A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF SANTA ANA EXPRESSING ITS CONCERN
THAT HOUSING & COMMUNITY DEVELOPMENT ACT
(HCDA) FUNDS ALLOCATED TO AND DECLINED BY
CERTAIN ORANGE COUNTY CITIES BE RE-ALLOCATED
TO ORANGE COUNTY CONSORTIUM CITIES.
WHEREAS,

WHEREAS,
NOW,
the Housing & Community Development Act of 1974 (HCDA)
was enacted by Congress for the purpose of combatting
the problems of urban blight and decay; and,
the Orange County Consortium Cities consist of five
large, centrally located cities in the Orange County,
California Standard Metropolitan Statistical Areas with
a combined population of over 665,000; and,
the Orange County Consortium Cities have a proven track
record of developing and implementing very successful
Housing and Community Development programs within their
communities; and,
it has come to the attention of this Council that certain
other cities in Orange County, California have declined
the funds available to them under the Housing and Com-
munity Development Act.
THEREFORE, BE IT RESOLVED by the City Council of the City
of Santa Ana, as follows:
That the HCDA funds allocated by HUD to Orange
County cities is money allocated for the purpose of
combatting urban blight within cities, and that
when and to the extent that such funds are declined
by cities, said funds should be re-allocated by HUD
for use within other cities in Orange County; and
That the Orange County Consortium Cities are large,
centrally located cities that are facing the major
urban blight problems within the County, and said
Consortium Cities have successful HCD programs that
warrant further financial assistance from HUD; and,
That funds declined by other Orange County cities
would best serve the purposes of the HCDA if they
were re-allocated to or among the Consortium Cities
for any eligible HCDA projects or activities; and,
That by this resolution, and by whatever other
means are available, these concerns be vigorously
and promptly communicated to the federal legislative
representatives of this city and to the federal
administrators who are responsible for implementing
the Housing and Community Development Block Grant
program.
