RESOLUTION NO. 77-108
A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF SANTA ANA RECOMMENDING CERTAIN ACTIONS ON
ASSEMBLY BILL 1852 RELATING TO NUCLEAR POWER
PLANTS
WHEREAS, the State Energy Resources Conservation
and Development Commission has found that the need exists for
additional energy in Southern California; and
WHEREAS, State legislation enacted during the 1975-76
session requires that the State Energy Resources Conservation and
Development Commission make specified findings regarding nuclear
fuel reprocessing and waste management before any project may
be licensed; and
WHEREAS, the President of the United States has called
for the use of nuclear power to provide a share of the nation's
energy production, but because of concern of the risk of the
proliferation of nuclear weapons, has also announced that the
Federal Government will defer indefinitely the commercial repro-
cessing of nuclear fuel, thereby preventing the State Energy
Resources Conservation and Development Commission from making said
findings; and
WHEREAS, the inability to make such findings because
of said change in federal policy will make licensing of needed
power plants impossible without amendment of the law.
NOW, THEREFORE, BE IT RESOLVED by the City Council of
the City of Santa Aha:
That the City of Santa Ana urges the Legislature and
the Governor of California to i~ediately take all action made
necessary by changes in federal policy and amend existing law,
specifically California Public Resources Code, Sections 25524.1
and 25524.2, that now impede or prevent the timely licensing of
essential power projects.
That the City of Santa Ana would support the enactment
of Assembly Bill 1852 if it were amended to produce the above
result.
That the City of Santa Ana urges other Southern Cali-
fornia cities and local agencies who will be provided electric
power from any project to enact similar resolutions urging reform
of the State laws.
That upon adoption of this Resolution by the City Coun-
cil of the City of Santa Ana, the Clerk of the Council is directed
to forward a copy of this Resolution to the office of the Gover-
nor of the State of California.
