A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANTA ANA
AMENDING RESOLUTION NO. 58-281 TO ADD THE NEW CLASS TITLE
OF ACCOUNTANT I AUTHORIZED IN THE 1977-78 ANNUAL BUDGET
AND TO CHANGE THE CLASS TITLE OF ACCOUNTANT TO ACCOUNTANT II
WHEREAS, on November 3, 1958, the City Council passed and adopted Resolution
No. 58-281, revising and re-establishing the Basic Compensation Plan for all officers
and employees of the City of Santa Ana; and
WHEREAS, Section 1004, Article X of the City Charter of the City of Santa Aha
requires the City Manager to prepare, install and maintain a position classification
and pay plan subject to Civil Service Rules and Regulations and the approval of the
City Council; and
WHEREAS, the City Council has from time to time amended said Resolution; and
WHEREAS, it is now desired to add a new class to the list of class titles con-
tained in said Resolution No. 58-281, as amended, and to allocate salary and wage
schedules thereto and to change an existing class title.
NOW, THEREFORE, BE IT RESOLVED: That Section 3 of Resolution No. 58-281, as
amended, is hereby further amended by:
Adding, in proper alphabetical sequence, the following class title
at the salary range numbers on the effective dates as next herein
set out:

BE IT FURTHER RESOLVED: That this amendment shall take effect on August
16, 1977.

Under 1,.mediate supervision, performs a wariety of technical and beginning-level pro-
~-~ fessional accounting duties requiring the application of accounting principles and
practices.
EXAMPLES OF DUTIES
Assists in keeping books of accounts, including control and subsidiary ledgers; may make
periodic audits and investigations, including cash audits, and reconciles their records
· rlth controls maintained in the Finance Department; pre-audits claims requiring investi-
gation b~fore payment; participates in the maintenance of financial and cost records for
a complex operation; assists in maintaining budget appropriation accounts; assists in
the analysis of monthly expenditures and revenues and makes adjustments for discrepancies;
reconciles payroll and fund accounts; assists in the preparations of cash forecasts,
analysis of accounts, bonded debt statements, and other financial reports; may supervise
clerical personnel as assigned; and performs other related duties as required.
DISTINGUISHING FEATURES OF THE CLASS
This is an entry-level professional accounting position requiring the exercise of con-
siderable independent Judgement within established systems and procedures. Work is
assigned in terms of continuing responsibility and is reviewed through periodic audits,
evalustion of records and reports, and conferences with supervisor.
RECOMMENDED MINIMIYM ~UALIFICATIONS
Graduation from an accredited college or university in accounting or business adminis-
tration or economics including or supplemented by courss work in advanced accounting
or any combination of training and education that provides the following knowledge,
skills and abilities:
Knowledge of: office procedures, practices, systems and equipment as applied to finan-
cial operations; accounting principles and procedures and their application to accounting
transactio~s. Ability to: analyze and evaluate accounting problems, maintain effective
working relationships with other employees and the public.
ACCOUNTANT
DEFINITION
Under general supervision, performs Journey-level professional accounting and fiscal
work in the field of governmental accounting.

Designs, installs, maintains and revises general and cost accounting systems; sets
up and Mintains special ledgers and other accounting records; audits and analyzes
weekly end monthly expenditures of City programs and activities and consolidates
into periodic budget status reports; prepares Journal vouchers to reflect intent of
various actions on the books; post-audits all out-going warrants and vouchers to
imsure proper preparation and coding; assists in preparation of annual budget and
· atintenance of budgetary controls; prepares reports for submission to local, state,
and federal government; prepares special reports on cost surveys, revenue analyses,
accounting systems and techniques; may supervise the work of subordinate professional
and clerical accounting employees; and performs othex related work as required.
DISTINGUISHING .FF..ATU~S OF THE CLASS
The work of the class involves the full range of professional accounting functions
requiring the exercise of independent Judgement in the application of accounting
theory, principles and practices to the solution of difficult or complex accounting
problems, day-to-day decisions regarding the proper treatment of financial trans-
actions, and the development, installation and revision of procedures within assigned
areas of responsibility. Work is evaluated through the review of statements,
reports and periodic audits.
RECOMMENDED MINIMUM 9UALIFICATIONS
Graduation from a four-year college or university with a major in accounting or
in business administration or economics if includes or is supplemented by 12 semester
units of accounting; plus two years progressively responsible professional accounting
experience; or any combination of training and experience which provides the
following knowledge, skills and abilities:
CONSIDERABLE KltOWLEDGE OF: accounting theory, principles, practices; cost accounting;
municipal accounting and purchasing, tax and zevenues etc.; applicable laws,
regulations, procedures and processes governing the receipt and expenditure of
municipal monies. Some knowledge of m~chine data processing systems.
ABILITY TO: apply professional accounting principles, knowledge and skills to
the maintenance of · complex set of fiscal and accounting records; prepare complete
and accurate reports; write regular and special reports; perform detail work
involving written or numeric data and to make arithmetic calculations rapidly and
accurately; establish and maintain effective working relationships with other
