Invocation was given by Reverend Gerald Bash of the First Christian Church.
It was moved by Councilman Gould, seconded by Hubbard and carried, that the Minutes
of June 1, 1959, in Record Book 20, Page 192, with reference to Variance Application
No. 1122 filed by Margaret L. Hall be corrected to read as follows: "It was moved
by Councilman Hall and seconded by Hubbard, that the Variance be granted." On
motion of Councilman Gould, seconded by Hubbard and carried, the Minutes of June 1,
1959, as corrected, were approved.

On reco~uendati~u of the Committee and on motion of Councilman Gould, seconded
by Orewer and carried, the bid of Colony Ford Sales, at the net cost
of $2,773.26 was accepted and the other bids rejected.
The Mayor stated that the matter of the bids for the construction of the
Police Facility Building ce taken off calendar, and the Attorne~ instructed
to furnish the City Council with copies of the agreement to be executed by
the Gallegos Corporation.
On motion of Councilmm~ Hubbard, seconded by Hall and carried, the recommen-
dation of the Planning Commission was approved and Variance Application No.
1128 filed by Russell D. Willmams granted to construct one two-family dwelling
on rear part of each of two lots on property situated at 912-914 No~th ming
Street, in R-1 District, subject to conditions.
This being the date set for hearing on the adoption of amendment of Master
Plan of Otreets and Highways; no protests were received, and the hearing was
de~lared closed. The Council having unanimously waived the reading of the
Resolution, on motion o~ Councilman Gould, seconded hy Brewer ~d carried,
the following Hesolution entitled:
"Resolutiou No. 59-152 amending the Master Plan of
Streets and Highways to include areas coming into

protests were received, and the hearing was declared closed. The Council
having unanimously waived the reading of bhe Resolution, on motion of Council-

Communication was read from the Planning Commission recommending approval of
Variance Application No. 1125 filed by Lee Schultz to use existing single-
family residence as a general real estate and insurance office, a~d erect a
sign, five feet by ten feet in size; also olacktop area designated for parking,
on property situated at 1432 East Sev~teenth Street, in R-1 District, subject
to conditions of the Commission and the Department of Public ~orks. A petition
wa~ read signed by approximately 37 persons requestin~ denial of the Variance
application. Walter Adrian, 1621 Linwood Avenue, representing the protestants,
indicated the petition stated their case. The Council having unanimously

On motion of Councilman Gould, seconded by Brewer and carried, the recommen-
dation of the Planning Commissima was approved and Variance Applicatica No.
ll31 filed by Cedric Ao and Ramona Serrano granted to construct one single-
family residence with 12-foot oy 20-foot garage, on rear part of ohe lot, as
shown on plot plan, on property situated at 15811 South Clara Street, in R-1
District.
Communication was read from the Planning Co~mission reco~r~nding approval of
Variance Applicaticn No. ll~2 filed by Jezowski and Markel to estaolish a
cement contracti~ ousine ss to be operated with a m~ximum of four employees,
including owners, on premises; and to place a five-foot by six-foot sig~ in
front of the business; off-street parking space to be provided for six cars
on property situated approximately 240 feet north of intersection of ~dinger
Street and the proposed extension of Fairview Street, subject to conditions of
the Planning Co,~nission and the Department of Public Works. Attorney John
Cochrau, representing the applicants, addressed the Council with reference
to the conditmons as imposed, and after discussion, the matter was ccatinued
to June 29, 1959.
On motion of ~ouncilman Hubbard, seconded by Brewer and carried, the reccmm-
endatien of the Planning Commission was approved and Variance Application No.
12J3 filed by Milo W. and Goldia M. Richards granted to demolish existing
garage and construct a single-family dwelling on property situated at 13081
Pomona Street, in R-1 District.
On motion of bounciLman Gould, seconded by Hubbard and carried, the recon~men-
datien of the Planning Comm~tssion was approved and Variance Application No.
1127 filed by Richard A. Huffa, d Howard P. Rubin was affirmed as to the present
use of the building situated at 801 Spurgemu Street which is occupied by the
LOS ANGELES TIMES Editorial, Classified and Circulation staff; International
Business Machines Sales Organization and three insurance companies, in R-3

Communication was read from the Planning Commission recommending approval of
Variance Application No. ll21 filed by Carole M. Fmnularo to establish and
operate a trailer park on property situated at 2740 ~est ~irst Street, in ~-l
District, subject to conditions. ~rthur Famularo, 18142 blue ~idge Drive,
Santa Ana, objected to installing a chain link fence along a windbreak of
Bluegum trees. The Council having unanimously waived the reading of the Reso-
lution, on motion of Councilman Hall, seconded by hubbard and carried, the

It was moved by Councilman Gould and seconded by brewer that Variance Appli-

only." Councilman Gould withdrew his motion. It was moved by Councilman Gould
and seconded by Hubbard that the Variance be granted, subject to all conditions.

Commnication was read from the Planning Commission reconanending approval of the
following setback lines in Tract 28o8 filed by Donald K. ~utts, which setback
lines are necessary to insure ample off-street parking for the proposed shopping
center facilities in this area; on the south side, m~asured 55 feet from and
at right angles to the survey center line of p~oposed Lehnhardt Avenue between
the east line of Verano Street and a point 520 feet east of the survey center
line of Verano Street; on the east side, measured 110 feet fr~n and at right
angles to the survey center line of Verano Street, between the south line of
proposed Lehnhardt Avenue and a point 210 feet north of the center line of

Communication was read from the Planning Department regarding notice of public
hearing to be held July 13, 1959, to precise right of way on both sides of

Agent was authorized to advertise for oids for street improvements on Raitt
Street from Glenwood Place to Edinger Street, Project ll2; bids to be opened
July 6, 1959.
On motion of Councilman Gould, seconded by Hall and carried, the request of
Santa Ana Lodge No. 794, B.P.O.E. was granted to block off Mabury Street,
exclusive of the access portions to the parking lots on First and Chestnut
