A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANTA ANA
ADDING A NEW SECTION AND AMENDING SEVERAL SECTIONS OF RESOLU-
TION NO. 58-281 TO PROVIDE CERTAIN COMPENSATION ADJUSTMENTS
FOR EXECUTIVE AND MIDDLE-MANAGEMENT CLASSES FOR FISCAL YEARS
1979-80 AND 1980-81
WHEREAS, on November 3, 1958, the City Council passed and adopted
Resolution No. 58-281, revising and re-establishing the Basic Compensation
Plan for all officers and employees of the City of Santa Ana; and
WHEREAS, the City Council has from time to time amended said Resolution;
and
WHEREAS, the City Council, on July 27, 1976, adopted Resolutions 76-83
and 76-85 amending the City's basic classification and pay plan (Resolution
58-281) in order to provide for the designation of certain management classes
as unrepresented Executive Management (EM) or Middle-Management (MM) classes
and to set ~orth certain compensation adjustments, including several specific
employee benefit improvements for those classes; and
WHEREAS, it is now desired to adjust the salary rate ranges currently
assigned to those classes, provide a special performance incentive allowance
and to add to the list of benefits enumerated in Sections 3.1.1 and 3.1.2
of Resolution 58-281, as amended.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of
Santa Ana:
1. That Section 3 of Resolution 58-281, as amended, is hereby further
amende~l by:
A. Assigning the following class titles the new salary rate range
numbers on the effective dates as next herein set out:

B. Retitling the class of Payroll Clerk to PAYROLL ACCOUNTS SUPER-
VISOR; changing the salary rate range from No. 337 to 384; and designating
said retitled class as unrepresented Middle-Management by adding next to the
class title the parenthetical identifier "(MM)".
C. Adding the following notation to the list of footnotes at the
end of Section 3:
(g) Effective January 1, 1980, personnel designated
as Executive (~4) and Middle-Management (MM) who meet
or exceed special performance criteria established by
the City Manager may be granted, upon recommendation
of the City Manager and approval of the City Council,
a performance incentive allowance in an amount equal
to one percent (1.0%) (2 salary rate ranges) above
their then current base monthly salary rate.
2. That the following subsection be added to Section 3.1.1, Employee
Benefits: (for Executive Management personnel):
k. Life Insurance Coverage. From and after September 1, 1979, or
as soon thereafter as practicable, the City will seek to ~end the group term
life insurance policy it maintains on behalf of its employees in order to pro-
vide each person designated as Executive Management (EM) with term life insur-
ance coverage in an amount equal to twice the employee's annual rate of salary,
provided said person can provide evidence of insurability if so required.
Said life insurance coverage shall include an Accidental Death and Dismember-
ment provision. The City will pay any reasonable additional premium cost to
provide such life insurance coverage at no cost to the employee.
In the event an Executive Management employee is determined to
be ineligible for said ins.luaace coverage, the City will attempt to provide
as much additional coverage ds ,~y be obtained without having to provide
evidence of inJ~rability, but in no case shall the amount of coverage be
less than the existing $20,000 A.D. and D. coverage.

1. Life Insurance Coverage. From and after September 1, 1979, or
as soon thereafter as practicable, the City will seek to amend the group
term life insurance policy it maintains on ],ehalf o~ its employees in order
to ~provide each person designated as Middle-Management (MM), and who is com-
pensated at the rate of $20,000 or greater per annum, with term life insur-
ance coverage in an amount equal to the employee's annual rate of salary,
provided said person can p£ovide e~ide~¢e of insurability if so required.
Said life insurance coverage shall include an Accidental Death and Dismem-
berment provision. The City will pay any reasonable additional premium ~ost
to provide such life insurance coverage at no cost to the employee.
In the event a Middle-Management employee is determined to be
ineligible for said insurance coverage, the City w%ll attempt to provide as
much additional coverage within ~e limits set ~orth above as may be obtain-
able without said employee having to provide evidence of insurability, but
in no case shall the amount of coverage be less than the existing $20,000
A.D. and D. coverage.
For those Middle-Management employees who are compensated at a
rate less than $20,000 per annum, the existing $20,000 A.D. and D. coverage
will continue to apply.
4. That a new section, numbered 3.1.3, be added to read as follows:
Section 3.1.3: Administrative Leave Policy. The City Manager is
authorized to grant, at his discretion, administrative leave for Executive
and Middle-Management personnel.
5. That this Resolution shall be operative from a~d after July l, 1979.
