A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
SANTA ANA REQUESTING THE COMMENCEMENT OF PRO-
CEEDINGS FOR THE ANNEXATION OF CERTAIN UNINHABITED
TERRITORY DESIGNATED AS "SANTA CLARA AVENUE AND
CONCORD AVENUE SOUTHEAST ANNEXATION" TO THE CITY
OF SANTA ANA AND DIRECTING THE CLERK OF THE COUNCIL
TO FILE A CERTIFIED COPY HEREOF WITH THE ORANGE
COUNTY LOCAL AGENCY FORMATION COMMISSION
WHEREAS, it is the desire of the City of Santa Ana to annex into
its boundaries certain uninhabited property constituting an unincorporated
island, which is delineated on the map attached hereto and designated as
"Exhibit A", and described in "Exhibit B" also attached hereto, pursuant
to the provisions of Part 2 of Division 2 of Title 4 of the California
Government Code; and
WHEREAS, it has been determined by the Orange County Local Agency
Formation Commission that the subject area is within the Sphere of Influence
of the City of Santa Ana; and
WHEREAS, the City Council has determined that the proposed annexa-
tion is categorically exempt from the CEQA requirements for environmental
impact review; and
WHEREAS, it is the desire of the City of Santa Ana to extend the
full range of municipal services to these unincorporated islands; and
WHEREAS, it has been determined that the City of Santa Ana is
currently providing and has in the past provided a variety of municipal
services to the proposed annexation:
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of
Santa Aha:
That the City of Santa Ana requests the commencement of annexa-
tion proceedings regarding said uninhabited territory in accord-
ance with the Municipal Organization Act of 1977, Part 2 of
Division 2 of Title 4 of the California Government Code,
governing unincorporated island annexation.
That the proposed annexation be made pursuant to Sections 35013
and 35150 (f) of the Municipal Organization Act of 1977.
That the following factors have been considered and findings
made thereon:
The subject territory contains one single family dwelling
with no other physical improvements.
The subject territory is presently zoned Single Family
Residential by the County of Orange and would be prezoned
as such by the City of Santa Ana to maintain consistency
with adjacent sites and the General Plan.
The subject territory receives water service from the
City of Santa Ana; public safety services are provided
through mutual aid agreements. Complete municipal services
are available upon annexation.
The subject territory contains curb and gutters but no
other public improvements.

That the City Council finds and petitions the Local Agency
Formation Commission to determine, pursuant to Section
35150 (f) of the Municipal Organization Act of 1977, and
based in part on the factors enumerated in paragraph 3
herein, that the proposed area:

Does not exceed 100 acres in area;
Constitutes the entire island;
Is substantially surrounded by the City of Santa Ana;
Is substantially developed;
Is not prime agricultural land; and
Is receiving benefits from the City of Santa Ana.
That the Local Agency Formation Commission is hereby petitioned
to conduct required hearings on the subject hereof, and there-
after to authorize the Board of Supervisors of Orange County
to order the annexation without an election of the subject
territory.
That the subject area is a developed area of 4.78 acres con-
sisting of one single family structure and surrounding agricul-
tural land. The area is completely surrounded by the incorporated
limits of the City of Santa Ana.

That the justification for the proposed change of organization
is to provide full municipal services to a developed County
island area, thereby increasing the quality, economy and
efficiency of such service to the area.
That the Clerk of the Council is hereby directed to file a
certified copy of this resolution with the Executive Officer
of the Local Agency Formation Commission.

All that Certain territory situated in the County of Or~qge, State of
California, m+ore particularly described as follows:
Beginning at a point in the existing boundary of the_C!ty of Santa Aha,
said point being the most Easterly Northeast corner)f the "Santa Glara
and Wright S.E. Annex."
Thence along the existing boundary line of said City of sant~Ana in a
generally Westerly and NOrtherly, Easterly, and Southerly direction as
established by the said "Santa Clara and Wright S.E. Annex", by the "Santa
Clara and Wright N.E. Annex", and by the "Fairhaven and Cambridge Southeast
Annex", through the following courses:
West 412.5+ feet
North 528+-feet

To the Point of Beginning
