HomeMy WebLinkAbout80-005RESOLUTION NO. 80-5 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANTA ANA ESTABLISHING A POLICY FOR THE NAMING OF STREETS, PUBLIC BUILDINGS, PARKS AND RECREATIONAL FACILITIES AND REPEALING RESOLUTION NO. 77-32 WHEREAS, the City of Santa Ana has a rich background of colorful pioneers and stirring historical events, and WHEREAS, the City of Santa Ana was established and has thrived through the efforts of dedicated citizens and public servants, and citizens heritage, WHEREAS, it is in the interest of the City and its future to retain names of significant landmarks and cultural and WHEREAS, tradition in the community can be maintained through the naming of streets, public buildings, parks and recre- ational facilities, NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SANTA ANA: Section 1. That the following policy guidelines and procedure for naming of streets, public buildings, parks and recre- ational facilities is established: A. Requests for the naming or renaming of public buildings, parks or recreational facilities are to be made in writing to the City Council and filed with the Clerk of the Council. B. Requests for the naming or renaming of streets, most particularly those streets contained within a new subdivision, are to be made in writing to the City Engineer. The City Engineer shall review the appropriateness of the request in accordance with the criteria set forth in Section 34-66 of the Santa Ana Municipal Code. The City Engineer will then file such a request for street naming or renaming with the Clerk of the Council in accordance with the policy and procedure established herein. C. Requests will be referred by the Clerk of the Council to the "Facility Naming Committee," an ad hoc committee which is convened only when requests for naming City streets, public build- ings, parks and recreational facilities are received by the Clerk of the Council. The Committee shall be composed of the Mayor or his appointee who shall preside as Chairman, a Recreation and Park Board member, a Cultural Heritage Committee member, a Planning Commission member, and a staff member. D. The Facility Naming Committee shall research and review the requests referred to them with particular consideration given to the following policy guidelines: 1) A name identifying the location by its unique or distinct geographic features. 2) A name relating to the environmental character- istics or an historic event in the area. 3) The name of a person or family who donated the land or funds for the City site. 4) The name of a person or family who has made a distinct, significant contribution to the well-being or improve- ment of the City of Santa Ana including, but not limited to, past Mayors, Councilmen, or Board or Commission members of the City of Santa Ana. 5) The name of a person, or of a family predecessor of a currently serving employee, elected representative or Board or Commission member of the City of Santa Ana shall be excluded from consideration. RESOLUTION NO. 80-5 PAGE TWO E. The Facility Naming Committee shall make its recom- mendations public, with the reasons therefor, (30) thirty days prior to submission to the City Council. F. The City Council shall be responsible for the final decision and may: 1) decline to name the facility at the present time, 2) affirm the recommendation of the Facility Naming Committee, or 3) request the Committee to conduct additional research, make surveys, or hold a public hearing and resubmit recommendation to the City Council for decision. Section 2. That Resolution No. 77-32 of this Council, adopted on March 21, 1977, is repealed.
