HomeMy WebLinkAbout78-125REL:ms 9/13/78 RESOLUTION NO. 78-125 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANTA ANA OPPOSING THE PROPOSED AMENDMENT OF THE ORANGE COUNTY GENERAL PLAN TO DESIGNATE THAT PORTION OF SANTIAGO CREEK WITHIN THE CITY OF SANTA ANA FOR USE AS EQUESTRIAN, BICYCLE, OR HIKING TRAILS WHEREAS, the Orange County Environmental Management Agency is now considering a proposed amendment to the Master Plan of Riding and Hiking Trails, a component of the Recreation Element of the General Plan of Orange County; and WHEREAS, the said amendment proposes to include that portion of Santiago Creek within the City of Santa Aha in the system of equestrian, bicycle, and/or hiking trails proposed for Orange County; and WHEREAS, the County of Orange has requested the review and comment of the City of Santa Ana upon the said proposed amendment; and WHEREAS, the Board of Recreation and Parks of the City of Santa Ana has held public hearings to receive the comments of the residents of the City of Santa Ana concerning the said proposed amendment, and based thereon, has unanimously concluded that the portion of Santiago Creek within the City of Santa Ana from the Santa Ana Freeway to the Santa Ana River should not be included within the Orange County Master Plan of Riding and Hiking Trails for equestrian, bicycle, or hiking trail purposes, and that the environmental impact report prepared for the said amendment was inadequate; and WHEREAS, this Council, at its meeting of December 19, 1977 unanimously declared the environmental impact report prepared for the said proposed amendment to be inadequate in its discussion of the adverse environmental impacts which may affect residents of the City of Santa Aha living adjacent to Santiago Creek, and in its discussion of mitigation measures and alternatives relating thereto; and WHEREAS, the Board of Supervisors of Orange County now plans to hold a public hearing in the month of October, 1978 to review the said proposed amendment to determine whether to approve the same; NOW, THEREFORE, BE IT RESOLVED, BY THE CITY COUNCIL OF THE CITY OF SANTA ANA as follows: 1. That this Council hereby declares its opposition to equestrian trails in any part of Santiago Creek located within the City of Santa Ana, and to bicycle or hiking trails in that portion of Santiago Creek between the Santa Ana Freeway and the Santa Ana River in the City of Santa A~a. 2. That the City of Santa Ana, by Resolution No. 74-37 of this Council, dated March 11, 1974, has approved Memory Lane as a bicycle route connecting bicycle trails in Santiago Creek east of the Santa Ana Freeway with bicycle trails in the Santa Ana River. That this Council recommends to the Orange County Environmental Management Agency and the Board of Supervisors of Orange County that the proposed amendment to the Master Plan of Riding and Hiking Trails he revised to exclude that portion of Santiago Creek located between the Santa Ana Freeway and the Santa Ana River in the City of Santa Aha from any planned use for equestrian, bicycle, or hiking trail purposes.
