Present: Councilmen Absent: Councilmen Royal E. Hubbard, St-.-]ey C. Gould, Jr., A.A.H~!!, J. Ogden Markel, Dale W. Heialy None The Pledge of Allegiance was given. Invocation was given by Reverend Robert Bos of the First Presbyterian Church. Each member of the City Council having received copies of the Minutes of March 3, 1958, reading of the Minutes was dispensed with and approved on motion of Councilman Gould, seconded by Hall and carried. Improvements on Delhi Roadand other streets (Assessment District No. 197) Bid acceptance Paving McClay Street from Delhi Road to 730 feet north of Delhi Road - Project No.C-25 On recommendation of the M~n~ger and on motion of Counci!ma~ Gould, seconded by and carried, action was continued antil the next regular meeting on award of contract for the improvements on Delhi Road and other streets, in Assessment District No. 197. A tabulation of bids was presented by the M-n-ger for the paving of McClay Street frc~ Delhi Road to 730 feet north of Delhi Road, Project No. C-25, as follows: Griffith Company Sully-Miller Contracting Co. This being the date set for hearing and no protests having been received, amendment No. 247 initiated by the Planning C~m.,t ssion was considered to reclassify property consisting of approximately twenty acres situated at the southwest corner of Tustin Avenue and 17th Street from the R-1 District to C-1-PK District. On motion of Counc~!:man Hubbard, seconded by Markel and carried, the following Ordinance entitled: "Ordi~nce amending Article IX of the Santa Ana M~nicipal Code creating changes in district boundaries, and amending Sheet No. 70 of the Districting Map to show the reclassification" was introduced, considered and placed on file for second reading. Hearing "Main and Newport N.E. Annex" This being the date set for hearing on annexation to the City of certain uninhabite( territory designated "Main and Newport N.E. Annex" - Ordinance values. Attorney Delbert Larsh, on behalf of Mr. Horace J. Stevens, pretested the proposed annexation as it would result in a tax increase of $10.32 per acre on the 77 acres and no benefits would be derived. He stated that Mr. Stevens would with- draw his protest if the City would assure his client of a sewer line for the area. Mr. O'Neil stated they had developed their own water supply and had a septic tank which was still satisfactory amd w~re mot lmterested in City services. ~s~vor Hetnly closed the hearing. On motion of Couactlman Gould, seconded by Hall and carried, the matter was continued until April 21, 1958. On motion of Councilmmn Hubbard, seconded by Gould and carried, the recommendation of the Planning Cnn,nission was approved and the variance of George A. and Pearl A. Cruzen granted to construct one single-family unit, with two bedrooms, with a single (12' x 22' ) attached garage on front part of lot situated at 2-127 South Cypress Avenue, in an R-2 District; a single-family, twe-bedroom dwelling exists on center part of the lot, which is 71.9' x 169.96', subject to conditions of the Department of Public Works. Conmmmication was again read from the PlAnning C~m~ ssion recommending approval of variance application of Wise Service Welding to permit the erection of a ~O' x 150' craneway on property situated at 2516 Cypress Avenue, for the handling, storing and fabricating of structural steel, in a C-2-PK District. A letter was presented from Attorney John D. Cochran, on behalf of Rudy Gallegos, owner of the adjacent property to the north of property owned by George Wise, stating Mr. Gallegos has no objection to the granting of the variance. Request On motion of Councilm~ Gould, seconded by Hubbard and carried, the communication Van S. Pomeroy (Income Centers) from Van S. and Kathryn E. Pom~roy was received and filed offering to release access rights granted Income Centers, Inc., to First and Walnut Streets over portions of Lot 55 in Tract 2752, which will not meet the requirements of the proposed con- struction of a Douglas Oil Company service station at First and Walnut Streets, and request from Income Centers to provide and grant other access rights. A petition was presented signed by property owners to provide for street improvement on Sixth Street from Hawley Street westerly to its westerly terminus as sho~m on a map of Tract No. 633, and on the west half of Hawley Street between the north line of Fifth Street and the north line of said Tract No. 633, to be constructed under the provisions of the Improvement Act of 191.l. On motion of Councilman Gould, seconded by Hubbard and carried, the petition was referred to the Clerk for checkiz the percentage of valid signatures with the records of the County Assessor's Office. E. Fowler & Sons for permission to remove sand and dirt from City property in the Santa Aha River, south of C~rden Grove Boulevard, at a price of $0.10 per cubic yard, and for a period of one year. On recommendation of the Manager and on motion of Councilman Gould, seconded by Hubbard and carried, the application of Carlos Gutierrez for a Special License to preach on the northwest corner of Adams and Halladay Streets, beginning Sunday, April 6, 1958, for the su~r period, every Sunday from 2:00 P.M. to 5:00 P.M., and to use an amplifier or loud speaker controlled from an automobile, was denied on the grounds that investigation by the Administrative staff indicated it would interfere with the Church services and the residents in the area. Mr. Hal Davis, 1007 South Bristol Street, requested limited parking be established and stated that employees in the area park their cars from 8:00 A.M. until after 5:00 P.M. regardless of the fact that free parking has been offered to them at a nearby service station.
