RESOLUTION NO. 77-140
A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF SANTA ANA OPPOSING THE PRACTICE OF ABORTION
WHEREAS; the supreme human right is the 'Right to Life,'
and
WHEREAS; the Declaration of Independence states, "We hold
these truths to be self-evident, that all men are created equal,
that they are endowed by their Creator with certain inalienable
rights and among these are, life, liberty and the pursuit of
happiness," and
WHEREAS~ this nation was founded by those who believed
in human rights and the right to happiness, and thus created
an instrument in the Declaration of Independence, to insure
those rights, and
WHEREAS; the United States Supreme Court only held that
unborn human beings are "non-persons" and DID NOT HOLD that
they are not "human beings," and further the phrase "unborn
children" finds support in the Civil Code whereunder an unborn
child can obtain court ordered child support, therefore this
Council believes that unborn children are human beings and
have the God given right to life, and
WHEREAS; the City Council of the City of Santa Ana be-
lieves that the ruling of the Supreme Court of 1973, that pro-
hibiting abortion during the first trimester of pregnancy was
unconstitutional deprivation of the right of privacy of the
mother, as well as rulings of the Supreme Court of the State
of California, failed to consider adequately that unborn children
are human beings and have the right to life, liberty and the
pursuit of happiness, and
WHEREAS, the City Council of the City of Santa Ana feel
an obligation to support human rights for all human beings
and principally for those human beings unable to speak for
themselves,
NOW THEREFORE BE IT RESOLVED by the City Council of
the City of Santa Ana that abortion should be prohibited in
the State of California and elsewhere in the United States,
and APPEAL to all operators of abortion clinics, all medical
and hospital personnel performing or assisting in abortion
operations, or otherwise aiding or abetting such practices,
all newspapers advertising abortion, all governmental bodies
authorizing, subsidizing or otherwise promoting abortion and
to any and all persons aiding in any way the destruction of
unborn human beings, to permit these unborn children to live
and to cease and desist from activities that may deprive such
children of their right to life.
BE IT FURTHER RESOLVED, that the Clerk of the Council
of the City of Santa Ana is hereby authorized and directed
to send a copy of this resolution to the President of the United
States, to each United States Senator from California, to
each Member of the House of Representatives from Orange County,
to the Presiding Justice and members of the United States Supreme
Court, to the Governor of the State of California, to each
State Assemblyman and Senator from Orange County, to the presiding
Justice and members of the State of California Supreme Court,
and to each City Council in the County of Orange, and to members
of the Orange County Board of Supervisors, appealing to all
these persons and bodies to take respective action to stop
the practice of destruction of human beings.
