RESOLUTION NO. 80-72
A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF SANTA ANA SELECTING A RESIDENTIAL
REHABILITATION AREA PURSUANT TO THE MARKS-
FORAN RESIDENTIAL REHABILITATION ACT OF
1973, MAKING CERTAIN FINDINGS WITH RESPECT
THERETO, AND ADOPTING RULES AND REGULATIONS
FOR THE RESIDENTIAL REHABILITATION
FINANCING PROGRAM
WHEREAS, by Resolution No. 79-217, the City
Council adopted a Comprehensive Rehabilitation Financing
Program pursuant to the Marks-Foran Residential
Rehabilitation Act of 1973 ("said Act"); and
WHEREAS, by said Resolution No. 79-217, the City
Council appointed the Housing Advisory Commission as the
citizen advisory board required by said Act and has
consulted with said Commission concerning the Comprehensive
Residential Rehabilitation Financing Program under said Act;
and
WHEREAS, public meetings have previously been held
for the purpose of considering selection of the area for
designation as a residential rehabilitation area; and
WHEREAS, Rules and Regulations for the
implementation of the Comprehensive Residential
Rehabilitation Financing Program and a plan for public
improvement have been approved by said Housing Advisory
Commission and filed with the Clerk of the Council; and
WHEREAS, in accordance with Resolution No. 80-14
of the City Council, information relating to the time and
location of the public hearing, the boundaries of the
proposed residential rehabilitation area and a general
description of the proposed Residential Rehabilitation
Financing Program have been disseminated at least seven (7)
days prior to the hearing heretofore held on the selection
of the residential rehabilitation area; and
WHEREAS, the City Council has held a public
hearing, duly noticed as provided by law, at which the
proposed boundaries and proposed residential rehabilitation
program and a summary of the public meetings were presented
and reviewed and full opportunity given to the residents and
property owners to comment upon the Comprehensive
Residential Rehabilitation Financing Program and to provide
testimony and evidence relating thereto; and
WHEREAS, the City Council has considered all of
the proceedings, testimony and evidence presented to it at
the public hearing concerning the Comprehensive Residential
Rehabilitation Financing Program.
NOW, THEREFORE, BE IT RESOLVED by the City Council
of the City of Santa Ana as follows:

Section 1. The residential rehabilitation area as
shown on the map attached hereto as "Exhibit A" and
incorporated herein by reference is hereby designated as the
Residential Rehabilitation Area of the City of Santa Ana.
Section 2. Based upon the evidence submitted to
the City Council at the public hearing, it is hereby found
and determined that with respect to the Residential
Rehabilitation Area of the City of Santa Ana there are a
substantial number of deteriorating structures in the area
which do not conform to community standards for decent,
safe, and sanitary housing; financial assistance from the
City for residential rehabilitation is necessary to arrest
the deterioration of the residential rehabilitation area of
the City of Santa Ana; and financing of residential
rehabilitation in the Residential Rehabilitation Area of the
City of Santa Ana is economically feasible.
Section 3. The document entitled "Rules and
Regulations of the City of Santa Ana Residential
Rehabilitation Financing Program," form dated April 1, 1980,
a copy of which is on file with the Clerk of the Council
and to which reference is hereby made for full particulars,
is hereby adopted as the Rules and Regulations for said
Comprehensive Residential Rehabilitation Fianancing Program.
