RESOLUTION NO. 80- 97
A RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF SANTA ANA DECLARING
ITS INTENTION TO DETERMINE THE ISSUE
OF WHETHER THE HOUSING REHABILITATION
PROGRAM SHOULD BE EXTENDED TO RENTAL
HOUSING AND TO OFFER CITY ASSISTANCE
TO THE CIVIC CENTER BARRIO IN THE
FORMATION OF ITS HOUSING PROGRAM
WHEREAS, the City of Santa Ana has previously
entered into an agreement with Civic Center Barrio and other
interested parties, which, among other matters, obligated
the City of Santa ~na to expand its Housing Rehabilitation
Program into rental housing; and
WHEREAS, the parties to that agreement are now
substantially amending the same, and one of the changes made
by. such amendment will be the deletion of the provision
containing the said obligation; and
WHEREAS, this Council recognizes that the issue of
whether the Housing Rehabilitation Program should be extended
to rental housing is a matter of continuing public concern,
especially to persons of low and moderate income, and one
which deserves immediate and intensive consideration based
upon extensive public participation and comment; and
WHEREAS, this Council also believes that a final
determination of the feasibility and desirability of extending
the Housing Rehabilitation Program will involve the careful
weighing and balancing of many social, economic, and environmental
factors; and
WHEREAS, as a corollary to the abovesaid agreement
revision, Civic Center Barrio, now organized as a private
non-profit corporation, will be enabled to initiate and
carry out an active housing program of its own for the
benefit of persons of low and moderate income;
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL
OF THE CITY OF SANTA ANA AS FOLLOWS:
1. Within ninety days following the date of
execution of the amendment to the agreement as hereinabove
described, this Council shall reach a final determination on
the issue of whether the Housing Rehabilitation Program
should be extended to rental housing.
2. The abovesaid determination shall be reached
on the basis of extensive public participation and comment
throughout the ninety-day period, including at least three
public meetings held by the City in the first sixty days
thereof.

3. Immediately following the signing of the
abovesaid amendment, the City administrative staff will
offer and provide technical and advisory assistance to the
Civic Center Barrio Housing Corporation to aid in the development
and operation of its housing program.
