A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANTA ANA
AMENDING RESOLUTION NO. 58-281 TO CHANGE THE SALARY RANGES
ASSIGNED TO THE MIDDLE-MANAGEMENT CLASS OF REDEVELOP~iENT
REAL ESTATE OFFICER
WHEREAS, on November 3, 1958, the City Council passed and adopted Resolution
No. 58-281, revising and re-establishing the Basic Compensation Plan for all officers
and employees of the City of Santa Aha; and
WHEREAS, Section 1004, Article X of the City Charter of the City of Santa Aha
requires the City Manager to prepare, install and maintain a position classification
and pay plan subject to Civil Service Rules and Regulations and the approval of the
City Council; and
WHEREAS, the City Council has from time to time amended said Resolution; and
WHEREAS, the City's Redevelopment Agency, at its meeting of December 17, 1979,
recon~nended that the salary level for the middle-management class of Redevelopment
Real Estate Officer be increased in order to recognize its increased job responsibili-
ties and difficulty and to provide a level of renumeration commensurate with prevailing
rates for similar work in other agencies; and
WHEREAS, the City Council desires to maintain the relevancy and equity of the
Basic Compensation Plan.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Santa Ana:
1. That Section 3 of Resolution No. 58-281, as amended, is hereby further amended
by changing, as next hereinafter set out, the previously-approved two-year salary
range adjustment schedule assigned to the class of Redevelopment Real Estate Officer:

REDEVELOPMENT REAL ESTATE OFFICER
DEFINITION
Under direction, administers the real property acquisition and disposal, residential
and commercial rehabilitation and relocation and land lease activities of the City's
Redevelopment and Housing Department and performs the more comolex and difficult work
in the valuation of real estate and the negotiation for the acquisition, dispositiom
and development of property for 'redevelopment/rehabilitation purposes.
EXAMPLES OF DUTIES
Plans, organizes, supervises, coordinates and participates in the real estate
acquisition and disposition, property management and relocation activities of the
Agency; coordinates, reviews and evaluates work of third party contractors, including
appraisers, market analysts and title companies; evaluates property appraisal, feasi-
bility analysis and land rense appraisals submitted by contractors and makes recommend-
ations on acceptance or rejection of reports; conducts preliminary and final negotia-
tions with property owners, developers, financial representatives amd others for the
acquisition, disposition and development of properties for redevelopment/rehabilitation
purposes and assists the Executive Director in final stages of negotiations; secures,
examines and interprets property records and title reports; supervises the preparation
and processing of documents for acquiring, recording, leasing and disposing of property,
including opening and coordinating escrows, preparing legal descriptions and ordering
preparation of related maps, plans, sketches, etc.; supervises the preparation of bids
for the removal, sale or relecatinn of improvements on improved land; prepares variety
of contracts involving the valuation and sale or exchange of properties, property
management and security, demolition contracts and utility relocation, owner-participation
agreements and disposition and development agreements; administers property disposition
and development agreements; prepares Agency meeting agenda items and documentation per-
raining to real estate, relocation and property disposition and development matters;
prepares annual budget estimates for real estate activities; supervises the preparation
and maintenance of Agency's rea] estate records and files; prepares comprehensive and
detailed technical reports concerning activities; and performs other related duties as
required.
DISTINGUISHING FEATURES OF THE CLASS
The work of this class involves responsibility for the administration of all phases
of the Agency operation dealing with real estate, relocation and property disposition
and development activities requiring the exercise of seasoned judgement, discretion and
initiative in the application of specialized knowledge and skill in negotiating for the
acquisition, disposition and development of properties for redevelopment purposes.
RECOMMENDED MINIMUM 9UALIFICATIONS
Education and experience equivalent to graduation from college with specialization in
real estate, business or public administration, economics or related field and five
years' experience involved in the appraisal, acquisition, sale and leasing of land
and land rights, including at least three years' of such experience at a supervisory
level in an urban renewal or redevelopment agency o__r any equivalent combination of
experience and training which provides the following knowledge, skills and abilities:
Knowledge of: principle, practices, economics and legal requirements of urban
redevelopment/rehabilitation pertaining to the acquisition, disposition and development
of property for redevelopment purposes; Federal, State and local laws pertaining to
real estate and its transfer, relocation, fair appraisal and fair negotiation practices:
RECOMMENDED MINIMUM QUALIFICATIONS
factors involved in appraising property and principles underlying the appraisal processL..
common methods of describing real property; effect on property valUes of deed and
tract restrictions, zoning ordinances, tax and improvement assessments, easements and
encroachments; property values and the effect of economic trends on value and price
and on the construction cost of improvements; legal procedures and documents involved
in real estate transactions; the principles of real property management. Ability to:
collect, analyze and interpret economic, technical and statistical data relating to real
property and to prepare comprehensive and concise written reports; conduct successful
negotiations with property owners or their representatives for the acquisition,
dispostion and development of property and establish tactfnl and cooperative relationships
with persons contacted.
