RESOLUTION NO. 80- 101
A RESOLUTION OF THE CITY COUNCIL OF
THE CITY OF SANTA ANA SUPPORTING
SENATE BILL NO. 348
WHEREAS, Section 3800 of the California Labor Code
requires applicants for a building permit to file or have on
file with the Building Department a certificate of workers'
compensation insurance; and
WHEREAS, contractors are required to file said cer-
tificates with each city or county in which they secure permits,
thereby causing duplication of work efforts by municipalities,
contractors, and insurance companies; and
WHEREAS, Section 3800 is not effective in insuring
that employees of subcontractors on a construction project are
protected by workers' compensation insurance; and
WHEREAS, SB 348 would require all licensed contractors
to file necessary certificates with the State Contractors License
Board rather than with local building departments;
NOW, THEREFORE, BE IT RESOLVED by the City Council of
the City of Santa Ana:
1. That the City Council hereby proclaims its support
of Senate Bill 348.
2. That the Clerk of the Council is directed to
distribute copies of this resolution to Senators John V. Briggs,
Paul B. Carpenter and John G. Schmitz, and Assemblymen Ross
Johnson, Dennis Mangers, Bruce Nestande, Richard Robinson,
Chester Wray and Assemblywoman Marian Bergeson, the Assembly
Committee on Labor, Employment and Consumer Affairs, and to all
of the State Legislature representing constituents in Orange
County.
