The Mayor announced this is the time and place for hearing protests or objections
against the t~rovement of sixth Street and Hawley Street as described in Resolu-
tion of Intention No. 58-175 and asked the Clerk if she wes in possession of the
affidavit of publication, affidavit of posting and affidavit of mailing. The Clerk
stated she had the affidavits and on motion of Councilman Hubbard, seconded by Gould
and carried, the affidavits were received and filed. The Mayor asked the Clerk if
she had received any written protests or objections against the doing of the pro-
posed work. The Clerk said that no written protests had been received. The Mayor
asked if anyone in the audience wished to protest and none being heard, on motion
of Councilman Hubbard, seomnded by Gould and carrisd, the hearing was closed.
The Council having unanimously waived the reading of the Resolution, on motion of
Councilman Gould, seconded by Hubbard and carried, the following Resolution entitled:
"Resolution No, 58-199 of the City Council of the City of Santa Aha ordering
work to be done on Sixth Street and Hawley Street, in accordance with Reso-
lution of Intention No. 58-175"

of the Planning C~mission ~as approved a~ the Variance Application No. lO15 of
MacDougall & Smith Funeral Chapel granted to use rear portion of property on the
south side of East First Street, approximately 240 feet west of Lyon Street~ in
C-2 and R-1 Districts, to provide additional off-street parking space for mortuary

On motion of Councilman Hubbard, seconded by Hall and carried, the reconmmendation
of the Planning Commission was approved ar~ the Variance Application No. lO17 of
Hugh M. Neighbour, Jr.~ granted to construct one duplex of approximately 1800 sq.
feet~ with garage, on each of the three lots situated in the 2300 block on the east
side of North Bristol Street north of Santa Clara Avenue, in an R-1 District, sub-
ject to conditions.

of the Planning Commission was approved and the Variance Application No. 1022 of

Real Estate and Insurance Broher, wibh three or four operators and with adequate

On motion of Councilman Gou~d, seconded by Hubbard and carried~ the Variance
Application No. lO21 of Russell R. Hendrickson, M.D., submitted without reco,w, enda-
tion by the Planning Com~iesion, was denied to use existing dwelling on property
located on the southwest corner of Bristol Street and St. Andrew Place, in an R-1
District, for doctor's office with 3900 square feet of parking to be provided.

A letter signed by Curtis S. Burrow, chairman of a Citizen's Cmmittee for Effi-
cient Fire Service with petition att~ed, were presented, requesting that six pro-
posed amendments to the Charter of the City of Santa Aha be submitted to the
electors based on the survey of other California cities and on motion of Council-
man Hubbard, seconded by Gould and carried, the letter and petition were received
and filed. Mr. Burrow as spokesman for the con~nittee answered the questions of
the Mayor and Councilmen and stated that Messrs. Cornecl, Watts, Jerome, John
and Attorney Nelson were members of the committee. Statements made by the Meyor
and Counc~lm~n Hubbard, Hall and Gould were to the effect that: Firemen salaries
are based on surveys from other cities, some firemen in higher brackets receive
less salary than those in lower classifications, objections were voiced relative
to the method of petitioning, the question was raised as to whether the effect of
proposed amendments was to take the control away from the City Council~ there is
no justification for singling out a special department without consideration for
all other departments of the City$ no justification for the comparison with the
cities listed in the petition, and if there are inequities in firemen's salaries
they should be discussed with the Department Head and he in turn to present the
matter to the Manager. It was moved by Counci~mau Gould and seconded by Hubbard,
that the petition be denied and. not he placed on the ballot. The motion
~m~nded by Councilman Hall, seconded by Hubbard and carried, that the Manager be
~tructed to check into the matter of inequities of firemen's salaries. The
motion carried.
On motion of Councilman Hubbard, seconded by Gould and carried, the Purchasing
Agent was authorized to advertise for bids to be opened September 2, 1958, to fur-

On motion of Councilman Huobard~ seconded by Gould and carried, the plams and speci~
fications were approved and the Purchasing Agent authorized to advertise for bidm ~
to be opened September 15., 1958, for the construction of sanitary sewer on English
Street from 5th to 15th Streets, Project No. 23.

On motien of Councilman Hubbard~ seconded by Gould and carried~ the plans and speci-
fications .were approved for the paving of Standard Avenue from Delhi Road to Mc-
Fadden Street, Project No. lll.
A petition was presented signed by approximately 80 persons requesting the Council
to rescind its action in granting the Weber Baking Company permission to erect a
large billboard along the Santa Ana Freewav and to revise the present Ordinance or
adopt a new Ordinance controlling billboards and signs. On motion of Councilman.
Hubbard~ seconded by Gould and carried, the petition was received and filed.
Messrs. Gates Burrows and Chas. D. Swarmer objected to the size of the sign to be
erected and felt that all billboards should be prohibited along Freeways. It was
also mentioned that the State Highway Department refuses to landscape or maintain
not
landscaping along freeway sections where cities do/have adequate billboard control.
Mrs. Weston Walker asked how far the Weber Baking Cc~pany sign would be located from
the Freeway add requested the present Ordinance he revised to control billboards.
It was moved by Councilman Gould~ seconded by Hubbard and carried~ that the matter
be referred to the City Attorney to rewrite the Freeway sections of the Ordinance,
tighten up and take out the loop holes. On motion of Councilman Nubbard~ seconded
by Gould and carried~ the additional petitions with 32 names attached, were received
and filed.
On motion of Councilman Nubbard~ seconded by Gould and carried~ proper officials
were authorized to execute an agreement with the State of California Department of
Finance, dated August 18, 1958~ providing for the preparation of a population esti-
mate as of November l, 1~58.
On motion of Councilman Hubbard, seconded by Gould and carried~ the request of the
Manager for a new. classification of Resident Engineer, was approved.

expenseI of $518.40 in developing Tract No. 3293 wherein the sewer laterals had to
be extended from one foot inside the curb to inside the property line and request-

DA-O4-376-NG-251, dated January 1, 1955, and amended January 7, 1957, with the
Department of the Army, National Guard Bureau, California Air National Guard, he
further amended to authorize the use of space at the Community Center on West 8th
Street, adjacent to the blacktopped area ~ediately west of the existing fenced
parking lot for parking of trucks and Srailers, in consideration of the lessee
fencing said area with a fence similar to the fence heretofore installed on the
ta~ and that no temporary structures or tents he erected.

were authorized to renew the lease with Allison Honer Ccmpany for one year from
September 30, 1958, at the increased rental of $152.00, of the property at the rear
of the City Hall for parking facilities.
On motion of Councilman Hubbard, seconded by Hall and carried, proper officials
were authorized to execute a lease with the County of Orange, dated August 18, 1958,
for use of the loung$,committee room and kitchen in the Ccmmunity Center Clubhouse
by the Veteran's of World War I, Barracks 148 of Orange County, for one year c~-
mencing the 25th day of August, 1958, at the rental of $25.00 per month.
