RESOLUTION NO. 79-64
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
SANTA ANA APPROVING THE APPLICATION FOR FUNDING OF
THE FIFTH YEAR HOUSING AND COMMUNITY DEVELOPMENT
BLOCK GRANT PROGRAM FOR THE CITY OF SANTA ANA AND
THE FOURTH YEAR PROGRAM PERFORMANCE REPORT~
AUTHORIZING AND DIRECTING THE CITY MANAGER TO TAKE
ALL NECESSARY STEPS TO FILE SAID APPLICATION AND
PERFORMANCE REPORT; A/qD DESIGNATING THE CITY
MANAGER AS THE AUTHORIZED REPRESENTATIVE OF THE
CITY OF SANTA ANA TO ACT IN CONNECTION WITH THE
AFORESAID APPLICATION AND PERFORMANCE REPORT, AND
TO PROVIDE SUCH ADDITIONAL INFORMATION AS MAY BE
REQUIRED BY THE UNITED STATES DEPARTMENT OF
HOUSING AND URBAN DEVELOPMENT.
WHEREAS, the City of Santa Aha received approval
of its First Year, Second Year, Third Year and Fourth Year
Community Development Block Grant ("CDBG") Program applications
from the United States Department of Housing and Urban
Development ("HUD") under Title I of the Housing and Com-
munity Development Act of 1974, as amended, and has implemented
the programs for these four years beginning June 12, 1975;
and
WHEREAS, in accordance with a written citizen
participation plan, the Community Development Citizen Review
Committee and the Community Development Management Team of
the City of Santa Aha have held a series of four informa-
tional public meetings throughout the community of the City
of Santa Ana in 1978 in order that citizens be provided
adequate information concerning the amount of funds avail-
able for the proposed activities in the Fifth Year CDBG
program, and an opportunity to participate in the develop-
ment of the Fifth Year Community Development Block Grant
proposed application ("Application"); and
WHEREAS, the Santa Aha City Council on January 9,
1979 held the first of the two mandatory public hearings
that provided citizens an opportunity to articulate their
needs, to make comments on the proposed activities, to offer
alternate suggestions on possible programs for the future
and to participate in the formulation of the Application in
accordance with HUD regulations, 24 CFR 570.303(j); and
WHEREAS, the City Council of the City of Santa Ana
on February 20, 1979, after notice, held the final meeting
of the two mandatory public hearings on the Application, and
approved said Application and sent said Application 'to the
clearinghouses and to the Southern California Association of
Governments ("SCAG") for the requisite A-95 review; and
WHEREAS, the Fourth Year CDBG Program Performance
Report was prepared and sent to the clearinghouses and the
Los Angeles Area HUD office on the same date; and
WHEREAS, in accordance with federal regulations
(24 CFR 570.303) and said citizen participation plan, citizens
"were given the opportunity to assess projects and activities
of the performance" of the City of Santa Ana under the
Fourth Year CDBG Program; and to submit written comments on
said performance; and
WHEREAS, the City of Santa Ana now wishes to
approve the Fifth Year CDBG Application and the Fourth Year
CDBG Program Performance Report, copies of which are on file

in the office of the Clerk of the Council, and to authorize
and direct the City Manager to take all necessary steps to
file these documents with HUD.
NOW, THEREFORE, BE IT RESOLVED by the City Council
of the City of Santa Ana:
1. The City Council hereby approves and adopts
the Community Development Block Grant Program for the Fifth
Year commencing July 1, 1979, and ending on June 30, 1980,
and the Fourth Year Performance Report, copies of which are
on file in the office of the Clerk of the Council.
2. The City Manager of the City of Santa Aha is
hereby authorized and directed to take all necessary steps
to file the Fourth Year Program Performance Report and the
Fifth Year Housing and Community Development Block Grant
Program and Application for Federal Assistance with HUD in
conformance with the provisions of Title I of the Housing
and Community Development Act of 1974, as amended, 42
U.S.C. 5301 et seq. and all regulations pursuant thereto.
3. The City Manager is hereby designated as the
authorized representative of the City of Santa Aha to act in
connection with the aforesaid Application and Performance
Report, and to provide such additional information as may be
required by HUD.
