HomeMy WebLinkAbout80-045REL:ms 2/26/80 RESOLUTION NO. 80-45 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANTA ANA URGING THE ORANGE COUNTY BOARD OF SUPERVISORS TO PLACE A BALLOT MEASURE ON THE JUNE 1980 COUNTY BALLOT THAT WILL MAKE ORANGE COUNTY ELIGIBLE FOR STATE RAPID TRANSIT FUNDS WHEREAS, the multi-modal transportation study in progress with the Orange County Transportation Co~mission foresees travel demand doubling by 1995 and producing intolerable congestion on the County's freeways and arterial highways; and WHEREAS, there are several segments of the County's arterial and freeway system which will experience sufficient usage to justify a fixed guideway system by 1995; and WHEREAS, the State Constitution and State Legislation provide state funds for rapid transit fixed guideway systems to eligible counties; and WHEREAS, funds made available by such a ballot measure may be used to construct fixed guideway facilities such as the Pacific Electric Right of Way or the Amtrak Inter-City Commuter Station within the City of Santa Ana; and WHEREAS, Orange County now is the only major urban county ineligible to receive state rapid transit funds even though Orange County Taxpayers contribute to these funds without benefit; and WHEREAS, the voters of Orange County approved the Constitutional Amendment permitting diversion of highway funds in 1974 by a 59% yes vote; and WHEREAS, there is an additional requirement to qualify the County of Orange for these two funds, which is a majority affirmative response of the voters of Orange County to a local ballot measure pursuant to Section 4 of Article XIX of the California Constitution; and WHEREAS, unless the voters of Orange County approve of Orange County of Orange will not receive its fair share of available rapid transit funding and said funds will go to counties which have approved the necessary ballot measure; and WHEREAS, the eligibility for these fundings do not require a new tax but will merely return to Orange County funding which comes from taxes already paid by Orange Countians. RESOLUTION NO. 80-45 PAGE TWO NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SANTA ANA that the Orange County Board of Supervisors is urged to place a measure on the County ballot pursuant to Section 4 of Article XIX of the California Constitution in June 1980.
