The Vice-Mayor announced a previous meeting having been scheduled
in the Council Chamber, the City Council will adjourn its meeting
to the Mayor's office.

of Westminster Avenue, measured 200 feet frcm and at right angles to the survey
center line of Westminster Avenue, between the east line of Berrydale Street and

This being the date set for hearing on Amendment Application No. 291, ~nitiated by
Planning Commission, amending Sectional District Map 17-5-10, Exhibit B, to reclas-
sify from R-1 District to C-1-PK District, ~property located at the southwest corner
of the intersection of Verano Street and Bolsa Avenue; approximate size of property
is 150 feet by 150 feet; no protests were received and the hearing was closed. On
motion of Councilman Gould~ seconded by Brewer and carried, the following Ordinance:

"Ordinance amending Article IX of the Santa Ana Municipal Code to
change district classifica~ ion on Amendment Application No. 291
and to amend Sectional District Map 17-5-10, Exhibit B"
was introduced, considered and placed on file for second reading.
This being the date set for hearing on Amendment Application No. 293, filed by
Grace G. Lancaster, amending Sectional District Map 12-5-10, Exhibit B, to reclas-
sify from R-1 District to R-2 District, property on the west side of Baker Street
directly at the intersection of Baker and Fifteenth Streets; no protests were re-
ceived and the hearing was closed. On motion of Councilman Gould, seconded by
Heinly and carried, the following Grdinance entitled:
"Ordinance amending Article IX of the Santa Ana Municipal Code to
change district classification on Amendment Application No. 293
and to amend Sectional District Map 12-5-10, Exhibit B"
was introduced, considered and placed on file for second reading.
Communication was read from the Planning Department rec~nmending approval of
Preliminary Record of Survey, filed by J. Freeman and J.R. and E. L. Mitchell~
dividing a parcel located generally ou the west side of Bristol Street, approximately
526 feet south of Fairview Avenue, subject to conditions. Mr. James R. Mitchell
stated the property was originally purchased from Mr. J. Freeman, and they have held
separate deeds to this property;the property was zoned C-2 District until approxi-
mately one year ago and is now C-1 District. Mr. Mitchell said he plans on improv-
ing the property as a separate parcel. On motion of Councilman Gould~ seconded by
Brewer and carried, Preliminary Record of Survey Map was approved subject to con-
ditions of the Department of Public Works, and the conditions imposed shall be
complied with on each parcel prior to the issuance of a Utilities Release. Council-
man Heinly disqualified himself on this matter.
Communication was read fr~n the Planning Department recommending approval of Pre-
liminary Record of Survey, filed by Bud Armfield, rearranging lot lines affecting
two lots located generally on the west side of Sullivan Street, approximately 250
feet south of Fifth Street, subject to conditions. Mr. J. W. Reagan~ 2027 N. Main
Street, representing the applicant, stated Mr. Armfield is agreeable to all con-
ditions, except the requirement of sidewalks along Sullivan Street, and said there
are no sidewalks there at the present time. On motion of Councilman Gould, seconded
by Brewer and carried, the Preliminary Record of Survey Map was approved, subject to
conditions, with the exception of the sidewalk requirement.
Con~unication was read from the Planning Commission recommending approval of Pre-
liminary Record of Survey, filed by R. S. Head, dividiug a parcel located at the
southwest corner of the intersection of Bolsa Avenue and Verano Street~ subject to
conditions. Attorney Richard Hamilton, representing Savage Construction Company,
now in escrow with R. S. Head for the purchase of ten acres of this parcel to be
subdivided, said he had oral permission from R. S. Head to file the Preliminary
Record of Survey, and that Mr. Head would not consent to either dedication or

retains. On motion of Councilman Heinly~ seconded by Gould and carried~ the
Preliminary Record of Survey Map was approved, subject to conditions, and the con-
ditions applying be imposed on each separate piece of property and prior to issu-
ance of a Utility Release.
Councilman Heinly disqualified himself on the following matter. On motion of Coun-
cilman Gould, seconded by Brewer and carried, the oral request of E. Hall was grant-
ed, and action was continued until November 2, 1959, on Preliminary Record of Sur-
vey, creating three parcels located generally south of Edinger Street extension
and west of Standard Avenue north of the extension of Occidental Street, subject to
conditions.
Communication was read from the Planning Department recommending denial of Prelim-
inary Record of Survey~ filed by Jim McHenry, creating one lot to the rear of two
lots owned by Mells Trusty and Frances Davis, respectively, located at the north-
west corner of Cypress ~venue and Hobart Street. The applicant objected to the
minimum size requirements of the lots. It was moved by Councilman Gould and second-
ed by Brewer, that the rec~mnendation of the Planning Commission be overruled and
the Preliminary Record of Survey Nap be approved, subject to any conditions.

On motion of Councilman Gould, seconded by Heinly and carried, action was continued
to the next regular meeting.

On motion of Councilman Gould, seconded by Heinly and carried, Map of Tract No.3386,
filed by Mailon Builders, Inc. for the dedication of Newhooe Street, Mountain View
Street, Maurie avenue, and offering for dedication to the City all vehicular access
rights on Newhope Street, and bond in the sum of $25,000.00 were approved; license
fee in the amount of $950.00 accepted, and agreement coveri~ improvements ordered
signed.

On motion of Councilman Gould, seconded by Heinly and carried, Tentative Tract Map
No. 3589, filed by H. R. Martin, creating 33 industrial lots, located generally

north of Delhi Road, 921/east of McClay Street, was approved, subject to conditions.

On motion of Councilman Gould, Seconded by Heinly and carried, the Mayor and Clerk
of the Council were authorized to execute an agreement dated October 26, 1959, with
the State of California, Department of Finance, providing for the preparation of a
population estinmte; costs to be paid by the City for the performance of the service.
The Council having u~mnimouslywaived the reading of the Resolution, on motion of
Councilman Gould, seconded by Brewer and carried, the following Resolution entitled:

A report was read frOm the City Attorney on the "South Santa Ana Annex." On motion
of Councilman Gould, seconded by Heinlyand carried, the report was received, filed1
and the annexation declared null and void and all proceedings in the "South Santa
Aha Annex" terminated under the Uninhabited Act.

Communication was read from the Department of Public Works requesting approval of

granted to the Santa Ana Community Players to put up two banners overhanging some
main area in the ~owntown section on certain dates, starting October 30, 1959
through Ma~ 7, 1960, subject to the following conditions~ (1) Obtain the approval
of the property owners where these banners are attahhed (2) Obtain sufficient insur-
ance, a minimum of $100,O00.00 to $300,O00.00 (3) That the City be specifically
