On motion of Councilman Gould, seconded by Hubbard and carried, the matter of the award for the furnishing of 1000 water meters, Specification 665-6, was postponed until December 15, 1958, for further analysis. The Mayor asked if any written bids had been received for the sale of the Santa Ana City Dump site located adjacent to the westerly bank of the Santa Aha River and approximately between Edinger Street and Smeltzer Avenue extended, consisting of approximately fourteen acres, and the Clerk stated she had received two bids. On motion of Councilman Gould, seconded by Hubbard and carried, the C£erk was author- ized to open the bids. The Clerk read the bid of Warren W. Jaycox, 918 E. Vermont, Anaheim, and Kenneth C. Price, 2457 North Park Boulevard, Santa Aha, in the amount of $30,000.00 and ~ashier's check for 10~ of the bid in the sum of $3,000.00; also dba Young' s Turkey Ranch, Inc. bid of George L. Young_/ 12471 Bolsa Avenue, Santa Aha, in the amount of $22,160.00 and Cashier's check for 10~ of the bid in the sum of $2,216.00. George L. Young orally raised his bid to $30,750.00 and deposited cash in the amount of $859.00. The Mayor declared the bid of George L. Young, in the st~ of $30,750.00 to be the highest and best bid. On motion of Councilman Gould, seconded by Markel and car- ried, the oral bid of George L. Young, in the sum of $30,750.00 was accepted, sub- Ject to the filing of his written bid and the filing of a 10~ deposit to guarantee the bid; and the check of the unsuccessful bidder ordered returned. This being the date set for hearing ordering certain modifications of the work to be done in Assessment District No. 198 proceedings for the improvement of Myrtle, Pine and Daisy Streets; no protests were received. Heinly None None This being the date set for hearing protests to establish setback lines along the east side of Cedar Street, beginning at a point 415 feet north of the center line of St. Andrew Place and continuing north 1OO feet, 60 feet from the center line of Cedar Street measured at right angles, Hubert C. Barker, P.O. 642, Costa Mesa, stated he and Leonard Earl, 10866 Silver Drive, Santa Aha, purchased the property with the existing setback and if the new setback line is established they will be unable to develop the property as planned. Ed N~l stated the property was zoned for R-3 without restrictions in November 1957 and is opposed to the proposed set- back as it would place a hardship upon the property owners. Ben Sherwood, 1907 South Cedar Street, stated numerous property owners protested the rezoning at the time the property was owned by Ed Hall, and was in favor of the proposed setback line. Heariug declared closed. On motion of Connef~m~ Markel, seconded by Gould and carried, action was deferred until Deceml~er 15, 1958. On motion of Councilman Hubbard, seconded by Gould and carried, Map of Tract No. ~355 filed by Fairview Homes, a Partnership, for the dedication of Center Street, Elder Avenue, Jan Way, Wilshire Avenue, Shelley Street, Wood Street, Townsend Street and Raitt Street, also Lot "A" for drainage purposes, all vehicular access rights on Raitt Street are dedicated to the City, and bond in the amount of $94,000.00 were approved, license tax in the sum of $4150.00 accepted and agreement covering improvements was ordered signed. On motion of Councilman Gould, seconded by Hubbard and carried, Preliminary Record of Survey Map filed by Audra Friend on property located on the east side of West- wood Avenue, approximately llO feet north of Eighth Street, was approved subject to conditions. On motion of Conne~lm~ Gould, seconded by Hubbard and carried, Tentative Map of Tract No. 2719 filed by Erwin Eisenbraun on property located on the south side of Sixth Street with a frontage of 440 feet, beginning at a point 165 feet east of Eastside Avenue and extending southerly to a depth of 570 feet, consisting of 27 lots (5.4 acres) was approved subject to conditions. On motion of Councilman Gould, seconded by Hall and carried, Tentative Map of Tract W.F. Croddy, subdivider, for No. 27~ filed by_/Kenneth Price on property consisting of 263 lots, bounded on the north by Fairview Avenue (McFadden Avenm~) on the south by a line ~pproximately 52B feet north of the center line of Edinger Street, bounded on the east by Sullivan Street and on the w~st by Fair~iew Street, was approved subject to conditions and the applicant to be advised of the conditions. On motion of Councilman Hall, seconded by Hubbard and carried, the recom~aendation of the Planning Commission was approved and Variance Application No. 1045 of Harry and Laura H. SJobeck was granted to permit construction of a one-story, two bedroom · duplex, consisting of 925 square feet each side, on the front portion of property situated at lO14 Cypress Avenue, in R-2 District, and removing existing garage to provide three new carports, and subject to conditions. On motion of Counc~lm~n Hubbard, seconded by Hall and carried, the recommendation of the Plaunin~ Commission was approved and Variance Application No. 1051 of Z. A. Overbach and M. On motion of Counct~m,~ F~Abbard, seconded by Gould and ear, led, the claim for damages of the State of California, Department of Public Works, Division of High- ways, in the appro~tm-te sum of $400.00, reference to 8" water main blowing up at the Santa Aha Freeway and Lincoln 0/P, causing dirt and debris to be washed onto the highway and into pump wells, was referred to the City Manager for appropriate action.
