HomeMy WebLinkAbout77-098RESOLUTION NO. 77- 98 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANTA ANAAMENDING RESOLUTION NO. 58-281 TO ADD THE NEW CLASS TITLE OF REHABILITATION PLANNING SPECIALIST AUTHORIZED IN THE 1977-78 ANNUAL BUDGET WHEREAS, on November 3, 1958, the City Council passed and adopted Resolution No. 58-281, revising and re-establishing the Basic Compensation Plan for all officers and employees of the City of Santa Ana; and WHEREAS, Section 1004, Article X of the City Charter of the City of Santa Ana requires the City Manager to prepare, install and maintain a position classification and pay plan subject to Civil Service Rules and Regulations and the approval of the City Council; and WHEREAS, the City Council has from time to time amended said Resolution; and WHEREAS, it is now desired to add a new class to the list of class titles contained in said Resolution No. 58-281, as amended, and to allocate salary and wage schedules thereto. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Santa Ana: 1. That Section 3 of Resolution No. 58-281, as amended, is hereby further amended by adding, in proper alphabetical sequence, the following class title at the salary range numbers on the effective dates as next herein set out: Class Title Salary Range Numbers 9-1-77 1-1-78 4-1-78 Rehabilitation Planning Specialist 372 379 390 2. That this Resolution shall be operative from and after September 1, 1977. 23rd August ADOPTED, this day of , 1977, by the following vote: AYES: COUNCILMEN: Brandt, Garthe, Bricken, Ortiz, Yamamoto, Ward NOES: COUNC I LMEN: None ABSENT: COUNCILMEN: Evans MAYOR ATTEST: ?LOR~NCE L J~ALONE APPROVED AS TO FORM: - CITY OF SANTA ANA DEFINITION REHABILITATION PLANNING SPECIALIST Under direction, performs responsible technical and specialized liaison work in the development and implementstion of commercial rehabilitation projects. EXAMPLES OF DUTIES Confers with Agency management on the development and implementation of general and specific commercial rehabilitation programs and projects; conducts studies and surveys and prepares reports pertaining to land use, traffic, parking and other urban planning problems and elements of Agency planning; plans, organizes and conducts a program of informing property o%eners of com~ercial rehabilitation programs and securing their participation; serves as principal liaison between participants, redevelopment agency, governmental regulatory agencies and architectural consultants; advises and assists participants in assessing rehabilitation needs and developing and implementing improve- ment plans; makes initial preliminary cost analyses of individual improvement projects developed; provides financial counseling services to participants, including determining their eligibility for various types of financing and assisting them to secure loans or grants; coordinates project improvement planning and implementation activities with various governmental regulatory agencies; ensures individual projects are in conformance with requirements of local, state and federal laws governing urban redevelopment~rehabil- itation activities; participates in the overall public relations and information activities of the Redevelopment Agency; and performs other related duties as required. DISTINGUISHING FEATURES OF THE CLASS The work of this class involves responsible technical liaison duties in the application of a considerable amount of specialized knowledge of urban planning principles and practices, construction valuation and property improvement financing techniques in carrying out specific property rehabilitation projects and requires frequent exercise of independent, seasoned Judgement in making recommendations of a technical nature. RECOMMENDED MINIMUM QUALIFICATIONS Education and experience equivalent to graduation from a four-year college or university with a degree in business or public administration, economics, planning, psychology or related fields and three years' experience in planning, developing and implementing of a major redevelopment activity, preferably co~ercial rehabilitation programs involving responsibility for securing corm~ercial loans or grants through public entities such as H.U.D.; or any combination of training and experience which provides the following know- ledge, skills and abilities: Knowledge of: principles, practices, economics and legal requirements involved in publicly-assisted redevelopment and property rehabilitation programs and activities; local redevelopment agency organization, procedures and processes; urban planning principles and practices; zoning and building regulations; construction costs; various techniques of public and private financing as applied to redevelopment and property rehabilitation projects. Ability to: perform independent research on a variety of urban planning subjects related to redevelopment/rehabilitation programs~ write effectively and prepare concise reports of a technical and evaluative nature; read, interpret and evaluate construction plans and specifications; prepare construction cost estimates; determine most feasible property rehabilitation treatment in relation to available financing and provide financial counseling services; and establish effective working relationships with property owners,public officials, architects, contractors and the general public. 35
