HomeMy WebLinkAbout78-148RESOLUTION NO. 78-148 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANTA ANA AMENDING RESOLUTION NO. 58-281 TO CHANGE THE CLASS TITLE AND SALARY RANGE OF THE EXISTING CLASS OF RISK MANAGER WHEREAS, on November 3, 1958, the City Council passed and adopted Resolution No. 58-281, revising and re-establishing the Basic Compensation Plan for all officers and employees of the City of Santa Aha; and WHEREAS, Section 1004, Article X of the City Charter of the City of Santa Aha requires the City Manager to prepare, install and maintain a position classification and pay plan subject to Civil Service Rules and Regulations and the approval of the City Council; and WHEREAS, the City Council has from time to time amended said Resolution; and WHEREAS, in order to more accurately reflect the recent revisions to the duties and responsibilities assigned to the single-position class of Risk Manager, it is now desired to change the title and salary level assigned to the class. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Santa Ana: That Section 3 of Resolution No. 58-281, as amended, is hereby further amended by changing the existing class title of Risk Manager to Workers' Compensation and Insurance Analyst and changing the currently assigned salary range from No. 426 ($1668-$2027) to No. 405 ($1506-$1830). ADOPTED, this 18th day of ___~, 1978, by the following vote: AYES: COUNCILMEN: Ward, Garthe, NOES: COUNCILMEN: Yamamoto ABSENT: COUNCILMEN: Brandt Bricken, Ortiz, Evans I~YOR ATTEST: CLE OF c0 cI f/ APPROVED AS TO FORM: ~ITY ATTORNEY WORKERS" COMPENSATION AND INSURANCE ANALYST D~FINITION Under direction, administers and coordinates the City's workers' compensation and other self-funded or insured idemnification programs, including employee group benefits plans and property/casualty coverages for municipal properties. ...~LES OF DUTIES Administers and coordinates the City's self-funded workers' compensation and employee group medical programs and monitors and coordinates t~ae insured group plans which provide employee medical, dental, life and long-term disability benefits and services; performs independent studies, analyses and evaluations and prepares technical reports related tO the funding, operation and cost effectiveness ~ such programs; investigates and compiles data on each work incurred injury/illness to City employees'; interviews and counsels injured employees; coordinates and expedites claims review and medical treat- ment activities and, when applicable, the development and dmplementation of individualized modified duty assignments for injured employees; develops ahd maintains comprehensive injury/accident record and reporting system, including establishing and maintaining case history files and systems for collecting, analyzing and evaluating the cause, severity, frequency and cost of injuries; prepares and conducts supervisory training programs regarding injury treatment, investigation and reporting policies and procedures; coordinates activities with City Manager and City Attorney Offices, claims administrators and those responsible for occupational safety and loss prevention/control activities; monitors and expedites claim service and settlement activities; investigates and resolves service and claims handling/settlement complaints and problems; reviews and evaluates existing or proposed benefit structures, services and cost factors and makes recommen- dations regarding adequacy and cost effectiveness of coverages; and performs other related duties as required. - DISTINGUISHING FEATURES OFTHE CLASS The work of this class involves the performance of responsible administrative and techni- cal work at the experienced, full-performance level requiring the exercise of considerable initiative and Judgement and the application of specialized knowledge and skills. Work also involves considerable amount of personal interaction with others requiring above average degree of tact, responsiveness and discretion and communication skills. Reports to Director of Personnel. RgCOMM~NDED MINIMUM qUALIFICATIONS Experience and education equivalent to three year~' progressively responsible experience in the development, analysis and evaluation, and/or administration of employee group indemmification, industrial safety, workers' compensation, loss prevention/control, or:~ similar programs and two yearst of college level education OR any equivalent combination training and experience which provides the following knowledge, skills and abilities: Working knowledge of the purpose of and the laws, policies and procedures governing worker compensation. Good knowledge of: principles and practices of casualty and employee group benefit insurance; policies and procedures involved in claims processing and settlement; basic research and statistical techniques, methods and procedures. Ability to: collect, analyze and evaluate data and effectively present verbal and written presentations of facts, conclusions and recommendations, establish and maintain cooperative working relatio ships w~th staff and other people; and initiate, plan and complete work assignments with minimumdirection and control.
