, operating policies, procedures and per- formance standards; selects, develops, supervises and evaluates principal subordinates and directs the selection, training and evaluation of other personnel; promotes, coordin- ates and schedules use of facilities by general public and commercial clients; negotiates with prospective co-~ereial clients for presentation of professional athletic events and performing arts productions, and private sponsorship of selected recreational and amusement activities; determines and recommends cost recovery fee schedules for use of special facilities; performs research for and prepares rough drafts of bid specifications and contracts; supervises the monitoring of contractor performance to ensure compliance with provisions of agreements and coordinates performance of City's contractural obli- gations; coordinates scheduling of general landscape and facility maintenance services from other City operating un/ts; prepares budget estimates and controls expenditures; prepares comprehensive reports; participates in the public relations activities of the department, including public speaking engagements; performs other related duties as required. DISTINGUISHING FEATURES OF THE CLASS This is a responsible supervisory and administrative work in planning and directing the activities of the Leisure Services Division of the Recreation and Parks Department. The position also involves substantial amount of work of a promotional nature requiring considerable'initiative, ingenuity, persuasiveness and independent judgement to achieve program goals and objecti{es. Work is performed under general direction of the Director of Recreation and Parks and is reviewed through conferences, evaluation of results achieved and reports from the public. RECOMMENDED MINIMUM QUALIFICATIONS Education equivalent to graduation from a four-year college or university with speciali- zation in business or public administration or closely related field; three years' res- ponsible experience in developing customer usage of and managing a comprehensive public recreation or entertainment program; any equivalent combination of training and experience which provides the following knowledge, skills and abilities: KNOWLEDGE OF: Public recreation programs and activities; business management principles. and practices as applied to the preparation of large public-use facilities; client needs and practices in presenting commercial events and programs, including industry standards regarding services supplied to or required of such clients. ABILITY TO: determine long range needs for development, improvement and utilization of public-use facilities; for- mulate and promote plans and organize resources and work to meet those needs; apply highly developed communication skills; coordinate multiple services; supervise the work of others; and establish and maintain productive working relationships with civil organi- zations, special interest groups, commercial clients, City officials and employees and
