HomeMy WebLinkAbout79-218KLG:ar 11/28/79 RESOLUTION NO. 79-2]8 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANTA ANA ADOPTING THE CONTENTS OF A CERTAIN LETTER AS EXPRESSIVE OF THE OFFICIAL POSITION OF THE CITY COUNCIL IN REGARD TO A CERTAIN PROPOSED ACTION PROGRAM FOR CONTROL OF NEWPORT BAY SEDIMENTATION BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SANTA ANA: That said Council has received, read, and con- sidered that certain letter from the Mayor, dated December 3, 1979, addressed to Mr. Mark Pisano, executive director, Southern California Association of Governments, 600 South Commonwealth Avenue, Suite 1000, Los Angeles, California 90015, subject: Proposed action program for control of Newport Bay sedimentation, and the report thereupon prepared by the Director of Public Works. The contents of said letter are hereby adopted as expressive of the official position of this Council in re- gard to said proposed action program. Pisano: SUBJECT: PROPOSED ACTION PROGRAM FOR CONTROL OF NEWPORT BAY SEDIMENTATION SCAG's efforts in attempting to reconcile the problems that have emerged regarding the 208 plan for the San Diego Creek/Newport Bay area are appreciated. I would like to thank you for giving the City of Santa Ana the opportunity to review and comment on the subject proposal. This letter represents the official position of the City of Santa Ana with regard to the proposal. Although not so stated in your letter of transmittal to Supervisor Riley, it is presumed that the purpose of the subject plan is to reduce the influx of sediment to the Upper Newport Bay. The City of Santa Aha appreciates the presumed objective of this proposal. We recognize the importance of cooperation and coordination with the Regional Water Quality Control Board and the merit of the plan's reliance on existing law and authorities. We have some concerns regarding the proposed plan=due to the lack of speci- ficity in the proposal. One of the concerns is the unknown composition of the "sedimentation planning groups". It is urged that the members of these groups be from the technical field with training and experience in engi- neering, geology, construction, agricultural operations and economics. Because of the flat terrain characteristics prevalent in Santa Aha, it is hoped that uniform regulations, which are targeted primarily toward hill- side or sloped terrain developments, would not have to be blindly, followed by the City. Control measures that might be instituted should be commen- surate with the amount of sediment produced or liable to be )roduced, and _. ' Mr. Mark Pisano 2 December 3, 1979 should be tailored to fit each agency's particular needs. Should there be mandated requirements for a more effective street sweeping program, such requirement should consider the financial ability of a city to incur the additional costs of such a program. CONCLUSION The City of Santa Ana is interested in the propose~plan and will appre- ciate the opportunity to review the final definitii~n ~f lis elements and a responsive resolution of the concerns expressed above.
