RESOLUTION NO. 79- 128
A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF SANTA ANA AUTHORIZING EXECUTION OF AN
AMENDMENT OF THE JOINT EXERCISE OF POWERS
AGREEMENT FOR ORANGE COUNTY MANPOWER COMMISSION
WHEREAS, on February 4, 1974, the City Council
approved the participation of the City of Santa Ana in the
Orange County Manpower Commission and authorized the Mayor
to execute a Joint Exercise of Powers Agreement for Orange
County Manpower Commission, which Agreement was executed
February 25, 1974, and thereafter amended; and
WHEREAS, Title 29, United States Code, Chapter 17,
Section 825(f), provides that Comprehensive Employment and
Training Programs administrative costs may be pooled so that
they may be used to administer all programs under Chapter
17: and
WHEREAS, Title 20, Code of Federal Regulations,
Part 676.40 provides that funds available for administration
shall be pooled under a separate subpart of ah Annual Plan
and used to cover all allowable administrative costs
incurred under the Annual Plan; and
WHEREAS, the City Council now desires to continue
the participation of the City in the Orange County Manpower
Commission through September 30, 1980, including pooling of
administrative costs to insure that all operational
administrative costs are reimbursed.
NOW, THEREFORE, BE IT RESOLVED by the City
Council of the City of Santa Ana that said Council approves
that certain "Amendment of Joint Exercise of Powers
Agreement for Orange County Manpower Commission," a copy of
which is on file in the office of the Clerk of the Council,
and the Mayor is authorized to execute said agreement on
behalf of the City of Santa Ana.
