RESOLUTION NO. 78-100
A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF SANTA ANA COMMENDING THE CITY MANAGERv
BRUCE C. SPRAGG, FOR SERVICES RENDERED TO THE
CITY OF SANTA ANA
WHEREAS, Bruce C. Spragg entered the service of
the City of Santa Ana as the city's first assistant city
manager, on July 18, 1966; and
WHEREAS, thereafter, Bruce C. Spragg was appointed
acting city manager on June 16, 1972 and city manager on
September 1, 1972; and
WHEREAS, during his tenure as city manager, Bruce
C. Spragg:
Assisted in the development of a crime
abatement program for the city which
achieved the greatest decrease in major
crimes among California cities and the
second such decrease among cities nation-
ally in 1976;
Provided the fiscal leadership to achieve
the largest decrease in the city's tax
rate in ten years in fiscal year 1977-78;
3. Served as the city's chief labor negotia-
tor in the years between 1972 and 1978;
Assisted in the development of and pro-
vided leadership for the city's first
paramedic program;

Assisted in the development of and provided
leadership for the city's first redevelop-
ment program, which has provided significant
growth opportunities for the city's future;

Provided the leadership to form a consortium
of Orange County cities for the "Man in
Washington" program, thereby enabling the
City of Santa Ana to secure millions of dol-
lars of federal program assistance;
7. Assisted in the'development of the city's
first fire protection master plan;

Assisted in the development of the first
county urban regional park in Orange County,
which is to be constructed hereafter;
Supervised and assisted in the development
of the city's housing authority, and its
operation;

Supervised and assisted in the creation of
the city's community development program,
thereby ensuring that the physical develop-
ment and improvement of the city would con-
tinue;

Supervised and assisted in developing a fire
prevention program for the city that re-
sulted in the receipt of two coveted national
awards by the city; and
WHEREAS, Bruce C. Spragg's many contributions
to the City of Santa Ana have materially helped the city
to become a city of opportunity, and a community of involved
citizens, that has become a leader on local, state, and
national levels because of its public safety programs, fis-
cal policies, commitment to human relations and human de-
velopment, and cultural activities; and
WHEREAS, Bruce C. Spragg has left the service
of the city in order to enter private business, effective
August 4, 1978.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL
OF THE CITY OF SANTA ANA:
That Bruce C. Spragg is hereby lauded, commended
and extolled by this council for the many accomplishments
of his tenure as city manager of the City of Santa Ana,
and for thereby providing all public administrators who
are dedicated to improving their cities with the example
of his successes.

1978 by the following vote:
