March 3, 1958, reading of the Minutes was dispensed with and approved on
motion of Councilman Gould, seconded by Hall and carried.

values. Attorney Delbert Larsh, on behalf of Mr. Horace J. Stevens, pretested the
proposed annexation as it would result in a tax increase of $10.32 per acre on the
77 acres and no benefits would be derived. He stated that Mr. Stevens would with-
draw his protest if the City would assure his client of a sewer line for the area.
Mr. O'Neil stated they had developed their own water supply and had a septic tank
which was still satisfactory amd w~re mot lmterested in City services. ~s~vor
Hetnly closed the hearing. On motion of Couactlman Gould, seconded by Hall and
carried, the matter was continued until April 21, 1958.

are a public nuisance: Directing the Director of Public Works to post
notices to destroy said weeds as required by law; fixing the time for
hearing objections and protests, and directing the abatement thereof in

fabricating of structural steel, in a C-2-PK District. A letter was presented from
Attorney John D. Cochran, on behalf of Rudy Gallegos, owner of the adjacent property

On motion of Councilman Hubbard, seconded by Gould and carried, the plans and
specifications were approved for street improvements on Delhi Road from Plain to
Flower Streets, Project No. 103.
A petition was presented signed by property owners to provide for street improvement
on Sixth Street from Hawley Street westerly to its westerly terminus as sho~m on a
map of Tract No. 633, and on the west half of Hawley Street between the north line
of Fifth Street and the north line of said Tract No. 633, to be constructed under
the provisions of the Improvement Act of 191.l. On motion of Councilman Gould,
seconded by Hubbard and carried, the petition was referred to the Clerk for checkiz
the percentage of valid signatures with the records of the County Assessor's Office.

On recommendation of the Manager and on motion of Councilman Hall, seconded by
Hubbard and carried, proper officials were authorized to execute Permit dated April
17, 1958, with A. E. Fowler & Sons for permission to remove sand and dirt from City
property in the Santa Aha River, south of C~rden Grove Boulevard, at a price of
$0.10 per cubic yard, and for a period of one year.
On recommendation of the Manager and on motion of Councilman Gould, seconded by
Hubbard and carried, the application of Carlos Gutierrez for a Special License to
preach on the northwest corner of Adams and Halladay Streets, beginning Sunday,
April 6, 1958, for the su~r period, every Sunday from 2:00 P.M. to 5:00 P.M.,
and to use an amplifier or loud speaker controlled from an automobile, was denied
on the grounds that investigation by the Administrative staff indicated it would
interfere with the Church services and the residents in the area.

Markel, that the request of eight property owners and tenants for a one-half hour
parking limit on both sides of South Bristol Street between Cubbon Street and
Fairview Avenue, be denied.

and stated that employees in the area park their cars from 8:00 A.M. until after
5:00 P.M. regardless of the fact that free parking has been offered to them at a
nearby service station. The Council having unanimously waived the reading of the
Resolution, on motion of Councilman. Gould, seconded by Hall and carried, the follow-

The Manager reported that traffic signals have been installed at the intersectio~ /
of Washington and Bristol Street and recommended the transfer of the crossimg guard
to the intersection of Baker and Washington, and on motion of Councilm~n Hubbard,
seconded by Markel and carried, the recommendation to transfer the crossing guar~l
.w. as approved.
On motion of Councilman Gould, seconded by Hubbard and carried, action was continued
until April 7, 1958 on report from the Department of Public Works reference letter
of C & S ~m~d Company regarding the proposed construction of an earth fill in the
location of Delhi Road running east from Harbor Boulevard.
On motion of Councilman Hubbard, seconded by E1 and carried, Councilman STmnley C.
Gould, Jr., was granted permission to leave the State from March 25th to April
6, 1958. ~
On motion of Councllm~ Hubbard, seconded by Markel and carried, proper officials
were authorized to execute agreement dated March 17, 1958, with the State of
California, Department of Public Works, Division of Highways, for joint financing
of traffic signal installation at Broadway Place, Delhi Road and Main Street, State
Route VII-0ra-184-A, SA.
On r~commendation of the Manager and on motion of CounciLman Hubbard, seconded by
Hal~ and carried, the new Job classification for Motor Grader Operator and revised
Job specifications for Equipment Operator were approved.

On motion of Councilman Hubbard, seconded by Hall and carried, the Purchasing Agent
was authorized to advertise for bids for the furnishing of lO,000 lineal feet of
12 inch cast iron cement lined water pipe with rubber gasket joint, per Specificatic
No. k81-11; bids to be opened April 7, 1958.
It was moved by Councilman Gould, seconded by Markel and carried, that the Council
go on record commending the members of the De Molay and their Counsellors, on their
Civic Day Program and for their interest and enthusiasm as City Officials of the
day.
On motion of Councilman Hubbard, seconded by Markel and carried, proper officials
w~re authorized to execute agreement with the State of California Department of
Employment for the use of the south portion of the City-owned parking area on the
southwest corner of Eighth and Flower Streets, under certain conditions.
On motion of Councilman Hubbard, seconded by GOuld and carried, the City Council
adjourned.
