RESOLUTION NO. 77- 138
A P. ESOLUTION OF THE CITY COUNCIL OF THE
CITY OF SANTA ANA URGING INCREASED EDA
FUNDING
WHEREAS, the greatest concentration of unemployed and
underemployed persons in the United States is'in the nation's
cities; and
WHEREAS, the disproportionate city costs of providing
support services to these unemployed and underemployed persons
severely restricts local activity in the economic improvement
initiatives which would strike at the core of their problems;
and
WHEREAS, President Carter has repeatedly stressed the
essential role of the private sector in local economic recovery
and his desire to implement an Urban Policy which would maxi-
mize private sector investment in the nation's cities; and
WHEREAS, the Economic Development Administration of the
Department of Commerce has demonstrated its ability to co-
operate with local governments in devising and executing local
economic development programs which leverage private sector
investment; and
WHEREAS, great potential exists for major local economic
development through maximum funding of EDA programs such as
Title I, Section 204 loans and Title IX,
NOW, THEREFORE, BE IT RESOLVED that the City of Santa Ana
urges the President to request, and the Congress to appropriate
for fiscal year 1979, funding of these programs at least three
times what it is in Fiscal Year 1978.
