RESOLUTION NO. 79-63
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
THE CITY OF SANTA ANA SUPPORTING HR 2505, A BILL
TO ESTABLISH A NEW FEDERAL JUDICIAL DISTRICT IN
THE STATE OF CALIFORNIA, COMPRISING THE COUNTIES
OF ORANGE, RIVERSIDE AND SAN BERNARDINO, TO BE
KNOWN AS THE SOUTHWESTERN DISTRICT
WHEREAS, this Council has long supported efforts to
establish a new federal judicial district to comprise the
counties of Orange, Riverside and San Bernardino, all of
which are currently in the 7-county Central District of
California; and
WHEREAS, as presently constituted, said Central Dis-
trict of California requires that litigants and attorneys in
said Counties of Orange, Riverside and San Bernardino must
travel long distances under adverse conditions on congested
freeways in order to make use of the courts of said Central
District, all to their disadvantage in terms of the public
convenience, safety, and necessity; and
WHEREAS, this Council has heretofore studied the case
load of said Central District and determined (1) that it is
substantially greater, per judge, than in other districts
within the United States, and (2) more than enough thereof
is generated by residents of the Counties of Orange, River-
side and San Bernardino to justify the establishment of a
new federal judicial district in said three counties;
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF
THE CITY OF SANTA ANA, AS FOLLOWS:
1. That this Council hereby supports HR 2505, a bill
to establish a new federal judicial district in the State of
California, comprising the Counties of Orange, Riverside and
San Bernardino, and to be known as the Southwestern District.
Further, this Council urges on the Congress of the United
States passage of said bill as being in the public interest
of the residents of said Counties of Orange, Riverside, and
San Bernardino, as well as the four other counties now com-
prising the Central District.
2. The Clerk of the Council is hereby directed to
forward to Jerry M. Patterson, Member of Congress, 38th
District of California, a copy hereof.
