A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF SANTA ANA PROCLAIMING THE CITY OF SANTA ANA
TO BE A "FOUR-WAY TEST" CITY AND AUTHORIZING
THE ROTARY CLUB OF SANTA ANA NORTH TO ADVERTISE
AND PROMOTE THE FACT
WHEREAS, the members of the Rotary Club of Santa Ana North
have presented the "FOUR-WAY TEST" as an appropriate standard to
govern the actions of cities and in particular the City of Santa
Ana; and
WHEREAS, the City Council of the City of Santa Ana has con-
sidered the "FOUR-WAY TEST", to wit: "FIRST IS IT THE TRUTH?
SECOND, IS IT FAIR TO ALL CONCERNED? THIRD, WILL IT BUILD GOOD
WILL AND BETTER FRIENDSHIPS? FOURTH, WILL IT BE BENEFICIAL TO
ALL CONCERNED?"; and
WHEREAS, in the words of Sir Angus Mitchell, Past President
of Rotary International, the "FOUR-WAY TEST" will help individuals
in building mutual respect.and understanding for each other; and
WHEREAS, the City Council of the City of Santa Ana after
due consideration finds that the "FOUR-WAY TEST" is a good
standard by which to guide their determination for action on
matters which come before them in City business;
NOW, THEREFORE, BE IT RESOLVED by the City Council of the
City of Santa Ana, that the City is hereby declared a "FOUR-WAY
TEST" City and that the "FOUR-WAY TEST" to wit: "FIRST, IS IT
THE TRUTH? SECOND, IS IT FAIR TO ALL CONCERNED? THIRD, WILL
IT BUILD GOOD WILL AND BETTER FRIENDSHIPS? FOURTH, WILL IT BE
BENEFICIAL TO ALL CONCERNED?" is hereby established for action
upon matters which come before the City of Santa Ana and the
City Council for action and determination;

hereby authorized to advertise and promote the fact
City of Santa Ana has adopted the "FOUR-WAY TEST".
ADOPTED this 17th day of April , 1978, by the
following vote:
