A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF SANTA ANA HONORING DR. HORACE W.
LEECING, AND EXPRESSING THE APPRECIATION
OF THE CITY OF SANTA ANA UPON HIS RETIREMENT.
WHEREAS, Dr. Horace W. Leecing was born in Ames, Iowa,
and has been in family practice for more than 50 years in Santa
Aha, and;
WHEREAS, Dr. Leecing's education was acquired at Grinnell
College, Grinnell, Iowa, the College of Osteopathic Physicians
and Surgeons, Los Angeles, and the California College of Medicine
which is now the University of California at Irvine; and
WHEREAS, he is a member of the American Medical Association,
the California Medical Association, and the Orange County Medical
Society, and;
WHEREAS, Dr. Leecing has served as President of the
Santa Ana 20-30 Club and the Santa Ana Rotary Club, and;
WHEREAS, he began his practice when there were only 120
doctors in Orange County compared to the current 2,000, and;
WHEREAS, during the depression of the 1930's the possible
foreclosure of the old Santa Ana Community Hospital was averted
by the generosity of Mr. James Irvine who was a patient of Dr.
Leecing's at that time, and;
WHEREAS, he has served as the Chairman of the Staff
of Santa Ana-Tustin Community Hospital and has seen that facility
grow from 42 beds to today's modern 300 bed medical center, and;
WHEREAS, for years he made house calls for $3.00 and
on many occasions his bills were traded out with beans, walnuts,
eggs or oranges, and;
WHEREAS, many of these former ranchers, their children
and grandchildren are still Dr. Leecing's patients today, and;
WHEREAS, it is with profound satisfaction and gratifi-
cation that Dr. Horace W. Leecing has seen the growth of medicine
in Santa Aha evolve from a fearful hospital admission as a last
resort, to the present sense of hope and security for renewed
and improved health,
NOW, THEREFORE, BE IT RESOLVED, that the City Council
of the City of Santa Ana expresses for the City, and the citizens
of the City, their complete respect, appreciation, and thanks to
Dr. Horace W. Leecing for his more than fifty years of service
to the people of Santa Anao
