Ogden Markel The Council having unanimously waived the reading of the Ordinance, on motion of Councilman Hall~ seconded by Hubbard and carried, the following Ordinance entitled: "Ordinance No. NS-366 declaring the result of the canvass of the returns of the election in the territory known as 'Sullivan and Edinger Annex' and approving the annexation of said territory to the City of Santa Aha" was considered and passed by the following vote: Ordinance No. NS-~67 Declaring result of canvass of returns of election - "West Santa Ana Annex" Assessment District No. 201 - Improve Main St. between Edinger St. and Delhi Road Reso. No. 59-63 increasing the contribution of the City Reso. No. 59-64 Confirming the assessment for improvement of Main Street -A. D. Ogden Markel The Council having unanimously waived the reading of the Ordinance, on motion of Co~lcilrman Gould, seconded by H,11 and carried, the following Ordi-~ce entitled: "Ordinance No. NS-367 declaring the result of the canvass of the returns of the Special Am~exation Election in the territory known and designated as'~st Santa Aha Annex' and approving and declaring the annexation of said territory to the City of Santa Aha, California" was considered and passed by the following vote: Ayes, Councilmen Royal E. Hubbard, Stanley C. Gould, Jr., A.A.Hall, Dale H. Reiuly Noes, Councilmen None Absent, Councilmen J. Ogden Markel Councilman Hubbard reviewed the highlights of the points introduced by the Manager at the Council meeting held March 16, 1959, regarding the discrepancy in the original estimate of the cost of the front footage and the act,,al cost of the work in Assess- merit District No. 201 for the improvement of Main Street between Edinger Street and Delhi Road. He said there was a moral obligation on the part of the City, as the estimate was based on a miscalculation, and although it is an u~*ortunat~ situation, the Council might increase the contribution on the part of the City. The Director of Public Works stated the City would increase the amount by $6,736.29 which would be approximately a 1~ decrease per front foot charge, instead of $5.16 per front foot, which is the actual cost and it would be reduced to $4.22 per front foot, as far as the property owner is concerned. The Council having unanimously waived the reading of the Resolution, on motion of Councilman Gould, seconded by Hubbard and carried, the following Resolution entitled: "Resolution No. 59-63 of the City Council of the City of Santa Aha increasing the contribution of the City and ordering the modification of the assessment roll in that Assessment Proceeding for the improve- ment of Main Street (Assessment No. 201)" was considered and passed by the following vote: Ayes, Councflmen Royal E. Ogden Markel The Council having unanimously waived the reading of the Resolution, on motion of Councilman Gould, seconded by Hubbard and carried, the following Resolution entitled: "Resolution No. 59-64 of the City Council of the City of Santa Aha confirming the assessment for the improvement of Main Street" in Assessment District No. 201, was considered and passed by the following vote: Ayes, Councf~men Royal E. Hubbard, Stanley C. Gould, Jr., A. A. Hall, Dale R. Heinly Noes, Councilmen None Absent, Councilmen J. Ogden Markel Councilman Hubbard suggested that in,the absence of Councilman M~rkel, the matter of discussion in regard to ,m~uthorized expenditures of City funds for conventions and trips by Mayor Reinly and Councilman Markel, be continued until Councilman Markel could be present. Councilman Gould stated he had not approved expenditures of City money for trips taken by Mayor Heiuly and Councilm~n Markel, and said he requested the Manager to give him a list of the approved expemditures for 1957-58 and 1958-59, as follows: ~ New York $600.00, San Francisco $100.00, Portland $106.80, Washington, D. C. $445.00, D~ytona Beach, F~orida $550.00, Rio de Janelro $2,601.40 and Santa Aha E1 Salvador $600.00. Ail expenditures must be made with the approval of the City Council as set forth in Section ~O2 of the Charter. He had contacted Edward Armstrong who told him he had been invited to make the trip to Santa Aha E1 Salvador, with the City defraying the expense, which trip was not approved by the 132 Reso. No. 59-65 Authorize condemnation of certain real property on 17th Street Ma~yor of the CityofSanta~ Council. Mayor Helnly said he represented the City at various meetings and had never spent any City money other than that nllocated for the trip. Councilman Gould stated no authorization had been given by the Council for the Santa Aha E1 Salvador trip and felt it was not proper nor within the confines of Section 402 of the Charter. Mayor Heinly stated he had not taken any trips without some discussion and approval and felt there was no illegal expenditure of City funds and the matter should be held in abeyance until the return of Councilman Markel. Also, that Councilman Gould went to Los Angeles and the sum of $200.00 was not authorized. Counc~lm~n Hubbard said he was willing to ratify anything that had been done. It was moved by Couneflma~ Nh11, seconded by Hubbard and carried, that the matter be continued for further discussion on April 6, 1959. Counetlm~u Hsll questioned the reason for Councilm~n Markel going to Washington, D.C. and Mayor Heinly stated Councilman Markel was representing him as he felt it advisable that Santa Aha be represented as the City was becoming well known by representation at these meetings. Cotulcilma~ Hall asked the Mayor if the Chamber of Commerce had approached him or was he approached by anyone in the City, to make the Santa Ana E1 .°~_lvador trip. The Mayor stated he was contacted by the Chamber of C~mmerce and two other parties requesting that he attend the People-to-People Program. Councilman Hall stated he had been awaiting the return of the Mayor before he made any decision regarding the expenditures and requested the matter be carried on as a discussion and asked Councilman Gould if he would have approved the trips if the matter had been bz~t up. Councilman Gould stated the trip to Rio De Janeiro involved $1600 or $1800, on a package deal, and would not have voted additional money for it, although the trip cost $2601.00. The trip to Santa Aha E1 Salvador was $438.00 and he under no circtanst~nces, would have approved it. He recited other items of expense for trips, and said he would not have approved two-thirds of these trips had his opinion been asked. Councflm~ Hall stated that the original motion would stand. The Manager stated the owner of property at the northwest corner of l?th and Spurgeon Streets is seeking a building permit for the construction of a building at this location. The Master Plan of Streets and Highways indicates that 17th Street will be a six-lane highway in the future. The City, in time, will need 10' width for road purposes and if the building is constructed, will be forced to pay a tremendous sum to tear down the building when the six-lane highway is constructed. The Manager suggested that the City file condemnation proceedings and buy a 10' wide strip by 90' for the sum of approximately SBO00.OO, at this time to save heavy expense later. The Council having unanimously waived the reading of the Resolution, on motion of Councilman Hubbard, seconded by Gould and carried, the following Resolution entitled: "Resolution No. 59-65 authorizing condemnation of certain real property for the widening of 17th Street on the north side west of Spurgeon Street" was considered and passed by the following vote: Ayes, Councilmen Royal E. Hubbard, Stanley C. Gould, Jr., A.A.Hall, Dale H. Heinly Noes, Councilmen None Absent, Councilmen J.
