RESOLUTION NO. 79-151
A RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF SANTA ANA
SUPPORTING SENATE BILL 522
WHEREAS, the Santa Ana City Council is concerned
about the increasing costs to governments for benefits
provided under existing Public Employees' Retirement Law;
and
WHEREAS, the Santa Ana City Council believes that
a major reason for such rising costs is that present Public
Employees' Retirement Law provides that a contracting agency's
election to be subject to optional benefit provisions by
amendment of its contract is irrevocable until the contract
is terminated; and
WHEREAS, Sentators Alan Sieroty (Los Angeles) and
Newton R. Russell (Los Angeles) have proposed Senate Bill
522 in an attempt to amend Section 20461.5 and to add Section
20461.6 to the Government Code to provide that Public Employees
Retirement benefits may be increased or improved by further
contract amendment and authorize contracting agencies to
reduce, terminate or provide different benefits by contract
amendment if such changes apply uniformly with respect to
all merabers within specified classifications and if such
changes are applicable only to new members, as specified, of
such classifications; and
WHEREAS, such proposed legislation is believed by
the Santa Ana City Council to be necessary to reduce high
costs which have been and are occurring in the area of
retirement benefits.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL
OF THE CITY OF SANTA ANA:
That the City Council hereby proclaims its
support for Senate Bill 522.
2. That the Clerk of the Council send copies of
this Resolution to the State Legislators
representing Orange County.
