RESOLUTION NO. 78-44
A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF SANTA ANA APPROVING THE APPLICATION
FOR FUNDING OF THE FOURTH YEAR HOUSING AND
COMMUNITY DEVELOPMENT BLOCK GRANT PROGRAM
FOR THE CITY OF SANTA ANA AND THE THIRD YEAR
PROGRAM PERFORMANCE REPORT: AUTHORIZING AND
DIRECTING THE CITY MANAGER TO TAKE ALL
NECESSARY STEPS TO FILE SAID APPLICATION AND
PERFORMANCE REPORT; AND DESIGNATING THE CITY
MANAGER AS THE AUTHORIZED REPRESENTATIVE OF
THE CITY OF SANTA ANA TO ACT IN CONNECTION
WITH THE AFORESAID APPLICATION AND PERFORMANCE
REPORT, AND TO PROVIDE SUCH ADDITIONAL INFORMA-
TION AS MAY BE REQUIRED BY THE UNITED STATES
DEPARTMENT OF HOUSING AND URBAN DEVELOPMENT.
WHEREAS, the City of Santa Ana received approval of
its First Year Housing and Community Development Program from
the United States Government Department of Housing and Urban
Development ("HUD") and has received six hundred eighty-nine
thousand dollars ($689,000.00) under Title I of the Housing
and Community Development Act of 1974, for the program year
beginning June 12, 1975 and ending June 30, 1976; and
WHEREAS, the City of Santa Ana received approval of
its Second Year Housing and Community Development Block Grant
Program from HUD and has received one million five hundred
twenty-nine thousand dollars ($1,529,000.00) under Title I of
the Housing and Community Development Act of 1974, for the
program year beginning July 1, 1976 and ending June 30, 1977;
and
WHEREAS, the City of Santa Ana received approval of
its Third Year Housing and Community Development Block Grant
Program from HUD and has received two million five hundred
seventy-two thousand dollars ($2,572,000.00) under Title I of
the Housing and Community Development Act of 1974 for the
program year beginning July 1, 1977 and ending June 30, 1978;
and
WHEREAS, th8 Community Development Management Team
of the City of Santa Ana held a series of four (4) public
meetings throughout the City of Santa Ana in 1977 in accordance
with a written citizen participation plan to provide citizens
with adequate information concerning the amount of funds avail-
able for proposed housing and community development activities
in the Fourth Year Housing and Community Development Block
Grant Program; and
WHEREAS, the Planning Commission and the Human Re-
lations Commission of the City of Santa Ana held the first
mandatory public hearing on January 23, 1978 after due notice,
providing citizens an opportunity to articulate their needs,
to make comments on proposed program activities, and to offer
alternate suggestions on possible programs for the Fourth Year
Housing and Community Development Block Grant Program in ac-
cordance with applicable federal law regulations, which
hearing was continued until January 31, 1978, at which time
the Redevelopment Commission of the City of Santa Ana also
participated in the hearing process; and

WHEREAS, the City Council of the City of Santa Aha
held the final of the two (2) mandatory public hearings on
the proposed Fourth Year Housing and Community Development
Block Grant Application on February 6, 1978 after due notice,
approved said application and sent said application to the
clearinghouses and to the Southern California Association
of Governments ("SCAG") for the requisite A-95 review; and
WHEREAS, The Third Year Program Performance Report
was prepared and sent to the clearinghouses and the Los
Angeles Area HUD office on March 17, 1978; and
WHEREAS, the City of Santa Ana now wishes to approve
the Fourth Year Housing and Community Development Block Grant
Application and the Third Year Program Performance Report,
copies of which are on file in the office of the Clerk of the
council, and to authorize and direct the City Manager to take
all necessary steps to file these documents with HUD.
NOW, THEREFORE BE IT RESOLVED BY THE CITY COUNCIL
OF THE CITY OF SANTA ANA:
1. The City Council hereby approves and adopts the
Fourth Year Housing and Community Development Block Grant
Program for the period commencing July 1, 1978 and ending
June 30, 1979, and the Third Year Program Performance Report.
2. The City Manager of the City of Santa Aha is
hereby authorized and directed to take all necessary steps to
file the Third Year Program Performance Report and the Fourth
Year Housing and Community Development Block Grant Program
and Application for Federal Assistance with HUD in conform-
ance with the provisions of Title I of the Housing and Com-
munity Development Act of 1977 Public Law 95-128, 42 U.S.C.
5301 et seq. and all regulations pursuant thereto.
3. The City Manager is hereby designated as the
authorized representative of the City of Santa Ana to act in
connection with the aforesaid Application and Performance
Report, and to provide such additional information as may be
required by HUD.
