RESOLUTION NO. 79-113
A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF SANTA ANA, REQUESTING THE STATE LEGISLATURE
TO REVIEW THE FORMULA FOR STATE DISTRIBUTION
OF FEDERAL TITLE XX FUNDS
WHEREAS, in 1975, Public Law 93-647 was approved,
amending the Social Security Act by providing Title XX funds
for Social Services, and
WHEREAS, said Title XX funds are distributed directly
to the State, which is then responsible for allocation of
the funds to the fifty-eight (58) counties in California,
and
WHEREAS, the current rate for State distribution of
Title XX funds is based on prior year's expenditures, and
WHEREAS, Orange County, the second most populous county
in California, receives the lowest allocation of Title XX
funds, receiving only $2.53 per capita as compared to the
State average of $6.00 per capita, and
WHEREAS, Orange County residents are paying their "fair
share" of State taxes, yet are not receiving a "fair share"
of the State's allotment of Federal Title XX funds, and
WHEREAS, the State of California has mandated that
counties provide specific programs for protective services,
and
WHEREAS, as a part of said protective services, the
Orange County Human Services Agency provides services to
abused and neglected children in Orange County; however,
said services have been severely limited due to the lack of
Title XX funds for Orange County, and
WHEREAS, statistics compiled by the County Child Abuse
Registry indicate an increase in the number of reported
cases of child abuse and neglect.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF
THE CITY OF SANTA ANA:
That the State of California is urged to change the
formula for distribution of Federal Title XX funds so that

The Clerk of the Council is directed to send copies of
this resolution to the State Legislators representing Orange
County, the Assembly and Senate Committees having jurisdic-
tion over distribution of Title XX funds, the League of
California Cities, and all cities in Orange County.
